General Information President William Jefferson Clinton Birthplace Home National Historic Site is issuing a solicitation for the installation and configuration of network connected video surveillance cameras and network data cabling. Once installed, the video surveillance system will be used for the monitoring of fee collection and visitor activities. Video surveillance footage is being collected in order to protect organizational assets and assist in the dispatching of visitor safety services.

William Clinton Birthplace Home is located in Hope Arkansas. William Clinton Birthplace Home is the first home of the 42nd president of the United States. On May 19, 1994, the site was added to the National Register of Historic Places as "Bill Clinton Birthplace". In accordance with the Omnibus Public Land Management Act of 2009, the Secretary of the Interior accepted the property on December 14, 2010, establishing it as a National Historic Site and a unit of the National Park System.

Under the scope of the contract, the selectee will be responsible for the procurement, installation, and configuration of IP based video surveillance cameras. In addition to the installation of IP cameras, the contractor will provide design and installation services for wired cabling infrastructure supporting network connected cameras. The contractor is responsible for completing all work in accordance with National Park Service (NPS) and industry standards specified in this document. During the execution of the contract, the selectee will coordinate and work directly with a NPS designated technologist to integrate new cameras and cabling into the organization’s network systems.

General Guidance

If additional work is required, contractor to provide parts and labor pricing.

No additional work will be started without a written statement of cost and ‘field verification by the COR and final approval by the CO. In the detail of the written statement there will be a clearly defined description of the area the work will be performed, contract number and pictures of the area. There will be pictures of before during and after work is authorized.

Additional work is defined as work outside the scope of the agreement without CO authorization.

Project Meetings

Before the start of this project, the Contracting Officer (CO) will arrange an on-site meeting with the contractor and the park COR. Items to be covered may include park rules and regulations, authorized representatives, correspondence, procedures, labor standards provisions, payroll reports, modifications, payments to contractor, acceptance/rejection of product, subcontractors, documents required under the contract, submittals, allowable work times/days, (generally week days 8:30am – 5:00pm), non-interference with public visitation, OSHA compliance, reference materials, contractor quality control, liquidated damages, notice to proceed, tentative construction schedule, etc.

Network Video Recording System The NPS will provide a pre-configured network recording server to record the video feeds from the contractor installed cameras. The network recording server will be connected directly to the local area network (LAN) or virtual local area network (VLAN) to which the contractor installed cameras are connected. The contractor is responsible for the initial hardware and software configuration of all cameras to include updating camera firmware, assigning a static IP address, changing the default authentication credentials, aiming the cameras, and focusing the cameras. Once the initial configuration of a camera is completed, the contractor will provide the required configuration documentation to the agency designated technologist for integration into the recording server. The agency designated technologist must verify and approve the configuration of all cameras installed under the scope of the project.

Camera Requirements

1. All video recording hardware must be designated by Milestone to be compatible with the latest version of Milestone XProtect Professional video recording server software.

2. The contractor must verify camera device support with XProtect.

3. All cameras must be IP capable.

4. Cameras are required to be PoE capable and are to be powered via PoE in all instances.

Exceptions must be approved prior to installation. Heated enclosures, if necessitated by environmental factors, are to be powered by an AC circuit.

5. All exterior mounted entrance station cameras and other exterior cameras that are identified as requiring year round operation shall be environmentally rated and capable of four-season operation. If four season rated cameras are unavailable, cameras may be mounted in environmentally protected enclosures.

6. Cameras supporting motion triggered recording are required.

7. Milestone XProtect camera license must be provided with each camera as part of the contract. Milestone XProtect Professional Camera License PN: XPPCLl

8. At all locations where cameras are to be installed, the contractor will determine the mounting location and method to amply cover the view-shed required by fee collection or law enforcement operations.

9. All external cameras will need to be capable of night operation without the assistance of external facility lighting (IR cameras).

10. All cameras shall meet the following minimum requirements; IP, POE, stored HDTV resolution (1920 x 1080 FHD), H.264 compression capable, any other requirements required by XProtect Professional VMS software for proper operation.

