A. Background:

This project will construct a new outpatient clinical building for Audiology and other specialty care. The new building will be 14,000 SF which is split between 5,893 SF for Audiology: 5,107 SF for other specialty care and 3,000 SF for common space. Audiology is cuttently located in Building 74 and 38 which will be partially demolished for the new bed tower (678-330). Project will reduce the ambulatory care: specialty care space gap of 156,425 SF by 11,000 SF.

B. Project Scope/Objectives

1. General A/E Part One Services: (also known as Design Phase) for this design project includes site visits, field investigation, studies and user interviews to prepare drawings, specifications and cost estimates for all facets of work and disciplines/trades to facilitate a construction project to construct a new multi-story outpatient clinical building for Audiology and other specialty care. The new building will be 14,000 SF which is split between 5,893 SF for Audiology: 5,107 SF for other specialty care and 3,000 SF for common space. New work shall include architectural, civil, structural, plumbing, mechanical, electrical and all such systems and components as may be necessary to construct this new building. The proposed location is along our south fence line just east of the State Veterans Home. The remaining items listed below describe in greater detail certain unique items of scope and special utility system conditions and requirements.

They include, but are not limited to the following:

• Architectural: The new facility shall take into account the historical nature of our existing campus. Provide interior design services in selecting colors and finishes and submit one color board at the 65% submission, one at the 95% submission and three color boards at the completion of the design. As part of the 15% design submission the A/E will present two options/estimates: either a one story building or a two story building along with the pros and cons of each. If a two story building is selected two elevators shall be included, one of which shall go to the roof.

• Structural: Design the structure based on the option chosen after the 15% design submission.

• Building Utility Systems: In general, new utility systems will be required for this building addition. In addition, there are several special utility system conditions and requirements which apply to this project which result in the need for more or less work

SOW - 2

depending upon the system. The following is a brief description of special utility conditions and requirements for this project:

a) Plumbing Water/Waste/Vent: Domestic water is available just north of the site. A sanitary sewer line exists on the south end of B57. The A/E shall determine if it is feasible to tie into this line. If not, another option is to tie into a City of Tucson sewer line under Ajo Way.

The A/E shall prepare a submittal log to be utilized by the Veterans Affairs (VA) during construction period services, maintain a

SOW - 4

Request for Information (RFI) log and provide meeting minutes for weekly construction meetings throughout the duration of construction.

The above paragraphs constitute a basic outline of the work to be accomplished and in no way compromises all the details for design of this project. The A/E shall initiate detailed inspection of the project site to determine the needs and conditions for the design of this project. Copies of the record drawings will be made available to the highest rated A/E firm. The A/E firm will verify the validity of the record drawings prior to the start of design work and conduct site investigations as necessary throughout the design.

The A/E shall be solely responsible for the management, including all associated labor, equipment, materials, mailing costs, and inspection, to meet the requirements of the design project. The A/E shall further provide meeting minutes for all meetings held under the design project.

C. A/E Design Scope, General

The A/E shall utilize VA Form 10-6298 in preparing their proposal. The A/E shall utilize the form several times over in order to show the costs associated with each design submission. The A/E shall develop and provide a complete set of drawings and specifications for bidding and construction contract purposes which meet the previously stated Project Scope/Objectives. The A/E shall also provide limited construction period services as described in this and other sections of the A/E contract. Commissioning using a third-party commissioning agent, hired by the A/E, will be required as part of construction services. The A/E shall begin the design process by meeting with the VA design team. The purpose of these initial meetings is to obtain information for the schematic design and for determination of the project scope as it relates to Prosthetics’ requirements. The remaining portions of this document outline in more detail the specific requirements of the A/E scope of work for this project.

D. Design Submissions The following design submissions will be required:

Preliminary Design submission – 15% Schematic Design submission – 35% Design Development submission – 65% Construction Documents submission – 95% Backcheck Design submission – 100% Final Design submission

Refer to section three, “Design Submissions - Minimum Requirements” and the Program Guide, PG-18-15, Volume C A/E Submission Instructions for Minor and NRM Construction Program located on the VA Technical Information Library (TIL) (SOW Attachment 2) AE Submission Instructions) for more specific information on the requirements for each of these submissions.

Design submissions are to be delivered to the Contracting Officer no later than the dates listed under Section III, Paragraph H of this contract.

