Scope of Work A/E Design and Construction Period Services for Building 45 Moisture Intrusion Corrections Alexandria VA Health Care System, Pineville, LA
Background:
Building 45, hereafter referred to as the CLC, serves as an assisted living space for veterans. The Department of Veteran Affairs contracted with Ballard CLC to provide a moisture building assessment for the envelope and interior of the building. Multiple points of moisture intrusion were identified to be corrected in the first-floor exterior walls of the northeast wing. Significant sweating was also observed from the ceiling plenums of the first floor of each of building 45’s three east/west wings. Numerous readings were taken at all four of the walls within the rooms, including the floor along the exterior perimeter wall, on the sides of the windows and at the base of window. Additionally, several readings were taken at multiple locations of the interior corridor wall and the party walls between the adjacent rooms, or side walls. These readings would verify a base line of what the dry condition of the wall reading should be. These readings were generally as follows for the wall locations:

In addition to the moisture intrusion, the roof of building 45 is subject to leaks and requires complete replacement.
Scope:
In accordance with this scope of a work, a qualified architectural/engineering firm is to provide design, testing, and balancing services as outlined by this scope of work. Work includes field investigation, production of bid documents, and construction period services to correct moisture damaged materials and prevent further moisture intrusion. Construction period services will include submittal review, RFI review and commentary, periodic inspections, and advisory services. The design provided by the A/E firm should effectively address the building’s moisture intrusion and provide a sustainable design to mitigate the reoccurrence of the issue as well as replace all moisture damaged building material. In addition to the providing construction documents, the A/E will conduct a series of test such as mold, Asbestos Containing Materials (ACM), and duct leakage testing. In the event of a positive mold or ACM test, the A/E will provide an abatement plan. The A/E will provide a phasing plan for construction upon receiving input from CLC staff and Engineering Services. The A/E shall also test, adjust, and balance the mechanical systems in the East/West wing of the CLC. Upon adjustment, a mechanical engineer can further define the necessary corrective action and incorporate into the design.
Design Services:
Bid documents will be composed of design narrative, specifications, cost estimates, submittal log, and design drawings. Bid documents shall incorporate the following:
1. Removing and replacing the bottom four feet of wet dry wall on the base of the perimeter walls and on the sides of the windows of the rooms. Replace with new mold resistant gypsum wall board and finish with eggshell, mildew resistant paint
2. Removing and replacing wet insulation within walls
3. Removing and replacing bottom track of metal stud framing, as well as other rusted members found upon inspection
4. Mechanical system corrective actions if any
5. Removal and replacement of ductwork insulation and ceiling tiles to the extents necessary
6. Removal and replacement of joint sealant and existing flashing around the windows and at the stem wall on both first and second floor
7. Removal of existing exterior stucco and metal lath and replacement with EIFS system not more than one foot in width around the windows and base at the stem wall of the existing stucco wall on both first and second floor
8. Removal and reinstall existing windows so that wall flashing can be installed with new sealant applied on both first and second floor
9. Application of exterior wall vapor barrier to seal the existing wall at the window and then the new drainable EIFS wall systems installed to complete the window trim and base stem wall flashing on both first and second floor
10. Replacement of building 45 roof to include roofing material, flashing, sealant, etc. to prevent further leakage
11. Bid documents shall incorporate a work phasing plan
12. A/E shall set up and maintain a design review meeting with the VA and provide written minutes of each meeting
Hazardous Material, Mold, and Mechanical Testing, Adjusting, Balancing Services:
1. Rebalancing of VAV mixing boxes within the rooms of the East/West Wings of the first floor. The amount of fresh air and exhaust with recirculated air shall be rebalanced to reduce amount of moisture in the air. If further corrective action is needed, it shall be incorporated into bid documents
2. The A/E will provide duct leakage testing, if any leaks are found, corrective actions are to be incorporated into bid documents
3. A/E shall conduct Asbestos Containing Materials testing. If ACM is identified, abatement plan shall be incorporated into bid documents and phasing plan
4. A/E shall conduct mold testing. If mold testing is positive, A/E shall incorporate mold remediation plan into bid documents and phasing plan
Construction Period Services:
1. A/E shall provide review of submittals during construction
2. A/E shall review and respond to RFI’s during construction
3. A/E shall provide up to ten (10) site visits
4. A/E shall provide construction inspection at the conclusion of each phase of construction
5. A/E shall develop punch list after each inspection
6. A/E shall provide final inspection
7. A/E shall create as built documentation derived from contractor red lines and turn over as built drawings to VA
8. A/E shall attend construction meetings
Objectives:
1. Development of detailed and thorough bid documents that accurately portrays existing conditions and the work to be done in an effort to minimize risk of change orders during construction
2. Develop a design that effectively eliminates moisture intrusion and prevents reoccurrence.
3. Develop an effective phasing plan that minimizes patient interference and keeps patients safe at all times during construction.
Period of Performance/Deliverables
1. 35% Submission – 35 days starting from the receival of a written Notice to Proceed from a contracting officer
2. 65% Submission - 65 days starting from the receival of a written Notice to Proceed from a contracting officer following 35% acceptance
3. 95% Submission – 30 days starting from the receival of a written Notice to Proceed from a contracting officer following 65% acceptance
4. 100% Final Submission – 30 days from the receival of Notice to Proceed following 65% acceptance
POP: 160 days
Each submission shall incorporate a design narrative, drawings, specifications, cost and schedule estimates. Final submittal shall include the following with an addition of a submittal log. The VA will maintain 14 days to review each submission and will provide commentary. Commentary will be provided at a design review meeting maintained by the A/E.