Configuration of Cameras

1. All cameras must be running the most current firmware release offered by the manufacturer at the time of installation. The firmware release version must be annotated in the system documentation provided to the customer (See section Documentation).

2. All cameras must be assigned a static IP within the network range provided to the contractor prior to work beginning. The IP, devices media access control (MAC) address, and location must be annotated in the system documentation.

3. All cameras must be orientated and focused to provide complete coverage of the surveillance area specified by the customer.

4. Each camera must be configured with an administrative and operator security account.

The accounts must be accessible using a username and password provided to the contractor by the customer at time of installation.

5. Cameras mounted on the exterior of buildings that include built-in grounding provisions must be bonded to a verified grounding source. All grounding cables must be compliant with the National Electric Code (NEC) and ANSI/TIA/EIA-607-B.

Areas of Coverage

Note: The contractor is responsible for assessing each required area of coverage. The contractor will make a determination of camera type and features required to provide 24-hour coverage of each area. It is the responsibility of the contractor to ensure that all required features provided by a camera are functional in the installed location.

Area 1

1 EA Camera must be installed onto the ceiling of the front porch of the visitor’s center building. The camera must be day/night capable and provide ample coverage of the rear courtyard behind the visitor’s center. The camera must have internal IR lighting with a minimum range of 20M. The camera should be adjusted so that the viewshed captures the front area of the porch and the walkway leading up to the building. The camera should be focused for best capture of an individual located at the bottom of the porch steps. Reference images below.

Special Considerations: Hope Arkansas and the surrounding area experience high humidity throughout the year. The contractor must ensure all unsealed connectors are protected from moisture penetration (Ex. Heat shrink tube sealant).

Area 2

1 EA Camera must be installed onto the back wall of the of the visitor’s center lobby above the front desk. The cabling must be installed interior to the wall which will require cable fishing. Access to the wall can likely be achieved above the hallway drop ceiling for minimal disruption to the facility. The camera must be day/night capable and provide ample coverage of the rear courtyard behind the visitor’s center. The camera must have internal IR lighting with a minimum range of 20M. The camera should be adjusted so that the viewshed captures entrance to the lobby and general lobby area immediately in front of the desk. The camera

IT Branch – Network Video Surveillance System should be focused for best capture of an individual entering the building through the front door. Reference images below.

Special Considerations: Access to the wall behind the front desk can likely be achieved from above the drop ceiling in the hallway ( see picture above). The provided camera is a 180 - degree fisheye designed to capture entire lobby.

Area 3

EA Camera must be installed onto the roof gable on the rear side of the visitor’s center. The camera must be installed below the peak of the roof under the exterior light. The camera must be day/night capable and provide ample coverage of the rear courtyard behind the visitor’s center. The camera must have internal IR lighting with a minimum range of 20M. The camera must be focused for best capture individuals in the courtyard area. Reference images below.

Special Considerations: Effort should be made to mount the camera in such a way that its visual impact is minimized when viewing the bu ilding from the outside. Any exterior conduit should be painted to match the building. Every effort should be made to reduce structural impacts to the building to include the use of small diameter conduit and mount hardware.

Area 4

EA Camera must be installed below the roof line on the street side of the restroom building.

The camera must be day/night capable and provide ample coverage of the rear courtyard behind the visitor’s center. The camera must have internal IR lighting with a minimum range of 20M. The camera should be focused for best capture individuals near the rear exit of the visitor’s center sun room and surrounding area. Reference images below.

Special Considerations: Effort should be made to mount the camera in such a way that its visual impact is minimized when viewing the building from the outside. Any exterior conduit should be painted to match the building. Every effort should be made to reduce structural impacts to the building to include the use of small diameter conduit and mount hardware.

Area 5

EA Camera must be installed below the roof line on the rear side of the restroom building.

The camera must be day/night capable and provide ample coverage of the rear courtyard behind the visitor’s center. The camera must have internal IR lighting with a minimum range of 20M. The camera should be focused for best capture individuals entering and exiting the campus area from the adjacent parking lot through the alley. Reference images below.

