P15PS01379 – GWCA Civil Rights in the Middle Attachment 1 – Performance Work Statement
NATIONAL PARK SERVICE
“CIVIL RIGHTS IN THE MIDDLE” NPS CENTENNIAL PRODUCTIONS
GEORGE WASHINGTON CARVER NATIONAL MONUMENT (GWCA)
PERFORMANCE WORK STATEMENT
I. Introduction
The National Park Service (NPS), through the Midwest Regional Office and George Washington Carver (GWCA), requires the services of a traveling theater group to script, develop and perform a NPS Centennial play on the African American Experience parks in the Midwest region per the “Civil Rights in the Middle” MWR Centennial Committee project (PMIS 218515). In addition the production should include curriculum materials that complement the program. 221851518515
II. Purpose
This MWR Centennial Committee project provides for working with a theater company to develop a NPS Centennial program tentatively titled "Black Experience in the Heartland” program, and for its presentation in or near parks in the Midwest Region. If performance will take place outside of park property, the Government will be responsible for reserving and paying for the venue. The program will focus on the African American experience as interpreted in our Midwest National Parks. These parks will include the African American Experience Parks (Brown v Board NHS, Central High NHS, Nicodemus NHS, George Washington Carver NM, Charles Young Buffalo Soldiers NM, Dayton Aviation NHP, and Pullman NM) in the Midwest, but the program will also discuss black history themes throughout the Midwest region and the National Park Service. Additionally, this dynamic program will promote and celebrate the National Park Service Centennial and encourage participants to embrace the parks as we enter our second century.
The “Black Experience in the Heartland" program will focus on grades 4-8 in particular, although it should be adaptable to reach all audiences as needed. "Black Experience in the Heartland” will be highly interactive and engaging for youth, and whenever possible, students will join the actors on stage recreating scenes from these parks and their compelling and inspiring stories. The project shall include a video component to be added to NPS social media sites and made available for wider broadcast, as well as curriculum materials for elementary school educators.
III. Work to be performed
1. Contractor will script, develop, perform, and produce a one hour play on the black experience and civil right themes in the Midwest region National Parks as part of the NPS 100th anniversary. Themes and topics may include slavery, racism, inequality, segregation, military history, the struggle for an education, achievement, and other black history themes. Producers will work with designated NPS professionals to ensure the work is interpretively sound in that it connects audiences intellectually and emotionally to park themes and resources, and retains historically accuracy and context. NPS professionals will provide review and guidance throughout the development of and presentation of the program, which may include the loaning of books, videos and park planning documents to facilitate research and program development.
2. NPS staff shall approve costumes, props and stage design. Costume and staging need to be durable, well-conditioned, meet the needs of the performance venues, and retain historical authenticity, when appropriate.
3. Work with the NPS to promote the program through press releases and on social media/website pages. Design a color film poster for the NPS to reproduce for the performance. Poster shall be approximately 24” length X 36” width.
4. Work with NPS staff to present the “Black Experience in the Heartland” program twice a day at or near fourteen parks in the Midwest, twenty-eight performances in all.
