Solar Panel Installation at Anacapa Island Channel Islands National Park Statement of Work

1. Scope This contract shall supply and install 11 kW solar panel array at Anacapa Island with monocrystalline panels. The existing off-grid photovoltaic systems are composed of a 10 kW, 48 volt system and a 1 kW, 24 volt system. Since photovoltaic panels come in many different wattage ratings, it is understood that the total kW of the arrays may not exactly equal the referenced 10 kW or 1 kW.

Panels are to be wired to existing Outback equipment; to ensure compatibility the panels must be wired to Outback combiner boxes and charge controller. Roughly 10 kW of the panels will be wired to the 48 volt system and the system is to be fully functional. The remaining panels are to be mounted on the rails and will be wired to the 24 volt system. The system will be reprogrammed for optimal efficiency. The contractor will remove the existing panels. All new components and labor are part of this requirement.

2. Site Information The work site is a No Smoking area. There is no law enforcement, emergency medical, land-line or cell phone, internet, convenience store, or television on the island.

The drinking water supply at Anacapa is limited. This requires limited use of water supply during the construction period. The drinking water is tested and safe for consumption, but it does taste like redwood due to being stored in redwood tanks. Some people prefer to bring their own drinking water.

The landing cove is a Marine Reserve. There is no fishing of any kind permitted at this site.

Hand carried supplies must be carried up 157 stairs to reach the upper landing.

3. Island Logistics The contractor will be required to use the park concessionaire, Island Packers, for worker transport to and from Anacapa Island. Private vessels are not permitted to use the National Park Service mooring buoy outside the landing cove.

The contractor will be permitted to use government housing for the duration of the system installation. The housing unit can accommodate up to four persons, with two per room. The contractor is required to pay rent for the use of the government quarters in the amount of $7.83 per person per night. A Bill of Collection will be issued to the contractor for the rent at the conclusion of the project. Beds are bunk style. Refrigerator/freezer and propane cooking stove are available in the housing unit. A small toilet and separate shower room are available for the occupants of the housing unit. Cooking utensils, pots and pans and dishes are available in the government housing. Linens, sleeping bags, blankets, toiletries, towels, condiments and spices are not provided.

The contractor will provide an estimated length of time for the installation.

The supplies are to be delivered to 1901 Spinnaker Drive, Ventura, CA 93001. The park will package the supplies for transport on the park supply vessel and then helicopter long-line to the island.

Anacapa has colonies of seabirds that nest between March and August each year. Park Biologists will make a determination about the degree of disturbance that helicopter operations may have on the nesting birds once the solar panels and other supplies are delivered to the park headquarters. If it is determined that the helicopter operations would be too disruptive to the nesting birds, the work will be delayed until as late as September.

Workdays will be Monday through Friday, 7 am through 5 pm unless otherwise agreed to. No holiday or weekend work will be allowed without prior approval from the Contracting Officer.

NPS will have a Contracting Officer’s Representative (COR) on site that will have telecommunications capability.

The park will retain possession of the removed components.

4. Specifications

a) Panels to be a minimum of 20% efficiency

b) Panels to be a minimum of 300 watts DC, not to exceed + or – 5% Wp

c) Panels to be Made in USA, ISO 9001 and 14001 compliant, UL listed

d) Panels to have aluminum frame

e) Fused Outback FWPVV-8 combiner boxes

f) Outback FM80-150 charge controller with 60 amp circuit breakers

g) Work to be NEC 2008 compliant

h) All hardware to be stainless steel or aluminum and protected from galvanic corrosion

i) AC and DC lightning arrestors installed on combiner boxes, AC and DC boxes

j) New wiring from panels to combiner boxes are to be USE-2 #10 wire

k) THHN-2 #8 wire in PVC conduit to be used from the combiner boxes to the Outback components. All fittings to be NEMA 3R rated at a minimum and UL listed

l) Provide and install battery disconnects between batteries and Outback systems

m) Connect auto-start for generator to Outback systems and program

n) Rewire the AC side of the Outback systems

o) PVC conduit to be UV resistant, schedule 80, grey

p) Replace mounting rails with Unirac Solar Mount Heavy Duty (SMHD) rail with back clips

q) New mounting rails to be anodized aluminum

r) The DC side of the installation is to be grounded with new #6 solid wire (exposed grounds)

s) Minimum 25 year factory warranty including replacement costs

t) Contractor to be licensed to perform solar photovoltaic electrical work in the State of California with a C-10 license

u) Contractor to have general liability and workers compensation insurance (second party insurance certificate)
