Performance Work Statement for Roof Replacement and painting four exterior structures
At Cumberland National Seashore.
This Performance Work Statement (PWS) is for replacing the Carriage House Roof and painting exterior of four structures: Dungeness ice house, boat house, wagon shed and carpenter shop. The work will be performed on Cumberland National Seashore in St.
Mary’s Georgia. Cumberland Island is a barrier island located approximately 7 miles from the mainland.
C1. Cedar Shingle Roof Replacement on The Dungeness Carriage House
Project Description
Remove and replace the existing wood shingle roof on The Dungeness Carriage House.
There are approximately 150 squares on the roof. Replace all valley flashing (approximately 700 linear feet) and 16” step flashing (approximately 800 linear feet).
Remove and replace approximately 4 squares of shingle siding on 15 dormers. All measurements will be field verified by the contractor.
Description of the Proposed Action
The replacement roof will be cedar shingles (not shakes) applied in a “Straight Course” pattern over the entire roof. Once the shingles are removed and the roof nailers can be inspected, repairs may be required on some of the 1x4 or 1x6 rough sawn nailers, approximately 1000 linear feet.
The old shingles and all other construction debris will be removed and disposed of by the Contractor to an appropriate waste facility.
Valley and Step Flashing around roof openings and dormer walls will be removed and replaced.
Galvenized roof vents, supplied by the park, will be installed in the original location, as determined by the park.
Products
Shingles: Western Red Cedar, Blue Label #1 Perfection, straight, square butt, dressed, machine split shingles should be brand name or equal. Shingles shall be uniform in size, shape, thickness, butt thickness, width and length. They shall have uniform taper and less than 1/8th variation across the surface of the shingle. Shingles are required to have a .25
CCA Pressure treatment. The shingles must be approved by the Contracting Officer (CO) and the Contracting Officers Technical Representative (COTR), this is a “Submittal”.
1. Manufacturer warranty is 30/50 year.
2. Contractor warranty for craftsmanship is one (1) year from project completion date.
3. The contractor has to be a “Certified” installer by the manufacturer in accordance with CSSB recommendations.
Application: Should be in accordance with (IAW) the manufacturer’s specification sheet.
The starter course will be doubled at the eaves and will overhang approximately 1 ½” with the joints staggered. Shingles will be applied with a 5” exposure. The shingle width is to be between 4”-10”. Shingles will be no wider than 10” to prevent cupping or curling. Felt paper will only be used under the shingles on the “Starter” course and on the “Ridge and Hip Caps”. Pneumatic nailers may be used but the pressure setting is to be sufficient to secure the fastener but not crack or otherwise damage the shingle. A chalk line is to be snapped or a straight edge to be placed to provide a straight line across the roof area to maintain a consistent shingle exposure.
Spacing: The gap between shingles shall range between 1/4 inch and 3/8 inch to allow for wet expansion and contraction. Under no circumstances is the gap to exceed 3/8 of an inch.
Stagger & Overlap: Each overlapping shingle shall be staggered by a minimum of 1½ inches over the joint directly below to avoid a direct path for moisture to penetrate a joint.
The joints are not to line up in three (3) successive courses/rows.
Hip and Ridges: Center an 8” wide felt strip over the wood lath at the ridges and hips prior to installing roof shingles and then another strip prior to installing the caps. On hips, saw butts of the first course parallel with eave lines and install doubled course. Install second and subsequent courses with a 5 ½” exposure and with joints in the units facing in alternate directions. Install ridges in the same manner.
Flashing and Valley Metals: Match existing galvanized metal.
Nailing pattern: Two nails will be used to hold each shingle in place. The nails will be placed 1-2 inches above the 5” exposure line and ¾”-1” from each side of the shingle. Nail heads should not be visible.
Fasteners: Corrosion resistant nails, generally with barked or deformed shanks long enough to extend 3/4" into the roof decking/lathe. Nails are to be stainless steel.
Coatings and Treatments: Shingles are to be treated to obtain a fire-retardant rating of at least Class B and be pressure treated with .25 CCA.
Roof Sub-Surface Preparation: Upon removal of the existing shingle roof, the roof area will be cleaned and prepped for the installation of the new shingles to include removal of nails and other debris. Replacement of some of the wood nailers may be required due to water damage, broken pieces or insect damage.
