STATEMENT OF WORK

POINT OF CARE RADIOLOGY DIAGNOSTIC SUBSCRIPTION (StatDX) February 2023

A.GENERAL INFORMATION
1. Introduction: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA)requires an existing, commercial, off-the-shelf, web-based, point of care radiology diagnosticclinical decision support product that will be made available throughout the VHA healthcaresystem. The current product being utilized is STATDx (http://www.statdx.com/).
2. Background: The STATDx product may also be referred to as a bedside information toolbecause it has been designed to provide information at the patient’s bedside that will directlyaffect patient care. What distinguishes this product from sources such as electronic textbooks orbibliographic citations databases is that it includes a mechanism to support and provide clinicalradiology decision support knowledge at the point-of-care.
3. Objectives: The desired goals of the VA-wide provision of a commercial point of careradiology diagnostic decision support product are as follows:
a) Providing nationwide access to standard, knowledge-based, clinical informationresources at the point of care.
b) Initiating one centralized purchase to capitalize on the economies of scale offered byvendors.
c) Negotiating one license/contract to decrease the current contracting and reviewingefforts that are required at the facility and/or VISN level and thereby avoid the costs andworkload associated with multiple procurements.
d) Making this point of care radiology diagnostic decision support product availablethrough the Computerized Patient Record System (CPRS), VA’s electronic health record,to insure consistent access at the bedside for all VHA health professionals and staff.
4. Scope of Work: The vendor shall provide a StatDX Premier License Point of Care RadiologyDiagnostic Clinical Decision Support Product that provides all sites on the VHA network with alicense access to a single, online, web-based product. Authentication will be through individualuser accounts.
a) The product must cover all VHA employees as authorized users no matter theirphysical work location or point of access to this product.
b) The product must allow for authorized user access at all Department of VeteransAffairs current and future physical facilities including, but not limited to, current andfuture Medical Centers, Community-Based Outpatient Clinics (CBOCs), Domiciliary(DOMs), Vet centers, and all other locations where Department of Veterans Affairsemployee’s work.
c) For diagnostic purposes, the product shall provide concise, bulleted informationpresented in a speed-optimized format that makes finding the information fast andeasy.
d) For imaging anatomy, the product shall include the following: Terminology, Imaging,Anatomy Overview, Anatomy Imaging Issues, Clinical Implication.
e) For differential diagnosis, the product shall provide evidence and experiential baseddifferential diagnoses, presented with diagnostic clues to help guide the diagnosticprocess, making complex cases easier.
f) The product shall provide tables that include the following: TNM and Staging Tables,work-up protocols, alignment angle references and classifications.
g) The product shall provide calculators to help calculate everything from a bone age toradiation dosages.
5. Information Scope: The product shall include the following:
a) Images and knowledge-based information to assist the provider in the identification,diagnosis, and management of common skin disorders.
b) A diagnostic decision support system to assist radiology providers in differentialradiological diagnosis.
c) Vivid displays of Radiology images showing the variation of disease and injurypresentation.
6. Information Quality: The vendor shall ensure that the information provided by the productmeets the following criteria:
a) Information is accurate, authoritative, and relevant.
b) Authors and sources are well recognized subject experts in their fields.
c) Topics are presented succinctly, but with adequate detail to be useful to clinicians.
d) “Best practice” or evidence-based information is included in recommendations fordiagnosis or therapy.
e) Policies for determining validity and standards for inclusion of material are welldescribed.
f) Guidelines and summaries include references or sources.
g) When necessary to the topic, images, tables, and diagrams are available and clearlyshown.
7. Usability: Navigation within the system must be logical and easy to use. The product willprovide fast access to topics and subtopics, topic linking or indexing that retrieves material ofhigh relevance quickly, and “user friendly” help and direction aids.
8. Currency: Content areas will be updated on a continuous, incremental cycle, rather than ona single anniversary date for the entire product, and the date a topic was last reviewed forcontent must be stated and easily found.
9. Access, Content, Support:
a) Product is 508 compliant. (http://www.section508.gov/). If product is not 508compliant, vendor must describe measures being taken to bringproduct intocompliance and provide date, within 12 months of contract award, that productwill be 508 compliant. Or, if product is not 508 compliant, the vendor shall describe whyno work is being done to make it 508 compliant.
b) The product will be accessible from any location via internet. (Liblynx necessary)
c) The product is compatible with most standard web browsers, which have cookiesenabled. To ensure privacy, the product uses session cookies rather than persistentcookies.
d) The product is compatible with the Windows environment.
e) All site content and support of the web site is the responsibility of the contractor.This includes tech support to VHA users nationwide.
f) System downtime is minimal and VA project manager is notified when such occurs.
g) Topics are easily printed.
h) The product’s licensing agreement must permit free use for educational purposes ofall pictures and graphics.
i) A single point of contact, for customer service issues, shall be assigned to VA.
j) Questions are responded to on the same business day.
k) Usage statistics shall be available on the individual VA Medical Center level and forthe VHA healthcare system. Statistics shall be retrieved by the administrator of eachaccount or requested on a regular or one-off basis.
l) The product should be accessible via a variety of Personal Digital Assistant (PDA).
m) Graphics, pictures, and/or images that are searchable are highly desirable.
n) The contractor shall offer training services. On an as requested basis, trainingsessions (web-based or live) will be set up to train VHA staff on use of the product.Specialized training sessions may be requested for VA library staff.
o) Topics can be emailed among VHA colleagues.
10. Introduction to Data: VHA’s goal is to ensure uniform availability of high quality, clinicalhealthcare knowledge-based resources across the VHA system to improve clinical decisionmaking, education, and research. The product shall:
a) Use expert differential lists to determine what other diseases you should consider
b) Compare multiple diagnoses side by side
c) Investigate patient case examples for even the most uncommon diseases
d) Follow up on the latest journal articles with RADSearch
e) Use RADsearch to search alternate information online, including Key RadiologyJournals, Google, Google Scholar, Google Images, PDF Search and PubMed. The full textwill be available in open access journals or through journal subscriptions.
f) Include RADTools, which is a compilation of common tools utilized by radiologists,often referred to as “look up” information for reports and patient care. Includes tablessuch as TNM and Cancer Staging Tables, work-up protocols, alignment angle referencesand classifications. Also includes many types of calculators, including calculators todetermine bone age and radiation dosages.

B. PERFORMANCE PERIOD

One (1) year, plus four (4), one (1) year option periods, to be exercised at the discretion of the government.

Base Year: 6/30/2023 – 6/29/2024
Option Year 1 of 4: 6/30/24 – 6/29/25
Option Year 2 of 4: 6/30/25 – 6/29/26
Option Year 3 of 4: 6/30/26 – 6/29/27
Option Year 4 of 4: 6/30/27 – 6/29/28