Special Considerations: Effort should be made to mount the camera in such a way that its visual impact is minimized when viewing the building from the outside.

Any exterior conduit should be painted to match the building. Every effort should be made to reduce structural impacts to the building to include the use of small diameter conduit and mount hardware.

Area 6 (Area 6 & 7 share a co-located mount point)

1 EA Camera must be installed on a decorative camera mount post at the far west end of the black fence running adjacent to the alleyway. The camera should face northward to capture the activity of the courtyard. The camera must be day/night capable and provide ample coverage of the courtyard adjacent to the visitor’s center. The camera must have internal IR lighting with a minimum range of 20M. The camera should be focused for best capture individuals traversing the courtyard area. Reference images below.

Area 7 (Area 6 & 7 share a co-located mount point)

1 EA Camera must be installed on a decorative camera mount post at the far west end of the black fence running adjacent to the alleyway. The camera should face northward to capture the activity of the courtyard. The camera must be day/night capable and provide ample coverage of the courtyard adjacent to the visitor’s center. The camera must have internal IR lighting with a minimum range of 20M. The camera should be focused for best capture individuals traversing the courtyard area. Reference images below.

Area 8

1 EA Camera must be installed on a decorative camera mount post near the western corner of the fencing nearest the street. The camera should face southward to capture the activity on either facet of the birthplace home’s southwest side. The camera must be day/night capable and provide ample coverage of the house to include the front porch and side yard. The camera must have internal IR lighting with a minimum range of 20M. The camera should be focused for best capture individuals entering the house or walking in the side yard. Reference images below.

Areas 7, 8, and 9 (Mount Poles)

The contractor must procure and install 2 decorative camera mount poles. The mount poles should be of sufficient height to provide perspective of the monitored areas as well as prevent tampering with the cameras. The poles should be anchored using a structurally sound mounting base such as a prefabricated or poured concrete footing. The poles must internally house the network cables required to run the cameras. The poles will be fed with network connectivity using in ground buried conduit to be installed by the contractor. All cabling and conduit must remain interior to the pole or the footing when installed. No cabling should be left exposed.

Prior to purchase of the poles, the contractor must provide the specifications to the NPS customer for approval.

Network Cabling Installation

Note: All cabling installations must be installed according to the NPS MWR Data Communications Cabling Standards (See Attachments)

WICL Campus – Communications Conduit and Category 6 Cabling

The contractor will install a single Category 6 or greater copper UTP Ethernet cable running to each of the camera. Each installed cabling must pass through a properly grounded primary building protector after entering the visitor’s center facility before terminating into a cross connect panel. The primary building protector/s must be grounded in compliance with ANSI/NECA/BICSI 607-2011 and be rated to match the maximum performance standards of the cables being protected. The contractor will terminate all communications cabling in a single patch panel rated to perform at speeds meeting or exceeding the maximum speed of the cable used. The patch panel and each cable must be labeled with the destination of the cable at the point of origin (patch panel). Each cable should be terminated at the destination end with a weather sealed keystone jack unless the cable is terminated inside an environmentally controlled facility. All cables run on the exterior of the facility in conduit or in buried conduit must be rated for outdoor or direct bury use. All cables will be installed and tested according to the industry standards listed in this document.

To facilitate running the cables to each of the remotely located cameras, the contractor will be required to bore or trench underground communications conduit to each location marked on the attached campus map. All communications conduit should converge in the crawl space under the visitor’s center and enter the facility through the floor of the communications room.

All conduit pathways must be environmentally sealed after installation of the cabling. The communications conduit should be intersected at all locations annotated on the attached campus diagram by in-ground, environmentally sealed, communications pull boxes. The contractor is responsible for the procurement and installation of all communications conduit and pull boxes. The pull boxes should be chosen to minimize visual impact to the grounds after installation (smaller pull boxes are preferable). Prior to purchase of the pull boxes, the contractor must provide the specifications to the NPS customer for approval. In addition to the required Ethernet cables, each conduit pathway should include a minimum of one nylon pull rope or tape to facilitate future conduit use.

