Solicitation P16PX02255 PORE 145371 Revegetation Services
Questions and NPS Response August 1, 2016
1) When are submissions due? The website states Wednesday August 3, no time listed. The packet states Tuesday August 2 at 12pm MST (11am for me in CA) on pg 32).
The response date is listed on the right hand side if the FBO notice, under General Information. This date is August 3, 2016 at 2:00PM Mountain. The “Solicitation – Contract Clauses and Scope of Services” has been revised and uploaded.
2) Is there a price cap on this contract? We are realizing our price will be pretty high based on all the requirements and want to make sure we aren't wasting our time.
No price cap - we are looking for a fair and reasonable prices to provide seed increase and seed collection while meeting our standards.
3) Can we bid growing production per year or just one cost per species? The yield and establishment that occurs in the first year can help determine if a second year is needed. We charge by the production plot size per year.
I don't see a problem bidding on per year per species.
4) What is the LS stand for in unit cost under task 1, increase?
Lump Sum.
5) If I am reading the deliverable and schedule correctly (pg 26 and 27) the seed that is increased is all delivered in 2018. Is this correct? Would seed harvested in 2017 need a new test before being delivered?
Yes and Yes.
6) Are the minimum lbs listed under task 2 (collecting) bulk or PLS? I am assuming bulk since it is not noted.
Actually it is PLS.
7) Our collector noted that most likely all the seed noted for collection for 2016 will be too late to collect from this year. As a reference point we start harvest on our farm in April and are done now except for items that are late bloomers. Would the quantities noted for collection in 2016 be moved to future years if there is no collection that can be done this year?
I would like to see you include a price for a 2016 reconnaissance trip as well as at least one 2016 collection trip. I don't want to miss something if it is available. If no seed is available we can modify the contract to apply those funds to 2017 collection. Quantities not collected in 2016 would be moved to 2017, with the potential for substituting species if one of our required species has a poor seed production year.
8) It is noted that under task 2 (collection) task 2 (seed cleaning) each zone should be cleaned separately, do we need to test each lot by zone as well? Is it anticipated that there would be 2 zones collected from per species? We need to know how many lots we will need to clean and test so we can price appropriately. Time spent cleaning the machines between lots is more time intensive than actually cleaning the seed and each test costs a certain amount.
To clarify - lot means the seed collected from each of various sites within a seed zone. Based on that definition of lot - we are able to bulk the seed of the same species collected at different sites as long as all the collection sites are within one of the seed zones. For the purpose of responding to the proposal we will need seed from each of the 2 zones for Deschampsia, Calamagrostis, Hordeum,Festuca, and the Elymus (i.e. 2 cleaning operations for each of these species.)

9) Is it ok to include overhead in each item or do you want it under other (an example is with testing the office time spent processing the tests to go to the lab and the receiving and processing of the test data when it comes back). The pricing portion notes on pg 32 note that we should include all associated direct costs but doesn't note indirect costs.
Yes it is ok to include overhead in each item.
10) It seems really strange to me to cold storage the collected seed through early spring and then ship in
April. Most seeds are planted in Fall. Is this really the case? Cold storage is a monthly fee for us so if storage is needed beyond April we would need to change our pricing.
Please adjust your proposal to extend storage to April and May and ship the seed in May. Because of the coastal influence the only months seeding is prohibited in the park are March, April and May. Our plan is to seed each disturbed area as soon as the road contractor completes it to meet our permitting requirements.
