Scope of Work (Paint Exterior of Historic Lamar Bathhouse)

PMIS 175045

Overview

This project will consist of preparing stucco, wood, metal, & concrete exterior surfaces for new paint. All cracks in exterior stucco walls will be repaired; exterior windows/doors will be re-glazed and caulked as needed. Painting of the Historic Lamar Bathhouse. Aesthetic quality and craftsmanship will be maintained at the highest possible level.

DESCRIPTION OF WORK

A.) This project will consist of furnishing all paint, labor, equipment, materials, and expertise to prepare and paint all exterior wall surfaces, windows, doors, downspouts, gutters and assorted features of the Historic Lamar Bathhouse located within Hot Springs National Park. The area of work covers the exterior of the Historic Lamar Bathhouse which has 10,000 square feet of painted surface.

There are 138 nine lite wood windows bath casement and sash type, 6 large porch windows and the entrance doors with side lights. The project will require the use of temporary structural or mechanical means to reach the second story of the building. The height of the building is 30’ to 40’ from the uneven ground areas on all sides.

B.) This project will also consist of replacing any rotten or water damaged wood components found during preparation for painting of this structure which may be discovered around doors, windows, eves, overhangs, or other features. Which is aproximently 20 linear feet of rotten wood.

PREPARATION

Clean all exterior surfaces per the paint manufacturer’s recommendations prior to painting to ensure a clean surface and proper paint adhesion. All dirt and loose peeling paint shall be removed prior to new paint being applied. Contractor will take great care in not damaging any original wood work or features of the building while cleaning.

Scrape and sand all wood, metal and stucco surfaces That as necessary prior to primer or paint application to ensure proper paint adhesion.

Repair aproximently 10 square feet of damaged stucco in the south west basement stairwell

Remove approximately 1000 linear feet of deteriorated caulking between stucco and window applying new Acrylic latex adhesive caulk plus silicone with a 40 year durability warranty.

Remove approximately 1000 linear feet of deteriorated glazing and apply new glazing.

Patch, caulk, glaze, and repair all cracks and joints around all exterior walls, windows, doors, and other features of the building ensuring all exterior penetrations are sealed. This will be an important part of this project, to prevent any future water penetration or structural damage.

Painting

Recoat all previous painted stucco surfaces with one coat of finish paint no less than 4 mils of a wet coat. Any bare or repaired stucco will be primed with one coat of primer and 2 coats of finish paint. Sand and Prime all exterior wood surfaces with 1 coat of primer and 2 coats of finish paint. Sand all metal fixtures Prime all bare metal with 1 coat of primer and 2 coats of finish and previous painted metal All paint will be applied with a high quality roller or brush. No use of airless paint sprayer will be allowed on this project due to high pedestrian and vehicle traffic.

Paint and stain

(1) Stucco surfaces

The majority of exterior surfaces are stucco and currently painted using a Pittsburg paint primer paint sun proof (Color 76-45 series super white) satin sheen. Stucco paint will be a 100% acrylic exterior satin latex paint with an excellent durability and mildew resistance. Primer for stucco will be an acrylic universal primer/ sealer formulated to apply to stucco and meet performance of the commercial markets.

(2) Wood surfaces

Primer for wood surfaces will be an acrylic universal primer /sealer formulated to block stains that is recommended for the use on exterior wood. The current wood trim and windows are painted with Pittsburg paint sun proof ( color 78-45 series super white) semi- gloss latex 100% acrylic. Paint will be high quality exterior latex 100% acrylic providing an excellent durability, mildew resistant

(3) Metal surfaces

The metal surfaces will be primed with a high quality alkyd universal primer/sealer with excellent adhesion quality (color white) with matching original colors and sheen. The current metal is painted with a Coronado rust scat semi-gloss polyurethane 13 (color white) Paint will be high quality alkyd semi-gloss enamel for use on metal with a durable rust preventative (Color white).

(4) Wood entrance doors and side lights

The wood doors and side light are stained.

Working Hours

Normal Working Hours: The Contractor shall schedule his working hours to coincide with the working hours of the park staff which will be 7:30 am to 4:00 pm, a normal 5-day, 40-hour week, Monday through Thursday and 7:30 to 3:30 Fridays. The contractor will not be allowed to work Holidays, weekends, or after hours without the Contracting Officers prior approval. The Contractor shall work on days and hours stated except as approved, in writing, by the Contracting Officer.

Performance period See the Solicitation for the exact performance period.

SAFETY REQUIREMENTS

Site Clean-up: The daily operation of the contractor shall be kept free of litter or other debris at all times and upon the daily completion of work, all residual materials shall be removed from the site and the area and structures and surrounding areas left in an equal condition as it was found at the start of work.

Debris or material, if any, shall be disposed of properly offsite according to local regulations.

Barricades: Due to high public access and visitation, the Contractor shall furnish and install all necessary fences, barricades, and warning devices to protect the public and workmen during construction work. Barricades to keep the public out of active construction areas shall be left in place until work in that area is complete and then removed by the Contractor. Full body Harnesses will be warn while operating any aerial lifts and spotter used to keep pedestrian traffic safe.

All required PPE which applies to the task being performed.

SAFETY STATEMENT

Contractors shall comply with all safety standards outlined in:

(1) The Occupational Safety and Health Standards (29 CFR 1910) - General Industry.

(2) The Occupational Safety and Health Standards (29 CFR 1926) - Construction Industry.

(3) The American National Standards Institute (ANSI) which apply to the task being performed.

(4) The National Electric Code.

(5) The NFPA 101 Life Safety Code.

Note: Contractors found performing unsafe acts or creating unsafe conditions may be subject to a work stoppage until the deficiencies are corrected. A work stoppage due to unsafe acts or conditions could constitute an adjustment to the contract.