General Conduit Pathway Guidance

All conduit pathways should be designed to minimize disturbance to areas free of previous construction. Conduit pathways should follow existing construction and utility corridors as closely as possible to reduce the potential for disturbance of previously uncovered archeological assets below ground. Any non-organic materials encountered in the process of conduit pathway installation should be immediately reported to the assigned customer project representative.

Upon discovery of any item of potential significance, construction must stop and shall not proceed until the contractor has received clearance to proceed from a customer representative.

Conduit Path 1

A single 2” diameter flexible communications conduit must be installed originating in the floor of the communications room. The conduit must penetrate the floor near the existing communications conduit located under the wall mounted communications cabinet. The conduit must enter the ground in the building crawl space and travel out through the crawl space opening into the first contractor installed communications cabling pull box.

Conduit Path 2

A single 1” diameter flexible communications conduit must be installed originating in the first communications cabling pull box and traveling towards the rest room/garage facility. The conduit must penetrate the wall on the north side of the facility entering the garage storage space and terminating into a wall mounted junction box. Originating from the junction, a metallic conduit pathway must be installed to the specified camera locations. Each conduit pathway must terminate into a junction box that should be used to house the weather sealed keystone jack. Junction boxes should be mounted interior to the building if possible to prevent tampering. The contractor must make a determination of the minimum conduit diameter required for the cable pathways to minimize visual impact to the structure.

Conduit Path 3

A single 2” diameter flexible communications conduit must be installed originating in the first communications cabling pull box and traveling towards the second communications cabling pull box located near the inside fence line. The conduit pathway should travel in a straight path from the first pull box to the second. Every effort should be made to minimize disruption to the grounds and landscaping during installation.

Conduit Path 4

A single 2” diameter flexible communications conduit must be installed originating in the second communications cabling pull box and traveling towards the third communications cabling pull box located at the corner post of the interior fence segment designated in camera areas 6 and 7. The conduit pathway should travel in a straight path from the second pull box to the third. The conduit pathway should follow the fence line along this segment. Every effort should be made to minimize disruption to the grounds and landscaping during installation.

Conduit Path 5

A single 2” diameter flexible communications conduit must be installed originating in the third communications cabling pull box and traveling towards the fourth communications cabling pull box located in the North West corner of the front yard of the birthplace home. The conduit pathway should travel in a straight path from the third pull box to the fourth passing underneath the walkway. The fourth pull box should be located to allow for a straight pathway to the fifth and final pull box. Every effort should be made to minimize disruption to the grounds and landscaping during installation.

Conduit Path 5

A single 2” diameter flexible communications conduit must be installed originating in the fourth communications cabling pull box and traveling towards the fifth communications cabling pull box located in the South West corner of the front yard of the birthplace home. The conduit pathway should travel in a straight path from the fourth pull box to the fifth passing underneath the curved spillway leading down to the road. The fifth pull box should be located to allow for a straight pathway to the fourth pull box. Every effort should be made to minimize disruption to the grounds and landscaping during installation.

Environmental Considerations The contractor is responsible for making a determination of camera features necessary to facilitate year-round functionality of all cameras. In some cases cameras may be required to function during periods in which the park facilities are not climate controlled. The contractor may need to provide additional equipment to augment the functionality of cameras for year-round coverage. It is the responsibility of the contractor to determine and install any environmental controls required to maintain functionality.

Government Furnished Equipment

1. All locations will have customer provided Power over Ethernet Enhanced (PoE+) capable switching equipment with UPS systems.

2. The customer will provide a pre-configured network video recording server with

Milestone Systems XProtect Professional 2016r2 installed. The contractor will be given monitored access to the server to complete the configuration of cameras if necessary.

3. The customer will provide ample ports on a pre-configured PoE+ capable enterprise grade switch with access to a video surveillance specific VLAN. The VLAN network segment will not be provided DHCP services.

