BACKGROUND AND OBJECTIVES

This Task Agreement provides for the operation of New Leaders in Conservation Community Assistance (NLCCA), which is a Rigorous Internship Program launched in 2017. NLCCA will help build a workforce with core competencies relating to NPS community assistance and engagement.

NLCCA conforms to the Office of the Secretary’s Personnel Bulletin (PB) No. 12-15, which outlines the policies and bureau responsibilities allowing participants to become eligible under the Direct Hire Authority (DHA) for Resource Assistant Internship programs. One of the requirements of the Bulletin is that all participants in such a DHA be placed through the work of a cooperating nonprofit partner organization.

STATEMENT OF WORK

The project will place and support qualified individuals to serve as NLCCA Interns. These participants will undertake complex and demanding recreation and conservation projects in accordance with program guidelines and procedures. This task is an ongoing and long-term project where the need for incremental funding and additional time is anticipated, but will be subject to funding availability. Subsequent requests for additional services and/or funding associated with this Task Agreement will be authorized through modification, and must receive prior approval of the

Awarding Officer.

RECIPIENT AGREES TO:

1. Recruit, appoint, place and support six qualified individuals who are acceptable to the NPS staff who will serve as mentors. As NLCCA Interns, these participants will undertake complex and demanding projects with a high degree of autonomy, with each project’s specific nature to be determined by NPS according to established program guidelines and procedures.

2. Assist in recruiting and welcoming candidates who have strong interest and potential to contribute to these projects, and have attained qualifications and experience that would allow full and successful performance.

3. Provide specific financial support to participants, which may include some or all of the following: a stipend for subsistence to each participant, an allowance to defray daily commuting expenses, a travel allowance to provide funding for duty-related travel for project work and training opportunities, a housing stipend appropriate to the cost of local housing, financial benefits earmarked for educational use, and injury and liability insurance coverage.

4. Plan and deliver, in close coordination with NPS personnel, appropriate training to participants and key NPS staff.

5. Manage and carry out all administrative functions, and maintain all administrative records, as necessary for the efficient and professional conduct of the work performed pursuant to this Task Agreement, and provide necessary liaison and ensure compliance with regard to the AmeriCorps program where applicable.

6. Seek out, and be responsive to, all additional opportunities from sources other than NPS to leverage the financial resources made available for these purposes, and/or to enhance the range of experiences and opportunities that NPS is capable of making available to participating NLCCA interns.

NATIONAL PARK SERVICE AGREES TO:

1. Determine the acceptability of applicants provided by CL for NLCCA positions.

2. Provide experienced and seasoned staff to serve as supervisors and mentors to the interns, and who shall provide all needed guidance, identify tasks to be performed, review all documents, and give daily supervision.

3. Identify suitable and appropriate projects working in recreation and conservation and with contacts both within NPS and working in outside organizations, in conformance with the Secretary’s Personnel Bulletin (PB) No. 12-15

4. Provide connections and points of contact for experiences in a variety of NPS sites with suitable programs, resources, staff, and job opportunities to learn about.

5. Provide all necessary equipment (desks, computers, etc.), tools, work specifications, and applicable rules and regulations for all CL participants.

6. Provide funding to stimulate and support these activities
