GRAVEL AGGREGATE STOCKPILE OVERVIEW:

Badlands National Park has a base requirement for 20,000 tons of stockpiled, gravel aggregate with an option of up to 50% additional quantity. Offeror has the option of either delivering and dumping the aggregate at the Park’s Bison Corrals, approximately 12 miles south of Wall, SD; or crushing and stockpiling it at a gravel pit within 25 miles of the Park Bison Corrals for the Park to access and haul as needed. Although the National Park Service does not endorse any pit, information for several known pits within the designated distance from the Badlands National Park Bison Corrals is being provided, but may not be all inclusive. Local pits include the Talty Pit (James Talty), the Bessette Pit (Leroy or Doug Bessette), and the Wasta Pit (Pete Lein & Sons of Rapid City, SD.) All are in Pennington County, SD. Any and all permits, licenses and agreements, pit releases, and royalties, shall be the responsibility of the Offeror and all applicable South Dakota Department of Environment and Natural Resources Standards and South Dakota Codified Laws shall be followed, to include the creation and adherence to a Pollution Prevention Plan as applicable.

The Government will accept an offer containing an option price higher than the base price only if the acceptance does not prejudice any other offeror; and limits option quantities for additional supplies to not more than 50 percent of the initial quantity of the same contract line item.

THE FOLLOWING REQUIREMENTS APPLY TO EITHER OPTION

1. MATERIAL REQUIRMENTS

A. General Requirements

The aggregate for granular bases and surfacing shall consist of sound durable particles of gravel and sand, and may include limited amounts of fine soil particles, but shall be free of sod, roots, vegetation, wood, paper, metal, glass and other foreign objectionable material. The physical characteristics and quality of the materials shall conform to the specifications for the particular material required by the contract.

B. Specific Requirements

Granular material of which 30% of the particles retained on the No. 4 sieve shall contain one or more fractured faces. Aggregates for granular bases and surfacing shall conform to the requirements of Table 1, Gravel Surfacing.

TABLE 1

FOOT NOTES: 1. The fraction passing the No. 200 (75 𝜇𝑚) sieve shall not be greater than 2/3 of the fraction passing the No. 40 (425 𝜇𝑚) sieve. In no case shall the upper limit specified for the No. 200 (75 𝜇𝑚) sieve be exceeded. 2. Requirements include quarried ledge rock.

2. QUALITY ASSURANCE TESTING

The contractor must furnish test results from an independent certified testing laboratory to Badlands National Park. One gradation and plasticity index will be required for every 5,000 tons of stockpiled aggregate, and must be tested promptly to verify compliance with the specifications. Any retesting required for whatever reason will be borne by the contractor. Testing is not required to determine L.A. abrasion loss or fractured faces.

Test results shall include the sample date, name of sampler, tonnage produced up to the sample date, the testing date, and name of the tester, gradation results and the plasticity index. Testing shall be in accordance with the South Dakota Department of Transportation Materials Manual tests SD 202 and SD 207.

Badlands National Park may reject materials not meeting the specifications, or reduce the payment for materials not meeting the specifications but that are reasonably acceptable, or require the crushing and stockpiling of additional material as compensation. Badlands National Park may also perform testing at its own expense for compliance.

3. WEIGHT VERIFICATION

Weight verification shall be required by either certified weight tickets from a certified scale (if delivered) or per belt scales as described below (if crushed and stockpiled at local pit).

4. COMPLETION DATE

Delivery shall be on or before June 15, 2015.

THE FOLLOWING REQUIREMENTS APPLY TO AGGREGATE CRUSHED AND STOCKPILED AT A LOCAL PIT

1. BELT SCALES

The contractor will be responsible for performing and documenting scale checks as outlines below and submit a record of daily scale reading prior to final payment.

The contractor must utilize a belt scale for determining the weight of the crushed aggregate. A comparison shall be made against a scale reading from a certified scale by measuring a minimum of ten tons with the belt scale and loading it into a truck. The truck shall be weighed loaded and empty. A conversion factor from belt scale weight to truck scale weight will be calculated by the park and applied to payments. The contractor must perform this comparison during the first 1,000 tons of production and during the final 1,000 tons of production. The park will calculate the average conversion factor and the final payment will be determined.

2. MINING LICENSE, AGGERGATE AGREEMENT, AND ROYALTY

For gravel stockpiled outside of Badlands National Park, the contractor shall obtain a written agreement from the pit owner to include; a gravel pit release and permission for the storage of stock piled materials for up to six months with full access granted to the National Park Service. The contractor shall be responsible for any royalty to land owners, as well as any permits and/or licenses associated with crushing and stockpiling aggregated materials at local pits.
