a. On or about June 4, 2015 the National Park Service will be issuing a request for proposal to construction firms having the capability to perform the work described below. This solicitation will be issued electronically (paper copies of this solicitation will not be made available) on the FedConnect website at: https://www.fedconnect.net/FedConnect/Default.htm .
An additional source for information is the Federal Business Opportunities website at https://www.fbo.gov/.
b. Solicitation documents will be available in Microsoft Word, HTML, TIFF and Adobe PDF formats. Contractors wishing to receive electronic notification of changes will need to register to receive notification solicitation at: https://www.fedconnect.net/FedConnect/Default.htm This service is provided for convenience only and does not serve as a guarantee of notification. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notification will be sent.
c. Scope of work: Contractor shall furnish all labor, equipment, materials, transportation and supervision necessary to fabricate and install twelve (12) bat gates. The bat gates will be installed in several mine portals geographically located within the New River Gorge National River, Glen Jean, Fayette County, WV. Contractor will be required to comply with the White Nose Bat Syndrome protocol.
d. The NAICS code and size standard for this procurement are 238910 and $15.0 million.
e. The estimated magnitude of this project is between $100,000.00 and $250,000.00.
f. The estimated time for completion is 90 calendar days from the date of the Notice to Proceed.
g. The solicitation will be set aside for small business in accordance with Federal Acquisition Regulations (FAR) subpart 19.5.
h. A firm-fixed price contract may be awarded to the responsible, responsive contractor submitting the lowest price, technically acceptable proposal.
i. A pre-bid site visit may be held (see solicitation package for time and date of scheduled visit).
j. All questions must be in writing and may be submitted to Gettysburg National Military Park, Administration-Karen Umstot, 1000 Biglerville Road, Gettysburg, PA , 17325 or emailed to karen.umstot@nps.gov .Telephone requests will not be accepted. Requests being sent via mail must contain a verifiable return address or they will not be opened. A due date for receipt of quotes has not been established at this time.
