STATEMENT OF WORK

INSPECT HISTORIC TREE PLANTINGS, PROVIDE TREATMENT RECOMMENDATIONS AND INSPECT COMPLETED TREE PRUNING

SANTA CRUZ ISLAND, CHANNEL ISLANDS NATIONAL PARK

I. BACKGROUND

Channel Islands National Park has a requirement to maintain historic tree plantings in publicly visited areas on Santa Cruz Island. The Park is seeking an ISA Certified Arborist to carry out an annual inspection of island trees for hazards and health, make recommendations for pruning, removal or other treatment, and inspect completed pruning work. The park may exercise the option to have the contract arborist perform these tasks on an annual basis for up to five years.

Santa Cruz Island (SCI) is the largest island off the coast of California. Located between Anacapa and Santa Rosa Islands, it lies 19 miles off the adjacent mainland coast between Ventura and Santa Barbara. The island is accessible by Channel Islands National Park boats and concession boat services from Ventura, CA. The island lacks amenities such as stores or developed recreational facilities.

This project will take place on National Park Service property on eastern Santa Cruz Island, at Scorpion Valley, Smugglers Cove and Prisoners Harbor. The three project sites contain a large number of ornamental tree plantings, which were planted between 1890 and 1960. Many of these trees, primarily blue gum eucalyptus and Monterey cypress, are located in high use public areas along frequently travelled trails, in campsites, public gathering areas, and adjacent to buildings. Falling limbs or tree failure in these areas have the potential to cause damage to life and property. Most of these trees date to the 1890s and are large and mature. Some have received inappropriate pruning treatment in the past.

Scorpion Valley and Smugglers Cove are accessed via boat landing at Scorpion Valley, with a 3-mile drive over an unimproved gravel road to Smugglers Cove. Prisoners Harbor is accessed via a separate boat landing. All three areas receive high public visitation, and Scorpion Valley is the site of a campground with a capacity of 240 persons.

All resources are protected under Federal and State law. Contractors and visitors may not collect, harass, feed, or otherwise harm the wildlife, plant life or other natural and cultural resources. This includes, but is not limited to, plants, animals, rocks, shells, feathers and other natural, archeological, underwater and historic features.

II. SCOPE OF WORK

The National Park Service (NPS) requires the trees in the three areas be evaluated, risks identified, and recommendations made annually to address the hazards and maintain the health and longevity of the trees. The report(s) containing the evaluation and recommendations will be used by NPS to develop a statement of work for a tree service company to carry out the pruning and other recommendations. The trees are numbered with small metal tags to identify the trees to be evaluated.

Task 1: Tree inspection and report At the beginning of each year, the contractor shall inspect approximately 300 bluegum eucalyptus trees, 5-7 Peruvian pepper trees, and 15-20 Monterey cypress trees for health and safety. Approximately 20 trees of other varieties may require inspection as well. The inspection will require approximately 3 days in the field with an overnight at Scorpion Ranch to inspect the trees in the Scorpion Valley and Smugglers Ranch and a day trip to inspect the trees at Prisoners Harbor.

The contractor shall produce a report detailing hazards or health problems and recommendations for treatment of each tree inspected to reduce hazards from limb breakage, branch or tree failure, disease, or other.

The report shall include:

· A chart containing information about each tree inspected, including general condition of tree and recommendations for pruning, removal or treatment (if needed), by tree number and general location

· photographs, drawings or other figures indicating limbs or branches to be addressed for each tree requiring pruning or other treatment

· any other general findings or observations made during the tree inspection and relevant recommendations

· a Class C estimate of the total cost and time needed for carrying out the pruning, removal and other treatment recommendations The contractor shall provide 3 printed copies of the report(s) to the National Park Service and an electronic copy. The report(s) shall be completed and submitted within three weeks of the site visits.

Task 2: Participate in tree service contractor pre-bid site visit

The contractor shall accompany the National Park Service and potential tree pruning contractors on a pre-contract site visit to help explain the work required to carry out the report recommendations. One day in the field is anticipated for the site visit. The site visit is anticipated to occur prior to April 15th of each year (weather and transportation allowing); however the 2016 work will occur later.

Task 3: Inspect completed pruning work

The contractor shall inspect the work completed by the tree pruning contractors to determine whether all recommendations were carried out and ISA pruning standards were met, or whether additional work is needed. Two days in the field are anticipated to be required to inspect the pruning work. The pruning work is anticipated to be completed before Memorial Day week-end of each year; however the 2016 work will occur later.

III. REQUIRED CERTIFICATIONS/CREDENTIALS

Contract arborist shall be an ISA Certified Arborist, at an A or B level, with at least 10 years of experience in tree biology, pruning, diagnosis and treatment, and tree risk management.

IV. OTHER INFORMATION

A. Transportation The Contractor will be responsible for arranging and paying for his/her own transportation to the island. Transportation is available via the Park’s boat concessioner, Island Packers (www.islandpackers.com, (805) 642-1939). Island Packers is located at 1691 Spinnaker Drive, Ventura, in Ventura Harbor.

The National Park Service shall provide transportation for the Contractor while on the island.

B. Housing

The Park will provide accommodations at the NPS housing area in Scorpion Valley (for Scorpion and Smugglers work). The contractor is required to pay rent for the use of the government quarters in the amount of $9.75 per person per night. A Bill of Collection will be issued to the contractor for the rent at the conclusion of each stay. Contractor shall maintain and clean those parts of housing that are used by the Contractor. Contractor shall provide own food and linens. Bathrooms and a full furnished kitchen are available.

C. Safety A strain of Hantavirus (Adult Respiratory Distress Syndrome) has been identified in mouse populations on SCI. There have been no reported human illnesses from contact on the island. Hantavirus causes flu-like symptoms: fever, fatigue, muscle aches, cough, headaches, and vomiting, followed by rapid onset of respiratory distress 12 hours to several days later. The disease is spread through contact (aerosol or skin) with urine, feces, or nesting materials of rodents, or through contaminated food or water. This is a life-threatening illness.

Contractor shall provide a signed Certification of Receipt of “Hantavirus Notice, Awareness, and Precaution Information”
