About this file

This document is a Statement of Work (SOW) for the Veterans Health Administration's Mobile Intensive Care Unit (MICU) Storage and Maintenance contract. The SOW details the requirements for storing, inspecting, and maintaining an eighteen-bed mobile hospital unit acquired during the COVID-19 response, currently located in Coconut Creek, Florida. The contractor will provide climate-controlled storage in a 15,000 sq ft facility with 24/7 access, conduct bi-yearly comprehensive inspections and preventative maintenance on multiple unit components including ICU beds, medical equipment, electrical systems, medical gas systems, generators, and support infrastructure.

The associated federal contract opportunity is a sole-source procurement (Solicitation No. 36C24525Q0697) with Elite Aluminum Corporation, citing their unique qualifications as the original manufacturer with proprietary drawings and specialized maintenance capabilities. The contract is anticipated to be a firm fixed-price agreement with a one-year performance period from 10/01/2025 to 09/30/2026. The government justifies the sole-source selection based on Elite Aluminum's exclusive ability to store, inspect, and maintain the specialized MICU, which is currently the only one of its kind in the United States and critical for rapid emergency medical response capabilities.

VETERANS HEALTH ADMINISTRATION | STATEMENT OF WORK | Mobile Intensive Care Unit (MICU) Storage and Maintenance

1. TITLE OF CONTRACT: Veterans Health Administration Mobile Intensive Care Unit Storage, Inspection and Preventative Maintenance

2. SCOPE OF WORK: Veterans Health Administration has a continuing requirement to obtain yearly climate-controlled storage, scheduled inspections, and preventative maintenance on the eighteen (18) bed Mobile Intensive Care Unit hospital.

3. BACKGROUND: During the COVID-19 response it was identified that a Mobile Intensive Care Unit Field Hospital (Mobile ICU) was needed to support the VHA Mission. Senior Leadership tasked the Office of Emergency Management (OEM) with providing a solution for additional resources that could deploy, provide the required space and equipment, and be transportable into the impacted area to fulfill the mission. This Mobile ICU will be pre-positioned based upon OEM requirements and deploy to different locations throughout the United States during times of need. This unit shall be mobile, which will allow for a more rapid response to an incident/event. The Mobile ICU shall provide a fully contained, hard sided platform allowing medical care to be provided to the Veterans in the community. VHA OEM has acquired an eighteen (18) bed Mobile Intensive Care Unit hospital from Elite Aluminum/Forts Logistics located in Coconut Creek, Florida. This unit meets the needs of VHA and is currently being utilized for various responses.

4. OBJECTIVES: VHA OEM currently has a continuing requirement for the annual storage of the Mobile Intensive Care Unit (Mobile ICU or MICU). The VHA Office of Emergency Management purchased a Mobile Intensive Care Unit that can provide care for up to eighteen (18) Intensive Care Beds for COVID-19 response. The unit is currently housed at the manufacturer site in Florida and requires indoor, climate-controlled storage as well as visual surveillance and inspections while not being used. It should be noted that the scheduled storage and inspection is both a visual and hands-on technical assessment conducted by a specialized team of personnel trained who are qualified to assess and identify issues with any FORTS units or other products sold by Elite Aluminum.

The Contractor shall store the units inside of a hardened structure, away from outside weather. This storage area shall also be climate controlled. The location shall be such that the manufacturer, Elite Aluminum, shall have access to the location when such a need arises to forward deploy the Mobile ICU. The timeliness of the deployment is critical, due to strict requirements to have the MICU deployed and set-up in minimal time, thus allowing VHA to treat Veterans quickly. The storage facility shall have 24 hour access, 365 days per year if such a need shall arise. The space required to store the MICU shall be 15,000 sq ft.

During the inspection and maintenance, the units shall require opening fully and connecting, thus creating a need for lay-down storage work areas, or additional storage space as needed. The Mobile ICU shall undergo a bi-yearly scheduled inspection and preventative maintenance program. A scheduled inspection and preventative maintenance final report shall also be provided by the Contractor immediately following inspection that documents the operational condition of the units, and to also document the efforts, and item(s) utilized to bring back the unit to a fully functioning item, similar or as close as possible to the original operating condition (excluding) minor cosmetic defects.

The Contractor shall inspect, repair, and replace all parts and components, that are under warranty (one {1} year) from the manufacture at no additional cost to the Government. Those parts and components, that are outside the warranty timeframe, or items that are lost, missing or damaged, shall be repaired or replaced (when approved by the Government) at an additional cost. This shall be done by the Government by submitting a new requirement.

The sections below are an example of most of the items that shall be inspected, repaired, and maintained during a scheduled inspection & preventative maintenance program, but this is not an all-inclusive detailed list.
