Overview
Alexandria VAMC has a requirement to replace the existing chiller plant. Alexandria
VAMC seeks to award an architecture-engineering contract to a qualified firm for the complete design and production of construction documents for the replacement chiller plant. This will be new construction in existing parking lot K of the Alexandria
VAMC campus. The awarded A/E firm is expected to produce design drawings, a design narrative, detailed cost estimates, specifications, and provide construction period services. Construction period services include but are not limited to: site visits, investigations, inspections, submittal reviews, RFI response, and attending construction meetings.
Objectives
1. Develop a detailed design of the replacement chiller plant within budgetary constraints.
2. Work closely with VA Engineering, Contracting, Safety, and other relevant personnel to guide the design throughout its development and ensure production of a construction package that is defensible, constructable, manageable, and cost-effective to minimize the risk of changeorders.
3. Develop a design that adheres to applicable local, state and federal regulations.
Background The Alexandria VAMC contracted with an AE consultant to perform a detailed study of the entire campus chilled water system located in Alexandria, LA. The consultant performed field verification on the entire chilled water system and proposed accurate system information for future design project. It was determined that the chilled water plant capacity must meet a
2000 chill water ton demand. This will be accomplished by using two 1000 ton chiller system with an additonal 1000 ton chiller as a backup. Space must be provided for a fourth system to include all essential system components. Additonal requirements are described down below.
Scope:
Site/Structural/Architectural
Site, structural, and architectural drawings, estimates, specifications, and narratives should reflect the following:
• Conduct site visits to assess the location and constraints of new chiller plant, chiller plant to be located in existing Parking Lot K
• Provide all design drawings, specifications, and construction documentation for the construction of a new building to house all chilled water equipment, not limited to:
site preparation, foundation, structural, electrical, mechanical. The plant shall be designed for non-disruptive access to all chillers, pumps, cooling towers, and cooling tower components.
• Ensure sufficient horizontal and vertical spaces are provided for access to pumps using forklift trucks of adequate capacity of pumps being used
• Construction drawings to comply with Physical Security and Resiliency Design
Manual
• Lot K requires a significant amount of earthwork around the site, and the access road to the police station would need to be rerouted with potential of modification to the shade structure above the walkway between Buildings 6 and 8.
• Each chiller to have doorway installed to provide adequate space to remove and replace chillers in the future
• Provide a personnel facility to include a climate control room of at least 150 sqft with windows to oberserve chillers, unisex restroom, housekeeping closet, and eye wash station. The building and site adjacent to the building shall be arranged to allow for future expansion of additional chiller system or other equipment as needed.
• After the new plant is fully operational, AE will include demolition and grading of the existing chiller plant to allow repurposing by VA at a later date.
Mechanical
General:
• Chillers shall be centrifugal (open or hermetically sealed) or rotary-screw compressors or absorption machines. Use of reciprocating compressors is not permitted.
• Chilled water must be available year-round and able to supply 44⁰F chilled water to the four campus distribution loops.
Chilled Water Optimization Study:
• The lowest life-cycle cost performance chilled water system must be selected. The lowest allowed efficiency shall be indicated in Table 6.8.1-3 of the approved latest edition of ASHRAE Standard 90.1. The system shall have variable speed chillers, variable flow primary-only chilled water pumps, variable flow condenser water pumps, and optimization of condenser water temperature based on ambient wet bulb temperature conditions. Water-side economizing will not be financially feasible.
• The chiller refrigerant shall be EPA approved and compatible with all local, state, and federal regulations. Follow ASHRAE Standard 15, Safety Code for Mechanical
Refrigeration and ASHRAE Standard 34, Designation and Safety Classification of

Standby Chiller Capacity
• The central chilled water plant shall be comprised of N+1 chillers, where N is the number of chillers in operation to meet the total cooling demand and 1 (one) is the installed standby chiller. Capacity of the standby chiller shall match the capacity of the largest installed chiller. All plant components, condenser and chilled water piping, and controls shall be sized and selected to match the N + 1 requirement.
• The N+1 requirement shall extend to all essential system components (chillers, pumps, and cooling towers). Configure all piping, pumps, and cooling towers to maintain N+1 capability regardless of component failure. Design the piping systems using manifolds, automatic flow control valves, inherently balanced pipe configurations, and/or combinations of these to ensure proper flow under all possible operating conditions.
• On systems with variable primary flow, maintain the capacity of all chillers equal or with at most no more than 10% difference between the largest and smallest chiller. If this cannot be accomplished, due to project issues or existing conditions, design system with positive means for maintenance of equal capacity distribution on all operating chillers.
• Provide adequate space for an equal sized backup to the redundant chill water system to include chiller, chill water and condenser water pump and cooling tower to accommodate future load growth.
Design for Sustainability and Serviceability
• The plant shall be designed for non-disruptive access to all chillers, pumps, cooling towers, and cooling tower components without the need to disassemble or remove other equipment or systems and/or building components such as piping, doors, walls, etc.
• Ensure sufficient horizontal and vertical spaces are provided for access to pumps using fork lift trucks of adequate capacity for the pumps being used.
