This is a Functional/Performance Specification document for a phacoemulsification system procurement by the Iowa City VA Health Care System Operating Room. The Iowa City VA HCS is seeking to procure Brand Name or Equal to Bausch + Lomb Stellaris Phacoemulsification Systems with associated handpieces and service support. The specification details stringent equipment requirements including a phacoemulsification system with dimensions of 48"h x 18"w x 18"d, an 18-19" touchscreen, 28.5 kHz frequency, up to 130 mm longitudinal motion, pulse mode range of 1-250 pulses per second, rotary vane vacuum pump with 0-600 mmHg vacuum range, support for 20, 23, and 25-gauge handpieces, cutting rate of 30-800 cuts per minute, and a dual-linear wireless or wired foot pedal with independent control over ultrasound, vacuum, aspiration, and irrigation. Ultrasound phaco handpieces must be compatible with the existing Stellaris system without adapters or modifications, feature a six-crystal piezoelectric design, and operate at 28.5 kHz ultrasonic frequency.

The procurement requires a comprehensive service plan providing annual or semiannual preventive maintenance including full system inspection, ultrasound power verification, vacuum and irrigation calibration, foot pedal testing, and component replacement per OEM standards, along with unlimited onsite repair visits within 48 hours of service call. The contractor must supply OEM or OEM-equivalent replacement parts at no additional cost and provide loaner equipment if systems become inoperable for more than 72 hours. The contract specifies procurement of two Stellaris Elite Anterior Deluxe Systems, two 5-year service plans per unit, and fifteen ultrasound phaco handpieces. The base contract period is 12 months with up to four optional years. This specification supports a Sources Sought notice (36C26326Q0568) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 through Network Contracting Office 23 to conduct market research and identify qualified vendors and authorized distributors. The qualifying NAICS code is 339112 (Surgical and Medical Instrument Manufacturing) with an SBA small business size standard of 1,000 employees.
