Preliminary site surveys typically range from 1 to 20 acres in size, and utility and road surveys are usually less than 4 miles in length. All work will generally be associated with Federal and locally owned roads on, or leading to Federal land. All work will be guided by a statement of work for each task order plus related NPS policies and directives. Firms must be able to submit survey and mapping data in the formats requested by the Government. These formats include but are not limited to AutoCAD 2013, Autodesk Civil 3D 2013 Arc Info, Arc View, Arc GIS version 10.2.1, and ASCII.

The topographic survey projects include, but are not limited to; mapping for water and waste water projects, building projects, drainage and hydraulic issues, surface and underground utility installation, road and trail improvements, and campground construction. Underground utility location will be required in preparation for many mapping projects. Project control shall be referenced in State Plane Coordinates, NAD 1983, and NAVD 1988 or may be based on a local coordinate and elevation system. Project control shall be determined on a project by project basis. UTM coordinates may be required for all points on some projects. The National Park Service will provide existing control information for projects, if available. For some projects, the contractor shall establish control by an industry accepted method. Contractor may be required to set new monuments and prepare National Park Service Survey Monument Record Sheets. Most projects are located in remote areas. Work will be submitted in hard copy format and electronic file format. Drawings shall be prepared in compliance with NPS CADD Standards, the Guidelines for Preparation of Design and Construction Drawings, Director's Order 10A and the standard survey sheet which can be accessed at http://cadd.den.nps.gov. Amendment 1 – 3/24/2015 Page 2 of 4 differential GPS and conventional survey techniques. The Intermountain Region supports all areas of National Interest in Colorado, Utah, Wyoming, Montana, Arizona, Texas, New Mexico, and Oklahoma. The NPS plans to request pricing, negotiate and award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract for these services to the firm that is determined to be most highly qualified, unless there is a failure to reach a fair and reasonable price. Failure to reach a fair and reasonable price will result in NPS terminating the negotiations and either going with the next most highly qualified firm or cancelling.

The total program amount of all task orders placed under the contract(s) shall not exceed $1,000,000.00. This total is arrived at by combining all orders placed. Work will be negotiated predominately as firm-fixed priced Task Orders. However, if determined in the best interest of the Government, more than one award may be made to ensure economic (such as lower ODCs) and complete coverage of the National Park Service, Intermountain Region states. This means, that if determined in the best interest of the Government, awards may be divided by state. As an example, one (1) award could be to one firm for the states of Montana, Wyoming, Utah and Colorado, and the other for the states of Arizona, New Mexico, Oklahoma and Texas.

The minimum guarantee for the life of the contract is $3,000.00. If multiple contracts are awarded, the minimum guarantee remains unchanged. The contract is SET ASIDE for SMALL BUSINESS. As determined by the Contracting Officer, a firm’s submittal of high (excessive) volumes of unrelated information may render the response unresponsive and therefore will not be considered for possible selection as a most highly qualified firm.

To be responsive, a firm’s response to this notice must contain the information required, be timely, responsible and convey an understanding of the requirement. Information required and submitted on the SF 330 shall be inclusive of the following information--

A. Prior Experience in projects considered similar to the projects that will be performed under this contact as described above. Evaluation will consider relevance of the experience. Those firms with more experience will be rated higher.

B. Professional Qualifications of the firm and staff proposed for performance of this contract. Evaluation will consider key personnel of the primary firm and subcontractors to be used in the contract in terms of--

1) Professional registration - professional surveyor licensure for each state is required, however, separate registration in each state listed in this contract is not required for topographic surveying. Registration or access to a professional certified federal surveyor through partnerships (i.e. subcontract, Joint Ventures, teaming agreements etc.), is required for each state listed in this contract for boundary services;

2) Availability of an adequate number of personnel in the key disciplines (described above) to ensure that the firm can meet the potential of working on multiple task orders; and

3) Education, training, relevant experience.

Firms showing the most qualifications for work of this type described above will be rated higher.

Amendment 1 – 3/24/2015 Page 3 of 4 performed under this contract with respect to management, cost control, quality of work, and compliance with performance schedules, as determined from the Government's Past Performance Information Retrieval System (PPIRS) (to the maximum extent possible) and other sources deemed necessary by the Contracting Officer to properly assess your firm. Evaluation will consider the success of the identified relevant experience and proposed personnel. Include valid references information for 5-10 projects performed recently (within 6 years from the date the solicitation was issued), of comparable scope (reference the DESCRIPTION above) and of comparable magnitude (price – see Historical Data). This information is inclusive of the information listed in Section F of the SF 330 and must include firm’s role (i.e. prime contractor, subcontractor, consultant etc.), project owner’s agency/company, a valid email address, project key number (i.e. project number, contract number, task order number etc.), and the date the work was completed (or the percent complete if it is in work). Firms that demonstrate more than satisfactory past performance on relevant projects will be rated higher.

D. Capacity to perform orders for a combination of 6 orders in 6 different states, requiring 6 crews and a capacity to perform approximately $500,000.00 in work in one year. Firms that demonstrate meeting and exceeding this capacity will be rated higher.

E. Knowledge coordinate systems and boundary laws in states within the boundaries of the Intermountain Region (i.e. Colorado, Utah, Wyoming, Montana, Arizona, Texas, New Mexico, and Oklahoma). Firms that demonstrate greater knowledge of the areas within the region will be rated higher.

F. Inventory of equipment or ability to obtain equipment necessary to perform the work described above. Firms that demonstrate the appropriate resources to meet the requirements of working on and in multiple locations at a time will be rated higher.

G. Provide the firms overall Quality Control Plan which includes ensuring the technical accuracy, completeness, and correctness of the work, and all topographic surveying aspects and details, including coordination of all subcontractors with each other. Firms that demonstrate plans that clearly meet the requirements of the projects will be rated higher.

Firms which meet the requirements described in this announcement are invited to submit a Letter of Interest, which must include a prime and alternate Point of Contact (full name, phone and email address) authorized to negotiate on behalf of the firm, validation of the submittal for no less than 180 calendar days, and one (1) original and one (1) electronic copy set of completed Standard Form 330 - PART I and PART II (A-G) (i.e. one (1) paper hard copy (the original) and one electronic copy (i.e. FedConnect.net, CD, USB etc.).

In addition, because selection of firms is based upon qualifications, the extent of any subcontracting is an important negotiation topic. In conjunction with submitting a response, it is important to understand FAR Clauses 52.219-14 and 52.244-4 and the limits of the firm’s subcontracting to firms agreed upon during negotiations. Prime must be able to perform at least 50% with their own employees. (See attached for full text clauses)

PROPOSAL PERIOD: The submitted Standard Form (SF) 330 must remain valid for the duration of the procurement process, but no less than 180 calendar days for the date of this notice. Contract award is anticipated on or before 8 August 2015.
