1. Could you please further clarify and indicate what specific licenses/certifications are required to be considered for award?

This is a Request for Qualifications for Architect-Engineer services IAW Federal Regulations and the Brooks Act, therefore, the definition found at FAR 2.101 for Architect-Engineer Services will apply.

See FAR 2.101 as specified in the SF330 attached to the public announcement for definition of what is considered Architecture-Engineer Services.

More specifically, FAR 2.101 Architect-Engineer Services is, to wit:

“Architect-engineer services,” as defined in 40 U.S.C. 1102, means--

(1) Professional services of an architectural or engineering nature, as defined by State law, if applicable, that are required to be performed or approved by a person licensed, registered, or certified to provide those services;

(2) Professional services of an architectural or engineering nature performed by contract that are associated with research, planning, development, design, construction, alteration, or repair of real property; and

(3) Those other professional services of an architectural or engineering nature, or incidental services, that members of the architectural and engineering professions (and individuals in their employ) may logically or justifiably perform, including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals, and other related services.

2. Do we need to be certified in all states contemplated in the primary service area?

To be considered for award of this IDIQ contract, firm(s) must demonstrate they possess or have the ability to possess all professional qualifications, including individual licenses, certifications, etc., for those states listed in the primary area of coverage. As specified with particularity in the public announcement, the primary geographic area is the Southeast Region, which includes the states, possessions, and territories of Louisiana, Mississippi, Alabama, Georgia, Florida, Tennessee, Kentucky, South Carolina, North Carolina, Puerto Rico, and the Virgin Islands.

See FAR 36.102 as specified in the SF330 attached to the public announcement for definition of what is considered a Firm.

FAR 36.102 Firm is, to wit:

“Firm” in conjunction with architect-engineer services, means any individual, partnership, corporation, association, or other legal entity permitted by law to practice the professions of architecture or engineering.

3. Under “Required Disciplines”, please define discipline “Construction”.

As defined in FAR 2.101, “Construction” means construction, alteration, or repair (including dredging, excavating, and painting) of buildings, structures, or other real property. For purposes of this definition, the terms “buildings, structures, or other real property” include, but are not limited to, improvements of all types, such as bridges, dams, plants, highways, parkways, streets, subways, tunnels, sewers, mains, power lines, cemeteries, pumping stations, railways, airport facilities, terminals, docks, piers, wharves, ways, lighthouses, buoys, jetties, breakwaters, levees, canals, and channels. Construction does not include the manufacture, production, furnishing, construction, alteration, repair, processing, or assembling of vessels, aircraft, or other kinds of personal property (except that for use in Subpart 22.5, see definition at 22.502).

4. Under “Additional Disciplines”, please define, “Construction Safety”.

That as described in conformity with the United States Department of Labor, Occupational Safety & Health Administration, Safety and Health Regulations for Construction, 29 CFR 1926 et. seq.

5. Under “Additional Disciplines”, please define, “Construction QA Inspections”.

Health Administration, Safety and Health Regulations for Construction, 29 CFR 1926 et. seq.

6. How many resumes (SF 330 Item E) are required? Only those for Required Disciplines or also for Additional Disciplines? Also how many of each (i.e. Architects (2), Mechanical Engineers (2).

etc.)

No minimum or maximum number is specified for the SF330, Item E resume requirement in the NPS Technical Evaluation Criteria. As per the Technical Evaluation Criteria, at minimum, a brief resume for key personnel of the firm/teaming arrangement should be provided. Reference the attached STANDARD FORM 330 (REV. 3/2013) for Definitions (i.e., Architect-Engineer Services; Branch Office;

Discipline; Firm; and Key Personnel) and applicable restrictions to the number of Employees by Discipline.

7. Under Incidental Services, please define “Construction Engineering”.

As used here, construction engineering means a professional discipline that deals with the designing, planning, construction, and management of infrastructures, such as, but not limited to, roadways, buildings, and utilities.

8. The solicitation states “Firms that fully meet the requirements described in this announcement are invited to submit a Letter of Interest and a completed SF330 for each firm, a Team Standard Form 330” Please clarify does NPS want both a SF 330 for each firm AND a Team SF 330?

The NPS would like to see an SF 330 of the firms that creates the team. The SF 330 should identify prime and subcontractors.

9. Could you clarify what you need for the following required disciplines: safety and sanitary?

Health Administration, Safety and Health Regulations for Construction, 29 CFR 1926 et. seq., and sanitary as regards that for the Public Health, i.e., engineering methods for the removal and disposal of human waste and supply of safe potable water.

10. On page 3, “required disciplines,” letter B, it states a number of additional disciplines that may be required for some projects. Is it possible to combine some categories that are similar under a larger heading? For example, anthropology and archeology are listed, as well as cultural resources. Would it be possible to combine anthropology and archeology under a cultural resources heading, since they typically fall under that? Additionally, the same could go for combining environmental planning, environmental science, and NEPA under natural resources.

Or do we need to provide a resumes for each category, to include cultural and natural resources?

The suggestion to include the related fields under a single resume seems reasonable. The firm should make sure that the resume demonstrates the relevant experience and education to satisfy each of the related fields.

11. Are cost engineers required to be PEs, or can they have another certification?

A Profession Engineer license is not required

12. Could you please explain what you are looking for to satisfy this requirement? Are we required to provide an exhaustive list of every active contract that we, as prime have, as well as all of our subcontractors? Or would sharing a total dollar value of ongoing work for the prime, accompanied by a representative table of these projects, suffice?

13. The solicitation title is Full and Open but the attached description states a small business requirement with size standard of $7 M annual receipts. Is this a full and open or a small business IDIQ?

The requirement is full and open...The paragraph referencing the size standards are for firms not familiar with the size standard.

14. In the RFQ, under the heading of Required Disciplines, there are several disciplines listed under required and additional disciplines for which we would like to request clarification on the type of services anticipated. These are: Safety Engineering; Air Quality; Geology; and Planning. Would you please provide additional information as to what you are anticipating in these areas?

15. In regards to the Technical Evaluation Criteria Item 3d, can you expand upon how you will be evaluating this item so we can better prepare our response? Are you looking for the value of every project we are working on or more of a workload chart?

We will evaluate this in any format that you give us to determine the workload of your proposed team.

16. Can you please clarify this below on pg 7, para 3.d.? RFP states “Responses will be evaluated to determine the following requirements:”

d. “Provide active on-going CONUS, Alaska and Hawaii, (domestic) work; (Address current dollar value of work of the Team, established Team and Prime office that can support such work and work requirements outlined in the NPS A-E services requirements and management approach to on-going work.).”

It is somewhat confusing how the above is written –

a. Besides a dollar amount of current domestic workload, what exactly is being evaluated under 3.d? – can you please help clarify?

We are evaluating the capacity of the team as a whole to take on more work

17. Are we to provide the current dollar value of all of our entire firm’s current CONUS workload as prime?

Provide the dollar value of the team relative to the capacity of the company or companies