E. Design Submission Reviews:

SOW - 5

Each submission (excluding the Final Design submission) will be followed by a VA review period of 21 calendar days. After the review, a submission review meeting at the VAMC will be held with the A/E and VA design team to discuss the results of the review, to resolve issues and to review the requirements and goals for the next design submission.

Design submissions will be reviewed to verify adherence to all contract requirements. Design review comments shall not relieve the contractor from compliance with the terms and conditions of this contract. Design submissions will be required to be re-submitted in full if the basic requirements of the design submission are not met or if the submitted material contains numerous and or serious errors and omissions. Time required to re-submit such submissions shall not be grounds for extending other submission deadlines. The A/E shall resolve and answer all VA design review comments and questions in writing and submit same with the next submission, indicating the response to, or action being taken as a result of the review comment and shall incorporate any such actions in the following design submission.

F. Reproduction of Submission material and Bid Sets The A/E shall reproduce all required design submission materials. These are considered to be a part of the cost of design. The A/E will be reimbursed for these costs. At the completion of design, the A/E shall be required to print up to five (5) construction document bid sets on a reimbursable basis (to be supported by invoice). Note that all bid administration activities will be performed by the VA Contracting office.

G. Other Design Meetings and Design Review Trips In addition to the scheduled formal design submission review meetings, it is expected that the A/E will need to hold other design meetings with the VA Design Team and make other investigative site visits to coordinate and resolve various design issues and to gather information needed for design. It shall be the responsibility of the A/E to request and conduct such meetings and investigative site visits as necessary to meet the requirements of this contract and to provide a quality design and final set of construction documents. For design site investigations, call ahead to the Contracting Officer’s Representative (COR) to obtain access to occupied, locked or concealed spaces. Allow adequate lead-time, where appropriate, to coordinate access to normally occupied functional spaces.

H. A/E Personnel Changes The A/E shall exclusively utilize the key personnel named in the proposal to perform the identified functions and services. In the event that any personnel named in the proposal are unable to perform their duties, the A/E shall promptly submit to the Contracting Officer in writing, the name and qualifications of a proposed replacement with equal or superior qualifications. No substitution shall be made without prior approval of the Contracting Officer.

I. Use of VA As-Built Record Drawings/Site Investigation The COR will assist the A/E in locating and assembling all as-built record drawing information that may be helpful to the A/E in the design of this project after award. However, there is not one single set of as-built drawings which clearly depicts the current conditions as a whole. Rather, there are record drawings of the utility systems. Although the record drawings should be accurate to some extent and be helpful in design, the record drawings cannot be assumed to be accurate and the design must not be based on this information alone. It is expected that all existing conditions information which is important to this design will be verified in the field through site

SOW - 6

investigation. This will include but not limited to measurements of water flow capacity for fire sprinkler system.

J. Construction Budget and Deductive Bid Alternates

I. The A/E shall design this project such that the cost of construction will not exceed the construction budget amount of $12,456,000 and will be responsible to evaluate and determine to what degree this budget can accomplish the scope and priorities stated for this project. This is the amount of funds that will be available to make an award to a general contractor. The construction project is anticipated to be awarded in the fall of 2026. The construction contract will most likely be awarded to a Service Disabled Veteran-Owned Small Business (SDVOSB) through a best value procurement process. A/E cost estimates for the project shall be representative of the cost to make an award to a general contractor for construction and should therefore include such items as overhead and profit of general and sub-contractors. The A/E shall be required to design the project with at least ten percent of the estimated cost/scope of the project identified as deductive bid alternates to provide some flexibility at the time of the construction procurement.

II. SPECIAL & TECHNICAL REQUIREMENTS

A. Design Criteria The A/E shall utilize the VA Planning, Design, and Construction Criteria listed below to the extent applicable for the scope of this project. Any deviation from this criteria shall be noted with an appropriate explanation at the time of design review submittals. With the exception of PG-18-4, Standard Details, all criteria listed below are available to view and download at the VA’s Technical Information Library (TIL) on the internet at http://www.va.gov/facmgt/standard/. B. Drawings and Building Modeling

All drawings shall be accomplished using a 3-D Building Information Modeling system. The Design-Intent Model is the AE’s primary design deliverable to VA. The 2D drawings are derived from the Design-Intent Model. For each sheet represented in the 2D drawing set, there must be one corresponding DWG and one corresponding digital PDF (full-size sheet) with consistent graphical information for both file formats. All deliverables will be appropriately named and stored as described within VA BIM Standard - Drawing Deliverable Requirements (DDR). At a minimum, all elements within the scope of work and within the limits of the construction site or that may be affected by construction must be modeled. VA is vendor neutral in regards to the use of specific authoring software platforms, and accepts parametric software applications that comply with current Industry Foundation Classes (IFC) standards (ISO 16739). However, the current BIM software utilized by this VA is Autodesk Revit 2023 and is the required platform.

