DEPARTMENT OF VETERANS AFFAIRS
Performance Work Statement Card Swipe System – West Haven Campus Purpose:
The purpose of this contract is to acquire a hotel style card swipe system (programmer) that will work in conjunction with a lock (communicator) system.

General Information:
Title of Project: Installation of a Key Card System
Scope of Work:
The contractor shall:
Install a hotel style card swipe system to include locks for 13 doors. The card swipe system shall consist of the following: Note: VA personnel shall install the supplied Mortise door locks.
· Magnetic strip keycards – Provide at minimum 500 key cards
· Proximity reader
· Two (2) Wall unit programmers that programs the keycards Programmer shall be a stand-alone system that operates without software – shall allow for input of codes which are needed in order to program the keycards or proximity reader.
· Plates to retrofit existing door lock hardware
· Locks – shall work with the programmer
· Provide Training on usage and function of key card system – for end-user and lock shop
· System shall have a security feature that shall allow different authorization levels
· Time-based access control with user selectable keycard expiry
· Keycard encryption
· Setup and audit memory
· Note: Doors are Standard 44 swing doors
Period of Performance:
Work shall commence on the date the contract is awarded or agreed upon date and time and be completed within an 8-hour period.
Security:
The contractor shall obtain a temporary identification badge that is issued by the VA designee. This badge shall be worn and visible while on VA property. No contractor personnel shall be permitted to enter the project site without a valid VA issued identification badge. All contractor personnel shall present to the VA designee a valid (non-expired) photo identification that is issued by a US federal, state or local government agency. Please note that all individuals entering VA property are required to wear a face covering. Individuals have the option of bringing their own or one will be provided for the duration of the time spent on VA property. All individuals are subject to inspection of personal affects when entering or leaving the project site and VA property.