4. The customer will provide 3 EA cameras for the required areas of coverage (Areas 1, 2, and 5).

Cabling Installation Standards

* Please see attachment NPS MWR Data Communications Cabling Standards. All contractor installed data cabling must be compliant with the attached cabling standards.

Cabling Installation Addendum – Network Video Surveillance

1. All low voltage communication wires installed to support cameras must meet

ANSI/TIA/EIA 568-B.2-1 Commercial Building Telecommunications Cabling Standards for category 6 augmented (Cat 6a) or greater cabling. All low voltage cable must meet the manufacturer’s minimum standard for the specified transmission rates. All cables must be individually verified after installation and a report stating verification must be submitted electronically to the project COR.

2. All exterior buried cables must be grounded at each point of termination to a verified ground. Grounding provisions must be compliant with ANSI/TIA-607.

3. All new horizontal cable not within a wall must be installed into metallic communications conduit meeting the specifications of ANSI/TIA-569-B-2004, Commercial Building

Standard for Telecommunications Pathways and Spaces, Section 8.8.2.3. Cable fill ratios in any new communications conduit shall not exceed 40%. All exterior underground wire installs must be enclosed in conduit and cable must be of outside plant (OSP) grade.

4. All low voltage and line power installations must comply with National Electric Code

(NEC).

5. All low voltage communications cabling used for the transmission of LAN data must meet the cabling installation and performance standards outlined in ANSI/TIA-568-C.1.

6. All Ethernet cables run under the scope of the project must meet Category 6a Ethernet performance standards. New Ethernet cable runs must terminate in cross connect panels or wall boxes utilizing keystone jacks. The use of permanently mounted, non-configurable cable terminations (ex. patch cable directly from switch to camera device) are non-permitted under the scope of this contract.

7. Cable point-of-origin must be located in a secured area of the customer facility and must be labeled with the device/destination of the corresponding cable run.

8. The contractor is responsible for assessing potential electromagnetic interference (EMI) caused by installed facility systems. Based on the contractor assessment, the use of shielded cable or other EMI mitigation methods may be required.

NEPA and NHPA Section 106 Compliance Mitigation Requirements Contractor shall comply with the NEPA and NHPA Section 106 requirements described herein unless otherwise noted.

Archaeological/Cultural Resources

1. Monitoring by a cultural resource specialist will occur for ground disturbing activities, specifically trenching, when the project is located within an historic district due to the likelihood of buried historic features or within 25 meters of an archaeological site boundary. The cultural program manager shall be contacted two weeks in advance of work in those areas so that a monitor may be scheduled.

2. All workers shall be informed of the penalties of illegally collecting artifacts or intentionally damaging any archeological or historic property.

3. Areas selected for staging equipment and materials shall be located in existing disturbed areas where there is no potential for archeological resource disturbance.

4. Trenching within an archaeological site boundary will require additional compliance.

5. If previously unknown archaeological resources are discovered a park cultural resource specialist shall be contacted immediately and all work in the vicinity shall cease until the resources can be identified, documented and a mitigation strategy developed in accordance with the National Park Service and the State Historic Preservation Officer.

Historical Landscape Resources

1. Plans for proposed exterior cable pathways attached to or penetrating buildings shall be prepared for consultation and review by park cultural resource staff for final approval.

2. Blend new utility hardware on the sides of buildings to blend with the color of the existing wall.

3. Minimize punching new holes in buildings as much as possible and run new fiber optic lines adjacent to existing lines to help reduce visual clutter.

4. Vault surfaces shall be colored to blend in with surrounding soil and vegetation.

Vegetation

1. All equipment that will leave paved or dirt roads will be pressure-washed prior to entering the park and will be clean of any soil, plant matter, or other materials. The project manager will inspect the vehicles prior to entry into the park.

2. The Contractor shall identify new proposed underground pathways with clearly marked stakes a minimum of four weeks before commencing work to allow WICL staff to salvage vegetation in the path.

