ROAD SALT DELIVERY LOCATIONS

Park requirements. All Parks have full bins and orders will be executed as road salt is used and bins need to be replenished. Each order will have a minimum of 20-25 tons (amount needed to fill one truck). Overage charges will be authorized, up to a truck load (5-20 tons).
Deliveries - to be scheduled with each individual Park via DO. Vendor to provide explanation of delivery scheduling process; once order is placed, timeframe deliveries are executed.
The following Parks will order Salt as needed:
Catoctin Mountain Park, 509146 Park Central Road, Sabillasville, MD, 21780
George Washington Memorial Parkway, 2700 George Washington Memorial Parkway, Arlington, VA 22202-4026

Attached Bid Schedules show the estimated yearly amounts per Park, but not the limits Parks may order. All orders will be dependent on weather and Park requirements.
OPTIONS
Due to limited storage space for the road salt at the various National Parks, National Capital Region is interested in reaching out to the prospective vendors about some options for excess Salt in addition to having the salt bins refilled at the specific locations. See Options below:
Option 1: NCR to purchase road salt at beginning of contract (FY15) and vendor to store salt at negotiated rate. NCR Parks to have access to salt to refill bins, vendor to provide cost to storage salt, cost to deliver salt from off-site location if applicable and cost (rate) to refill storage as needed to maintain excess at all times.
o Option 1A: Maintain 500 tons at off-site location, pricing to include cost of storage, cost of 500 tons and cost of Salt per ton to re-fill storage in order to maintain the 500 tons at storage location.
Option 1AA: One off-site location
Option 1AB: Two off-site locations, one near DC and one near western
Parks o Option 1B: Maintain 1000 tons at off-site location, pricing to include cost of storage, cost of 1000 tons and cost of Salt per ton to re-fill storage in order to maintain the 1000 tons at storage location.
Option 1BA: One off-site location
Option 1BB: Two off-site locations, one near DC and one near western
Parks
Option 2: NCR to have access for emergencies to salt at off site location. NCR does not have to purchase ahead of time, but pay a set rate when salt is required last minute. (NCR has first dibs before vendor can sell to others).
o Option 2A: Access to 500 tons of salt. Vendor to provide cost and rate and cost for delivery.
o Option 2B: Access to 1000 tons of salt. Vendor to provide cost and rate and cost for delivery.
ORDERING
All Park locations currently have bins full of Road Salt. If the NCR decides to select one of the options listed above, the contract will be awarded with the cost of the initial tons of salt selected (if applicable) and funds to cover the monthly storage fee (if applicable). All remaining orders will be executed by Delivery Orders (DO) off the Parent Contract (Contract # TBD). Vendor is not to deliver any product without an executed DO from a Contracting Officer, individual with warranted authority to financially commit the National Capital Region to these orders.
If contractor cannot provide road salt per this contract in the time required, the Government reserves the right to obtain road salt from an additional source without effecting the terms of this contract.
NO-SHOW / NON-DELIVERABLES
The National Park Service would like to address a concern about no-shows or non-deliverables.
When vendor schedules a delivery in the evenings or on a Weekend and does not deliver, the Park incurs unnecessary overtime costs.
Park may charge the vendor for no-show / no notification within 4 hours of non-deliveries (this is applicable for overtimes or after hour (after 4pm) deliveries).
