QUESTIONS AND ANSWERS

P17PS00694 (GWMP 223197) – Amendment 0001

1. What is the load of the plaza?

Answer: The exact load for the Plaza is not known. However, the park has used lifts on the Plaza for similar statue and flag work without any issues. Also, institutional knowledge has noted that trucks as large as ladder fire trucks have been on the pavilion with no damage.

2. How close can we get to the memorial for truck delivery?

Answer: It depends on the size of the truck. The park has used a Ford Escape (small SUV) to drive up to the Plaza as recently as 2015, so it should be feasible to get a delivery truck fairly close to the plaza for unloading of equipment. If a large load or vehicle needs access, it may need to be scheduled with a Park Police escort for after peak visitation hours.

3. May we temporarily move or remount the perimeter fence on the grass?

Answer: If this is in reference to the temporary re-bar and rope “fence” around the perimeter of the Plinth and Statue, yes this can be removed to accommodate access to the Plinth and Statue, or for scaffold erection. It must be replaced at the completion of work to prevent visitors from climbing on the grass or wall.

4. Verify that the flag pole is in the scope for cleaning and waxing.

Answer: Yes.

5. If the flag pole is in the scope, will the flag have to fly during close work on the pole?

Can it be temporarily removed for 48 hours with an honor guard?

Answer: The flag needs to fly as much as possible. That being said, if cleaning and waxing operations dictate the removal of the flag to protect it from cleaning/waxing materials, then the Contractor can lower and un-hook the flag for safe-keeping. It should be raised again at the completion of the immediate work to the flagpole or statue and left on display (flying). An honor guard is not required for lowering the flag on a temporary basis.

6. Is the text identified in the drawings to be re-gilded completely regardless of condition?

Answer: Contract Line item #3 is to re-gild text identified in the drawings. Option item #2 is to re-gild all of the letters (this includes the letters indicated in CLIN #3).

7. Is there a specific wax formula desired for the bronze coating?

Answer: Refer to 050373 2.2 Coating materials for description of wax formula. This will be a submittal to be approved by Contracting Officer.

8. Is all work to be performed during normal business hours?

Answer: Working hours are indicated in Summary of Work 011100- under 1.8A Work Restrictions.

9. Is there a U.S. Citizenship requirement for the workforce?

Answer: Statutes and Executive orders require employers to abide by the immigration laws of the United States and to employ in the United States only individuals who are eligible to work in the United States. Since this contract is for a period less than 120 days, the contractor is not required to use eVerify per clause 52.222-54. However, this does not relieve the contractor from ensuring that employees are eligible to work in the United States.

10. How much value/weight will the Directorate place on a CVE verified SDVOSB certification as opposed to a non-CVE verified SDVOSB?

Answer: The definition of an SDVOSB as used in this solicitation may be found in clause 52.219-8.

11. What is the requirement for self-performance of work by an SDVOSB?

Answer: The definition of an SDVOSB as used in this solicitation may be found in clause 52.219-8.

The NAICS code used in this solicitation is 238990 and is considered a specialty trade.

Per FAR clause 52.219-14, for construction performed by special trade contractors the concern must perform at least 25 percent of the cost of the contract, not including the cost of materials with its own employees.

12. Will the directorate authorize off hours work?

13. How is the directorate going to verify the past performance of bidders?