3. The WICL Office of Planning and Compliance (OPAC) or the project manager will provide the Vegetation Program Manager or their designated representative with a map of the proposed utility area at least 4 weeks prior to ground disturbance. If emergency repairs are needed, Vegetation staff will be contacted prior to ground disturbance.

4. WICL Vegetation staff will survey the area for sensitive and exotic species, and salvage potential prior to ground disturbance and implement control measures for all priority invasive plant species.

5. Site disturbance will be limited to approve clearing limits and trenching. Clearing limits will be demarcated prior to construction using removable flagging or similar methods and all project personnel must be aware of the approved trenching width and depth.

6. Vegetation clearing for new underground lines will be done so as to look irregular -- i.e.

to avoid a cleared straight line running through the naturalistic landscape.

7. Minimize the visibility of new ground-level vaults by clearing vegetation as needed for access in a way that minimizes the visibility of the vaults from visitor walkways.

8. Care will be taken to avoid operating equipment, staging equipment and supplies, and walking or disturbing soils, biotic crusts, natural surfaces, grasses, forbs, shrubs and other natural materials in areas outside approved clearing limits.

9. No fill material is approved for this project.

10. Soils displaced from the trenching activities will be replaced in the trench.

11. Care must be taken when excavating trenches for utilities and avoid disturbance to tree root systems.

12. Any native vegetation that is disturbed during trenching shall be transplanted into the replaced soils if possible.

13. Contractor shall ensure that ground is re-contoured following ground disturbance.

Disturbed areas will be mulched to limit invasion and spread of invasive, nonnative plants to a depth of three to six inches, depending on level of disturbance, as prescribed by Vegetation Program staff. The mulch used should be the in-park source at the dry dump; any nails or trash must be removed prior to application.

14. Pruning necessary for the project, and for any future periodic maintenance in the area, will adhere to the park's pruning guidelines with the goal of retaining health and integrity of trees and shrubs treated.

15. Damage to trees or roots in or adjacent to project areas during construction will be avoided as much as possible, if avoidance is not possible, root pruning guidelines will be followed. The pruning guidelines can be obtained from Vegetation Program Management staff.

16. WICL Vegetation staff will survey the area after project completion to determine whether any additional restoration activities will be necessary (i.e. seeding, mulching).

Wildlife

1. Mitigation measures for all threatened and endangered species will be followed.

2. Wildlife will not be approached or fed; trash receptacles must be tightly covered to avoid access by wildlife.

3. Prior to the start of construction, the park will contact personnel monitoring California condor locations and movement within the park to determine the locations and status of condors in or near the project area.

4. If a condor appears at the construction site, construction will cease until it leaves on its own or until techniques are employed by permitted personnel which results in the individual condor leaving the area.

5. Construction workers and supervisors will be instructed to avoid interaction with condors and to immediately contact the appropriate park or Peregrine Fund personnel if and when condor(s) appears at a construction site.

6. The construction site will be cleaned up at the end of each day the work is being conducted (i.e. trash disposed of, scrap materials picked up) to minimize the likelihood of condors visiting the site. Park condor staff will complete a site visit to the area to ensure adequate clean-up measures are taken.

Period of Performance The contractor will provide a tentative work schedule to the contract COR before initiating any work solicited under this contract. It is the contractor’s responsibility to account for all functions of the contract in their schedule including the procurement of materials and supplies and publishing of documentation. Any deviations from the contractor proposed schedule must be approved by the contract CO prior to the continuation of work.

All work within the scope of this contract must be completed prior to December 31, 2016. If the contractor is unable to complete the work specified in this document by the date listed above, the contractor may submit an alternative date of completion with their bid proposal. The contractor should clearly state what barriers prevent the work from being completed according to the proposed schedule.

Contractor Worksite Maintenance and Cleanup The Contractor shall keep the work areas free from accumulation of waste material and rubbish. All recyclable waste materials shall be separated and disposed of at an appropriate recycling facility. Upon completion of the job, the Contractor shall leave the work area and premises in a clean and neat condition.

