Amendment 1

1. The only transportation that is government furnished will be one vehicle to and from the island.

Materials, equipment, tools and dumpsters are to be transported to the island by contractors boat/barge. Is this correct?

Answer: Yes, one vehicle to the island at the start of the project and then it will be brought off the island when the project is complete.

2. Will contractor be able to tie one boat at government docks at mainland and the island during the contract period?

Answer: Yes

3. Does all hardware need to be domestic as specified by the Buy America act?

Answer: Yes

4. Typical boardwalk specifications that are not in contact with salt water will say to provide Southern Yellow Pine, No.1 or No.2, Dressed S4S, Treated to ACQ retention of 0.40 PCF. Decking shall be placed bark side up. Is this standard the needed lumber spec, if not, please provide.

Answer: #1 pine, .40 ACQ or equivalent

5. Typical boardwalk connections between pile cap and stringers use hurricane ties such as Simpson H2.5 Z max. Existing connections are nails. For any stringers that need to be replace, should we use nails or hurricane ties?

Answer: Nails

6. Specifications call for re-grading the boardwalk to ADA slopes. This means adjustments at the pile cap and stringer connections. All adjusted pile caps should use new hardware? For bid purposes, these slopes are 8% along the boardwalk and 2% on cross slopes?

Answer: Yes, use new hardware at the pile caps. The slope for the length of the boardwalk is 1:12 or better and the cross slope is to be level.

7. Pile cap to pile hardware at Seacamp is 1/2" hardware. Each of the 4 x 6 posts also use 3 bolts that are 1/2" diameter each. The hardware at both Dungeness boardwalks is 5/8" diameter. Should the Dungeness boardwalks replace "in kind" using 5/8" hardware or is the smaller, 1/2" hardware preferred?

Answer: Replace in kind to match existing.

8. Carriage bolts that are 1/2" diameter carry a 1" head. Typical boardwalks use timber bolts with oversized heads and washers that are 1-3/4" for 1/2" bolts. Are we to use standard carriage bolts or timber bolts for connections?

Answer: Carriage Bolts

9. Are bolts to be hot dipped galvanized to ASTM-A153?

Answer: Yes

10. Standard Form 1442 lists the work as "Replace handrails and deck of three boardwalks". Is this more a title since the work also involves posts, pile caps, stringers, marine plywood and grading?

Answer: Yes

11. At Seacamp, item 2, we are raising 225 feet where the deck dips to the sand dunes. Besides this area, the remaining boardwalk to the east also needs to be raised or adjusted to meet ADA. Do we only change grades along the 225 linear feet?

Answer: The deck to the east does not need to be raised. The newly raised section will be installed meeting the ADA standard of a maximum slope of 1:12 or better and will tie back into the existing boardwalk.

12. At Seacamp, during the pre-bid there was discussion to omit the last 65 feet of boardwalk that has been covered by the dunes. Are we to omit the Eastern 65 feet of boardwalk at Seacamp?

Answer: The handrailings and posts at this section will be removed and a short 10 foot section that will rest on the sand at this point will be installed.

13. At Seacamp, item 6, replace 750 linear feet of 2x6 stringers, the existing stringers are 2" x 10" x 12'.

Answer: The stringers are actually 2x8.

14. At Seacamp, item 8, are 4" x 6" posts to be replaced from stringers to top of rail, or do 4" x 6" change all the way into the sand dunes? Do 4" x 6" posts change only at adjusted areas or do all 4" x 6" replace?

Answer: The 4”x6” posts will go from the stringers to the top rail. All 4” x 6” posts are replaced except for the ones that extend into the ground.

15. At Seacamp, item 10, is it the intention to use exterior plywood treated to 0.60 ACQ, since it is part of the handrail?

Answer: Yes, .60 ACQ or equivalent

16. We found several other Wage Decisions for Camden County, could you confirm that Decision Number GA150099 with wages of $21.70 per hour for carpenters and $12.50 for labor is the assigned Decision for this project?

Answer: The rates were determined using the Department of Labor’s classification definitions in relation to the nature of the project.

17. Will you provide us with a copy of the prebid signup sheet for contact information?

Answer: No. It is not our practice to distribute this type of information, however, you might want to visit the “Interested Vendors List” tab under this solicitation.

18. Will the Park Service ferry be available to transport material?

Answer: No

19. Will the boardwalk be water sealed or painted?

Answer: No

20. The 2x4 hand rail footage is not correct according to our figures, can you check this please.

Answer: I have approximately 18,000 linear feet for all three boardwalks.

21. There a couple different ring shank nails. Are we using the regular ring shank nail?

Page 3 of 4 Pages

Answer: Nails are to meet the ASTM-A153 requirement. (Hot Dipped Galvanized)

22. Do you think the tools will be ok left on the island in a lock box over night?

Answer: Yes

23. What grade lumber will be required?

Answer: #1 for decking, #2 for framing

24. Will you require a unit price on the materials in the event there is a change order? Just like if we are demo-ing and damage a 2x8 or other structural frame material? (what is he asking??)

Answer: Not sure what you are asking. If a change order is necessary, you will provide a price based on the amount of material needed.

25. Will we be able to close more than one boardwalk at a time?

Answer: Yes

26. What is the anticipated award date and start date?

Answer: We anticipate awarding by July 13, 2015 and hopefully begin work somewhere between July 27, 2015-Aug 07, 2015

27. Will the boardwalks be closed during the repair/replace?

Answer: Yes

28. Will there be sand covering any of the boardwalks that will have to be removed prior to repair/replace operations beginning?

Answer: Yes

29. Are there any accommodations for us to use on the island or campground only? What are the camping rates?

Answer: No. Campsites are reserved for park visitors only and generally the campground is full and reservations are taken a year in advance.

30. Is the only way to the island by park transport or public (i.e. ferry) system?

Answer: the park does not provide transport to the island and a reservation is required for the ferry.

The ferry doesn't get to the island until 10am. Not a very good option.

31. Is the use of a Gator or ATV of some sort allowed to haul material, tools, supplies, etc…?

Answer: Yes

32. Where are the designated staging areas for materials in relation to each boardwalk?

Answer: There is an open field at each of the Dungeness boardwalks and at the Seacamp boardwalk there is an area adjacent to the west end.

33. Is there accessible power for power tools at each boardwalk?

Answer: No
