SECTION 3
SCOPE OF WORK (SOW): National Park Service, Sitka National Historical Park Digitization of Park Audio and Visual Media
1. GENERAL:
RESPONSIBILITY: The Contractor shall furnish all labor, management, supplies, equipment and material (other than those identified herein to be provided by the Government), and do all things necessary for performance of the work as set forth below. The Contractor shall provide the Government all requested reports, and supporting material developed during the period of service. During the performance of work, the Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work and full acknowledge to the National Park Service in any published or formally presented material developed or derived from this contract.
2. PERSONNEL:
The contractor shall have knowledge and experience in the following areas: (a) audiovisual media conservation techniques and preservation strategies; (b) preservation capture and digitization of a variety of audiovisual media formats including audiocassette, VHS, EIAJ, Mini-DV and Microcassette; (c) industry standard media preservation equipment; (d) handling archival media; (e) digital preservation strategies and planning.
3. BACKGROUND:
Sitka National Historical Park commemorates the 1804 battle between the Kiks.ádi clan of the Tlingit and the czarist Russians, the Russian-American period that ended with the transfer of Alaska to the United States, and the southeast Alaska Native cultures. It is a cultural center for the Tlingit people, where visitors are awed by historic Indian totem poles and Russian architecture. In a beautiful coastal rainforest setting, visitors learn about the pivotal events that took place in an area that was the center of Russian influence in America and remains a center of southeast Alaska and Alaska Native cultures to this day.
The audio visual media collection in the park museum includes recordings of park special events, community events, interpretive tours of park resources, oral histories and other recordings of Tlingit cultural events, and documentation of park restoration projects. The park is responsible for ensuring these recordings that document both the community and the history of the park remain accessible for public use in perpetuity. To this end, this project seeks to transfer the data from the original outdated media types to digital format.
The park has identified recordings that have yet to be migrated to digital media for continued preservation. These items span several decades of material, and include Video Home System (VHS) tapes, audio cassettes, Microcassette audio, ½” EIAJ open reel video tape and Mini DV cassettes. The sound and video quality likely varies, and include recordings in a group setting such as a special event as well as recorded conversations. Overall, the items appear in good condition, although some items may be in less stable condition due to the age and material of the source reel. Back-up copies of these recordings do not exist.
4. DESCRIPTION OF TASKS: The services to be provided shall include the following:
The contractor shall provide the National Park Service with all labor, supplies, materials, facilities and shipping/delivery, necessary to digitize miscellaneous audio and video recordings (listed in Attachment A) for preservation and access. The contractor will follow the standards provided in Attachment B for the creation of the digital files from the original recordings.
Specifically the contractor shall:

MOV files, using the specs in Attachment B. Preservation copies shall include full-reel capture, recording from head to tail of each reel.
2. Produce access files of both audio and video as .mp3 and .mp4 files respectively, using specs in Attachment B.
3. CD/DVD authoring of each original for use in a media player. Tape sides should be separated by tracks.
Recordings may be shortened to eliminate blank tape to decrease file size for authoring.
4. Submit a sample of 5 audio recordings converted to .WAV and .MP3 files and 5 video recordings converted to MOV and MP4 files via FTP. These samples shall be reviewed for quality, file labeling, and compliance with the contract specifications by the COR prior to capturing the remaining recordings.
C. Labeling Label each file with the catalog number and file type. For example:
SITK_12786.mp3 SITK_25253a.wav

SITK_16484a_sideA.wav
All physical deliverables (hard drives, discs, etc) shall be labeled with the following project name: SITK AV Collection Digitization Project. Each label shall also include transfer facility name and date of transfer.
DVD/CDs shall additionally be labeled with the catalog number, number of tracks, length of each track and description of content, and include indication of whether it is a video or audio recording. For example:
SITK_12786 – Audio Recording Track 1: Side A (30:49 mins) Ellen Lang’s “Lobby Talk” Track 2: Side B (15:10 mins) Ray Neilson talking about history of Kake
SITK_25257 – Video Recording Track 1: (58:04 mins) Reception for “A Celebration of Weavers” exhibit at SITK Visitor Center.

Deliverables shall be shipped to Sitka National Historical Park via FedEx or other trackable mail delivery system. Provide tracking info to the COR upon shipment.
5. SCHEDULE of WORK AND SUBMITTALS:
A. Project Kick-off phone conference 10 days after award B. Submission of receipt of samples 30 days after receipt of government furnished materials C. 100% media capture complete and delivery of hard drives and access discs 120 days after award
6. GOVERNMENT FURNISHED MATERIALS:
The government will provide seventy recordings on various audiovisual media formats to be digitized (listed in Attachment A). All government furnished materials remain the intellectual property of the National Park Service, and as such may not be duplicated, distributed or retained in any way by the contractor other than what is necessary to complete the tasks set forth in the project description.