Equipment Staging

1. Areas selected for staging equipment and materials shall be located in existing disturbed areas where there is no potential for archeological resource disturbance.

2. WICL will provide outdoor areas for equipment staging and storage as required to complete the work. Contractor shall furnish, place and secure any required temporary storage containers at the provided staging area(s). Any temporary storage containers

IT Branch – Network Video Surveillance System placed during the work by the Contractor shall be removed by the Contractor at the completion of the project.

3. All materials and equipment delivered and placed in storage shall be stored by the Contractor with protection from the weather, humidity, and temperature variation, dirt, and dust, or other contaminants.

4. The Contractor shall be responsible for all handling and control of equipment and is liable for any material loss due to delivery and/or storage problems.

Inspection and Safety of Work

1. WICL may inspect the Contractor’s installations at any time during the duration of this contract, and will witness all reportable testing of installed products. WICL will appoint inspection personnel who are responsible for surveillance of the work under this contract and for inspecting and enforcing safety program compliance. If performance defects are identified and validated by quality assurance personnel, the Contractor shall be provided the opportunity to correct the defects and deficiencies. Disputes between the inspector and Contractor personnel over performance standards shall be referred to the Contracting Officer for final determination. WICL reserves the right to inspect all of the Contractor’s performance to ensure that all installation and related services are received.

2. The Contractor is responsible for developing and implementing a safety program, including workforce safety and fire prevention that accord with Occupational Safety and Health Administration (OSHA) regulations and WICL Safety and Health Standards.

Contractor shall provide regularly scheduled safety meetings within their team and/or coordinate with WICL representative on site.

3. Contractor’s vehicles on site shall be equipped with fire extinguishers and first aid kits.

4. Contractor shall provide a minimum of one person equipped with a cell phone for emergency 911 calls and/or communications to local safety staff. Designated person shall be on site at all times when work is being performed.

Utility Outages

1. WICL will notify the Contractor of any WICL-directed utility outages at least one working day in advance of the scheduled outage. When it is necessary to interrupt utility service or operating systems for work under this contract, the Contractor shall notify WICL personnel at least two working days prior to the interruption. WICL shall then notify the occupants of all affected buildings and operators of affected systems.

Schedule

1. Before beginning any site work coordinate with a WICL representative for this project.

2. The Contractor shall develop, submit to the NPS, and maintain a Project

Schedule identifying all significant milestones and major tasks, and shall update this schedule in writing, providing copies of the update to WICL within 5 days of identifying any changes to this schedule. The project schedule shall be marked and identified clearly with the contract number, original date, and any revision number and date, and the name and signature of the responsible Contractor representative.

As-Built Information

3. The Contractor will develop as-built information, including scaled as-built drawings, manufacturer’s installation, operational, and troubleshooting documents, material cut sheets, and all other records required for the life cycle operation, support, and maintenance of installed products.

4. All cable installations requiring cable verification or performance tests must include a printed or electronic copy of the test.

5. All IP devices must be documented and include the IP address, MAC address, network hostname (if applicable), location of installation, and any relevant operating system information (ex. firmware version). This documentation must be provided electronically as an editable Microsoft Word (2010 or greater), Adobe PDF, or Microsoft Visio (2010 or greater) document.

6. As-built documentation will be submitted to the customer in printed form and electronically as an editable Microsoft Word (2010 or greater), Adobe PDF, or Microsoft Visio (2010 or greater) document.

Hours of Operation

1. The Contractor shall establish daily work periods to meet the Contractor’s project schedule for work under this contract at their discretion subject to the following constraints.

2. Work requiring exterior lighting shall commence no earlier than 08:30 AM daily, and end no later than 05:00 PM daily. Work generating significant noise, above the 120 dB level, shall be performed in the same hours.

3. Normal work hours for WICL personnel are generally between 08:30 AM and 05:00 PM daily, on normal (non-holiday) weekdays. The Contractor shall coordinate work outside these weekday hours, or on Saturdays, Sundays, and Federal Holidays, at least 72 hours in advance of the scheduled off-hour work.
