Solicitation P17PS00810 NCR Construction MATOC Questions and Answers

1. In which volume are we to include the bonding capacity letter?

Answer: Include the bonding capacity/surety letter in Volume I.

2. How does selection of cluster or clusters impact proposal review, scoring, consideration, award, etc.?

Answer: The purpose for creating location clusters and dollar values, is that we want to provide this opportunity to the greatest amount of small businesses possible without impacting their ability to effectively compete for construction projects. In other words, we want prospective Offerors to strongly consider their company’s capabilities and resources and determine whether they would be over-extended if they were required to compete for projects throughout the region. Then, based on that consideration, select the appropriate cluster(s) and dollar value. There is no negative impact on proposal review, scoring, etc., related to this process.

3. How does selection of dollar value impact proposal review, scoring, consideration, award, etc.?

Answer: See answer to question #2.

4. Will there be multiple contractor groups base on cluster selection?

Answer: The intention is to compete each task order among all contractors who receive an award. However, our ability to do this will depend on how many contracts are awarded and which clusters are noted for the contractors that receive awards.

5. Confirm only hard copies of proposals will be accepted and they cannot be emailed.

Answer: Proposals can be emailed, mailed, or hand delivered. If you choose to email your proposal, submit it by the due date and time to stacey_rickard@nps.gov. Clearly indicate each Volume, etc., within the email content. The mailing address is provided in the solicitation. CAUTION: If submitting your proposal via email, it is advised and encouraged to submit it well before the 1400 (2:00 PM) deadline. There is often a rush of emailed proposals sent at the last minute, and the server speed and capacity may result in your proposal being received late. Late proposals may not be considered.

6. Please clarify if we are to use the Project Experience Questionnaire (Attachment 1) as a summary page and are to include a narrative for each of the projects listed.

Answer: Yes. The Project Experience Questionnaire only provides enough space for summary information. Offerors may choose to provide more information via a narrative for each of the projects listed.

7. Will the inclusion or omission of a list of potential subcontractors impact scoring? Is listing subcontractors required?

Answer: Listing subcontractors is not a requirement of this solicitation.

8. If a subcontractor is listed are we to include their past performance in list form?

Answer: If an Offeror chooses to provide subcontractor information, then that subcontractor’s past performance should also be provided and will be evaluated.

9. Do the Safety and/or Quality Control Plans count toward the volume page limit?

Answer: No. These plans are separate items and do not count towards the page limits.

10. In the list of awarded government contracts (Section L paragraph 5-B-2) can offeror include personal experience prior to joining the offering firm?

Answer: Yes. The Offeror may provide the experience of its key personnel gained from projects completed prior to those key personnel being employed by the Offeror.

11. Section L paragraph 5-B-2 states to include the Attachment 4 Reference Identification Form for each of the up to 10 projects listed for this paragraph. Attachment 4 is the cover letter for the questionnaire. Are we to include Attachment 4 for these project or was a different form indented to be requested?

Answer: Attachment 4 is the cover letter for the questionnaire and is not related to the information provided for the project list required under Section L paragraph 5.B.2. Provide those projects in list form.

12. Section L Part 4, section D states that you can have content on the front and back of your 8.5x11 page. If so, does this count as (1) page or (2) pages towards the total allowed page count for each section?

Answer: One page with content on the front and back will be considered one (1) page. For example, 30 pages equals 60 pages of content.

13. In regards to the following statement in Section L:

Offerors shall also identify in Volume 2 the following in list form, ALL Federal, State or Local Government agencies and commercial businesses for whom the offeror has been awarded a contract during the past three (3) years for the period beginning September 2013 through solicitation release date. If an offeror has more than 10 awarded contracts during the past 3-year period, then identify only 10 consecutive awarded contracts. Do we list only 10 consecutive awarded contracts in Ascending or Descending order?

Answer: Please list your awarded contracts in descending order.

14. The government desires three separate volumes with one original and five copies of each volume. Please clarify—are the volumes each to be placed in a separate binder—for a total of 18 binders? OR three tabbed volumes placed in one binder for a total of 6 binders?

Answer: If you choose to submit your proposal via mail or hand-delivered hard copies, then you may submit a total of six (6) binders with three tabbed volumes each. The clarified requirement is one (1) original and five (5) copies.

15. Please clarify, instructions are provided for both regular mail and email submission of the Customer Rating Questionnaire. Is it acceptable for our customers/clients to email these completed forms to the government?

Answer: Yes. The Customer Rating Questionnaires can be emailed directly to stacey_rickard@nps.gov.

16. Attachment 4 states: The Government will not evaluate performance on any project concluded more than 5 calendar years prior to the issuance date of this solicitation. Instructions state:

Projects cannot be any more than 3 years, please clarify.

Answer: We will accept projects that are currently active and that have been completed within the past five (5) years.

17. Is a bid bond required?

Answer: The bonding capacity/surety letter that demonstrates a bonding capacity of a minimum of $2,000,000.00 is all that is required of this solicitation. An actual bid bond is not required. Bid bonds may be required for individual task orders depending upon their value.

18. If a bid bond is required, in which volume should it be placed?

Answer: N/A

19. If a CCASS/CPARS is on file for a Volume 2 Past Performance project, may it be submitted in lieu of the NPS Customer Rating Questionnaire?

Answer: Yes. We will accept the completed CCASS/CPARS reports that are on file.

20. If a CCASS/CPARS is acceptable, please confirm these pages will not count towards the maximum page count.

Answer: CCASS/CPARS reports will not count towards any maximum page counts.

21. The “Reference ID Form” only contains instructions, no form to complete. Please provide the form.

Answer: The General References Form will be attached with this solicitation amendment.

22. Will the Government consider a page increase for Volume 3 – Technical in order to adequately address the 6 Subfactors?

Answer: There will be no page increase for Volume 3. You may include content on both sides of the paper.

23. Attachment #4 indicates a submission deadline of 05/11/2017. Please confirm the correct deadline.

Answer: The proposal submission deadline is October 10, 2017, by 1400 (2:00 PM) ET.

24. With the exception of SF 1442, are pages 8, 10, and 11 the only other price submissions required for Volume I of this solicitation?

Answer: Yes.

25. Is any consideration given to 8(a), HUBZone, SDVOSB, and/or WOSB firms as part of the evaluation process?

Answer: We encourage small businesses of all socio-economic distinctions to submit proposals, but there is no preference designated for 8(a), HUBZone, SDVOSB, and/or WOSB.
