STATEMENT OF WORK

REPLACE UNSAFE CANNON CARRIAGES IN VISITOR USE AREAS OF

VICKSBURG NATIONAL MILITARY PARK

GENERAL SCOPE OF WORK:

Work of this contract will involve the fabrication of eight carriages for Vicksburg

National Military Park located in Vicksburg, Mississippi. The Contractor is responsible for verifying cannon dimensions and placement prior to manufacture.

The contractor shall furnish all supervision, labor, equipment, fuel, transportation, materials, management, and tools necessary to manufacture historically accurate Civil

War period, Front Pintle Barbette, Model 1839 Carriages fabricated from plate and tube steel with some casting in iron. All parts primed and painted to replicate a wood grain finish. The contractor shall also furnish all supervision, labor, equipment, fuel, transportation, materials, management, and tools necessary to manufacture historically accurate Civil War period, Navy 4 Truck Cannon Carriages cast in ductile iron. All parts primed and painted to replicate a wood grain finish.

This project involves the fabrication of five Front Pintle Barbette Carriages for the following guns:

1. VICK 309- 10-INCH COLUMBIAD – SOUTH FORT (Washington Street)

Weight: 13, 800 lbs.

2. VICK 327-8-INCH COLUMBIAD—BATTERY SELFRIDGE ADJACENT

TO NAVY MEMORIAL—Weight: 9,140 lbs.

3. VICK 390- 9-INCH COLUMBIAD—BEHIND MISSISSIPPI MEMORIAL

TN HEAVY ARTILLERY * new carriage is to be relocated to left of the memorial – Weight: 9,480 lbs.

4. VICK 310- 10-INCH COLUMBIAD—WATER BATTERY (N Washington

Street-4 th cannon from the Cemetery Gate)-Weight: 13,848 lbs.

5. VICK 312- 42-PDR SIEGE GUN—WATER BATTERY (N Washington

Street- 3 rd cannon from the Cemetery Gate)- Weight: 8,582 lbs.

And the fabrication of three Navy 4 Truck Cannon Carriages for the following guns:

2. VICK 307-32-PDR NAVY GUN- NAVY CIRCLE/BATTERY BENTON

(Washington Street)-Weight: 7,527 lbs.

3. VICK 409- 42-PDR SIEGE GUN- WATER BATTERY (N Washington Street-st cannon from the Cemetery Gate)-Weight: 8,468 lbs.

Construction of concrete support pads for each carriage is also required. Following their manufacture, transport of the gun carriages to Vicksburg National Military Park and the setting of tubes onto appropriate carriages at their locations within Vicksburg National

Military Park including the areas of Navy Circle/Battery Benton located on Washington

Street and South Fort.

Project also entails moving one 8-inch Columbiad from Battery Selfridge/Adjacent

Navy Memorial (located above the Cairo Museum within Vicksburg NMP) down to the Water Battery (Below the National Cemetery within Vicksburg National

Military Park) where it will be placed on a newly fabricated Front Pintle Barbette

Carriage. The project further entails moving the 42-Pounder Siege Gun from the

Water Battery to Battery Selfridge/Adjacent Navy Memorial and placing this tube on a newly fabricated Four-Wheel Truck Naval Carriage.

Delivery and work hours for this project will be from 7:00 AM to 3:30 PM Monday through Friday. Delivery and/or work will not be permitted on Federal Holidays or weekends.

All work will be performed under a single contract.

LOCATION:

The project delivery site is located in the Vicksburg National Military Park Cairo

Restoration Shop area where they will be unloaded. The contractor will be allowed to access the project site via Given’s Road off North Washington Street across from the entrance of the Port of Vicksburg.

DELIVERY OF CARRIAGES:

Inspection of carriages meets the following standards:

1. Dismount of cannon from old carriage:

a. The old carriage will be transported to Cairo Restoration Shop in Vicksburg

National Military Park.

2. Prepare site for new carriages i.e., placement of concrete pads for support

3. Place new carriages on concrete pads to satisfaction of National Park Service

(COR)

4. Place cannon on carriage to satisfaction of National Park Service (COR)

5. Repair any damage to grounds at conclusion of project.

EXAMINATION OF SITE:

1. Prior to bidding, it is highly recommended to visit the park to look at logistics involved in dismounting/mounting cannon, as well as moving cannon from one location to another.

