Workforce Management and Consulting – Human Resource Operations Office (WMC-HROO) Statement of Work for C-CURE 9000

A. GENERAL INFORMATION

1. Title of Project: Workforce Management Consulting – Human Resources Operations Office (WMC-HROO) Activation, Structured Cabling Support, Security.

2. Scope of Work: WMC-HROO has a requirement for continuing maintenance of the C-CURE 9000 system currently in use by the VA. The contractor shall provide all resources necessary to accomplish the deliverables described in this Statement of Work (SOW), except as may otherwise be specified. The Government intends to issue a Firm-Fixed Price purchase order for the purposed of supporting maintenance and repair.

a. The Contractor shall provide C-CURE 9000 24x7 standard support. The website provides on-line assistance, include troubleshooting information, problem diagnosis tools and downloads.

b. C-CURE 9000 24x7 telephone support service with a dedicated Gold Technical Support Team to assist troubleshooting problems on the C-CURE 9000 software, equipment, and peripherals. Technician may use remote takeover tools to support diagnosis and resolution efforts and provide a single point of contact (POC) for escalations (including third-party problem resolution for Microsoft operating systems and applications and selected hardware products). The service shall include change notification updates on BIOS, drivers, and software affecting the software and hardware, and quarterly reports on service issue and performance.

c. The Contractor shall provide software upgrades, program diagnosis tools, downloads, etc.

d. The Contractor shall perform onsite maintenance of the system yearly.

e. The Contractor shall conduct training to operate the C-CURE 9000 system within two (2) weeks after contract award for five (5) staff personnel.

3. Security Requirements: The Contractor shall comply with all network access requirements for operating within and upon VA networks. The contractor will have to be granted access to the VA network, and specifically the CCURE network, for WMC-HROO. Such access may be physical or virtual, depending on the requirements of the work. Specifically, the contract requires the following:

a. VAAR Security Clause

b. The background security investigation language of VA Handbook 6500.6 Appendix C, Sections 1, 2, 3, 6, 7, 8, and 9 are required for this order. The language of Section 5 of the same is also required if the Contractor offers/intends to provide remote assistance for repairs, programming, monitoring, and troubleshooting.

4. Certification Requirement: C-CURE 9000 Certification is required.

5. Performance Period: The period of performance starts June 14, 2024. Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). Service requests should be completed within three (3) calendar days. When the service request is urgent, it shall be completed within three (3) hours of the request. All work will take place during normal WMC-HROO office hours, 8:00am to 5:00pm central time (CST).

The period of performance for the service and maintenance contract shall be from the date of award for the base year plus two 12-month option years and an optional six-month extension to be exercised at the discretion of WMC-HROO.

There are eleven (11) Federal holidays set by law (U.S.C. Title 5 Section 6103):

Under current definitions, five are set by date:

If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday.

6. Type of Contract: Firm-Fixed Price

7. Place of Performance:

6. Travel. Additional travel at the request of the VA is not expected in the performance of this requirement.

7. Changes to the PWS. Any changes to this PWS shall be authorized and approved only through written correspondence from the Contracting Officer. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor.

8. Attachment. VA Handbook 6500.6, Appendix C – VA Information and Information System Security/Privacy Language for Inclusion into Contracts, as Appropriate.
