Request for Quotations #P16PS02433 San Juan Island NHP Attachment 1: Statement of Work and Schedule
1. Background and Purpose:
The mission of the National Park Service is to preserve unimpaired the natural and cultural resources and intrinsic values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS, in managing San Juan Island National Historical Park National Park, NPS has a need to preserve the native plant resources and revegetate parklands. The NPS requires that restoration of native plants will be accomplished using germplasm from populations as closely related genetically and ecologically as possible to park populations. Starting in 2015, NPS began restoration on 14 acres along the Cattle Point Road and approximately 6 acres associated with Island Marble Butterfly habitat improvement in nearby meadows at American Camp. The NPS does not have the personnel, expertise, space, or equipment needed to propagate sufficient quantities of the required seed and plants.
In this contract NPS will hire a contractor with appropriate personnel that is equipped to:
· Clean and propagate quantities of seed sufficient to meet NPS’ needs within the required time frames
· Conduct evaluations on the plant species listed below to determine cultural requirements for establishment. Many of these species do not have established propagation requirements, so the contractor will need to develop successful procedures for propagation.
· After seeds and plant materials are delivered annually to the park, provide continued guidance and advice about planting, growing, and maintaining the species in the park environment.
2. NPS to Provide
· Seed stock to the contractor for planting and seed increase production.
· Clear instructions on the amount, type, and timing of plant materials requested. Tables 1-4 define seed and plant propagation needs for the Island Marble Butterfly work and the Cattle Point road restoration work.
Contractor to Provide:
· Provide technical expertise, including field and laboratory assistance in the growing and cleaning of plant materials required by the NPS under this agreement.
· Provide isolated growing areas for seeds collected in the park and maintain genetic integrity of the plant materials; maintain the fields weed-free for optimum seed production; harvest, process, test and store the resulting seed in an environment controlled facility. Provide quantities of seed and plugs indicated in Tables 1 through 4.
· Provide seed cleaning and seed storage services for seed provided to contractor by NPS. Seeds may need to be stored for up to 3 years before they are sown.
· Prepare and submit an annual report at the end of each research/contract year that includes a detailed description of work implemented for the project as a whole.