2. It is the responsibility of the contractor to verify cannon dimensions for the respective carriages.

SUBMITTALS:

1. Contractor shall submit a plan of action in writing to perform the aforementioned work. The plan of action will be submitted to the Contracting Officer’s

Representative or designated Park personnel.

2. Contractor is required to provide documentation as proof of manufacture of the types of carriages specified in this contract.

The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting

Officer changes in the requirements; (2) interpreting the Scope of Work; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting the Contracting Officer in the resolution of technical problems encountered during performance.

THE CONTRACTING OFFICER IS RESPONSIBLE FOR AND HAS THE SOLE

AUTHORITY FOR DIRECTING AND/OR NEGOTIATING ANY CHANGES IN THE

TERMS, CONDITIONS, OR AMOUNTS CITED IN THE CONTRACT. INCREASES

IN THE SCOPE OF WORK SHALL BE APPROVED ONLY BY THE

CONTRACTING OFFICER.

For guidance from the COR to the Contractor to be valid, it must: (1) be consistent with the description of work set forth in this contract-, (2) not constitute new assignment of work or change to the expressed terms, conditions, or specifications incorporated into this contract; (3) not constitute a basis for an extension to the period of performance or contract delivery schedule; and (4) not constitute a basis for any increase in the total contract value.

GENERAL REQUIREMENTS:

1. References: Drawings and Tables of Dimensions of the Ordnance for the Land

Service of the United States (1841) by Alfred Mordecai, The Ordnance Manual for the Use of Officers of the United States Army, 1861 and Ordnance Instructions for the United States Navy, 1860.

2. Contractor shall have documented previous experience performing fabrication of replica cannon carriages required for this contract.

3. The weight of the cannon tubes to be set on the carriages vary in weight from approximately 8,000 lbs. to approximately 14,000 lbs. Contractor is responsible for fabricating a carriage that will fully and safely carry this load.

4. All Hardware is to be hand ground and sanded to remove all parting lines & rough edges, then 2 coats of primer & 1 Coat Finish applied. (See Paint Specifications pages 8-10)

CONTRACTOR’S USE OF PREMISES:

Contractor shall at all times conduct his/her operations to ensure safety for employees, park personnel and the general public and meet OSHA standards. Contractors will conduct themselves in such a manner that will cause no embarrassment to the service.

Contractor will confine all operations to work limits of the project area. If contractor causes any damage he/she will be required to repair it at no additional cost to the government. Staging area, if needed, will be approved by the Contracting Officer’s

Representative or designated Park personnel.

HAULING RESTRICTIONS:

Contractor will comply with all state and city legal load restrictions in hauling of materials.

DISPOSAL:

Old cannon carriages, including their accompanying hardware (i.e. cap squares) are to be transported to the Cairo Restoration Shop for storage. All other materials used and removed are the property of the contractor and will be removed from park property and disposed of in accordance with all local, state and federal laws.

HOUSEKEEPING:

The project areas will be kept neat and clean (free of cigarette butts, bottles, lunch wrappers, etc.) while the work is in progress, and completely clean at day’s end.

EQUIPMENT:

Contractor’s equipment shall be operated safely and be maintained in good working condition.

MATERIALS:

Contractor will obtain materials made from recovered content whenever possible and practicable, in accordance with EPA Comprehensive Procurement Guidelines (CPG).

When recovered content materials are acquired for the project, contractor will provide a reasonable estimate of the percentage of recovered materials used. Materials will be packaged using biodegradable or recyclable/reusable packaging whenever possible, using the minimum amount of packaging as is necessary.

Deliveries of materials are to be scheduled in accordance with construction schedules to coordinate with work and conditions at the site. Materials are to be delivered in undamaged condition.

INSPECTION:

Acceptance of project is based on daily visual inspections of the work for compliance with the contract and prevailing industry standards. The Contracting Officer’s

Representative or designated Park personnel will perform this duty.

WORK SITE SAFETY:

When conducting work with cannons and or carriages, work site will be cordoned off and signs posted to keep visitors out. A Contractor’s Representative will be available to answer visitor’s questions and maintain safety of the site.
