PART 1 - GENERAL

1.1 SUMMARY

A. The work of this project consists of providing all labor, materials, and equipment to demolish and reconstruct the Anhinga Boardwalk and Trail as shown on attached drawings 160/122,495.

B. The Anhinga trail and boardwalk is located at the Royal Palm Area of Everglades National Park. It is located 4.5 miles inside the national park entrance on State Road 9336.

C. The Anhinga Boardwalk and Trail are one of the most heavily visited attractions in the park. Time is of the essence in getting the boardwalk and trail replaced and back in service in as little time as necessary.

D. The work will be constructed under a single contract.

1.2 USE OF PREMISES

A. Seasonal Shutdown: No work will be allowed during the heavy visitor season (Nov 15 to April 15).

In the event this project is not completed before the heavy visitor season, the Contractor shall demobilize from the site and resume work after April 15 whether additional contract time is approved or not. Before demobilizing, the Contractor shall complete work sufficiently so the visiting public will have full access to the trail and boardwalk without encountering any dangerous or unsafe conditions. The contract time will be suspended during the shutdown and resume in April when the work resumes.

B. There is no water access to the site. Watercraft or floating work platforms can only access the site from the Trail. Moving any watercraft from the trail to the water shall be done without any ground disturbing activities. Motorized watercraft will not be allowed on the project site.

C. No vehicles or vehicle mounted equipment can access the boardwalk section of the trail.

D. Use of Site: Limit use of the premises to the area immediately adjacent to the work site. Do not disturb portions of the site beyond the work area.

1. Preservation of Natural Features:

a. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

d. Do not fasten ropes, cables, or guys to existing trees.

e. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.

2. Preservation of Cultural Resources:

PI-14-0001 01 10 00-2

a. No known archeological resources are in the area of this construction. If previously unknown archeological resources are discovered during the work of this project, the Contractor will immediately stop work in the area of discovery and notify the Contracting Officer.

b. The existing stone retaining wall along the water behind the Visitor Center is historic.

Work along the wall demolishing the existing asphalt and installing new asphalt shall be done in such a manor at the prevent damage to the wall. Equipment will be operated with enough clearance between the machine and the wall to insure the wall is not struck or damaged. Removal and replacement of the asphalt within 12 inches of the wall shall be done by hand.

E. Storage of Materials: Confine storage of materials to the immediate work area and the designated staging area in the parking lot.

A. Wildlife:

1. At no time will harassing or feeding of any wildlife be tolerated.

2. Any excavation left open at night shall be thoroughly checked in the morning for reptiles.

Reptiles (especially snakes) frequently crawl into open excavations at night. If found, notify the Contracting Officer to arrange relocation of the animal.

3. Alligators: The Anhinga Trail is a popular site for wildlife especially alligators. Depending on water conditions and time of year, the area may be heavily populated by alligators. Although alligators generally shy away from people, their behavior can be unpredictable. For the safety of workers on this project, the following guidelines shall be adhered to:

a. Do not approach within 12 feet of an alligator on land.

b. No workers shall be in the water at night or at dawn and dusk until the area is well lit by sunlight.