Hard copy 2-D drawings shall be plotted on 42” X 30” size drawing sheets. Assure that all information shown on drawings is adequately cross-referenced, clear as to intent, and indicative of owner responsibilities as opposed to Contractor responsibilities. Do not designate references to certain trades typical of subcontractors (refer to "The Contractor" or "The SAVAHCS"). Edit legends to specifically include all required items and to not include extraneous information.

Assure that legends and abbreviation charts specifically state range of applicability. Provide individual legends for individual sheets where it is reasonable to do so. VA Standard Details

SOW - 8

shall be used as a reference in preparing drawing details. Any deviations from VA Standard Details shall be noted to the COR. The A/E shall be responsible to edit all details, whether VA or A/E standard details, to the specific conditions and requirements of this project. Many notes on VA Standard Details are instructional notes to the designer concerning the use of and editing of the detail and should not appear as detail notes on the construction documents.

C. Specifications The project specifications shall be prepared by the A/E from the VA Master Specifications. The A/E shall identify all VA master specification sections applicable to the project, and then edit and tailor the specs to fit the scope of work. If additional specification sections are needed that are not listed in the VA Master Specs, the A/E is responsible to write and edit an appropriate specification section. Assure that items not applicable are not included. Write additional text where needed. When contractor submittals are required in portions of a specification other than the "Submittals" paragraph, place a cross-reference in the "Submittals" paragraph. Remove extraneous information from throughout specification sections, especially in the "Submittals" paragraph. Do not over specify. Assure that product specifications are not proprietary. Include a “Basis of Design” for specified equipment and materials. Include commissioning as part of the specifications.

D. Construction Cost Estimates

Estimates shall be completed using a consolidated database; meaning, estimates that are completed within separate disciplines shall utilize the same format and a single summary shall be provided. Magnitude estimates are not acceptable. Line items shall show quantities and unit prices and break out labor and material separately. Special line items for equipment and subcontracts shall be included to reflect accurate overall estimated bid pricing. Labor rates shall reflect minimum wages required to be paid under the Davis-Bacon Act for the local geographic area. Current Davis-Bacon minimum wage rates are available from the Contracting Officer. The A/E shall use the 34 Division system for estimating to the extent applicable to the project. Any bidding or "design update" contingency shall be identified separately in the line items under mark-up. Construction contingency (for changes during construction) should not be included in the estimate. The bottom line figures shall be escalated as necessary, by the A/E, to reflect expected conditions/costs at the time of bid opening (estimated to be fall of 2026).

E. Submittal Log The A/E shall develop a list of all submittals required by the specifications during construction.

The list shall be grouped by specification section and identify each individual item or groups of items within each specification section. Provide paragraph references for each item. Provide footnotes that identify any chronology or special conditions related to the stated item. Any submittals that are required in more than one section, but only constitute one item, shall be listed with cross-reference. Use the development of the submittal log as a method of quality control for the specifications to assure that submittal requirements are logical and that the products specified do not conflict with information presented on the drawings.

F. Narratives Written narratives shall be used as part of each design submission in addition to drawings, specifications, estimates, and other required items. The narrative should be used to elaborate on and provide an explanation of key design decisions, alternatives, and issues and in general to communicate all information relevant to the design submission which may not be evident to the VA Design team by review of other submission materials alone. The narrative should also

SOW - 9

summarize key information, input and decisions provided to the A/E by the VA Design Team which may have significantly influenced the course and outcome of the design. During the early stages of design, the narrative should especially be used to document in summary form the key issues, objectives, obstacles and alternatives of the project and a logical explanation of why one design choice was made over other alternatives. Any specific construction phasing requirements necessary to maintain Medical Center Operation and to adequately execute construction of the project shall also be addressed as part of the narrative.

G. Project Constructability and Construction Schedule Throughout the design process, the A/E shall consider the constructability of the project as it relates to certain design choices, construction schedule and estimated construction costs. Issues of constructability and how it affects the design of the project should be addressed in design submission narratives.

The A/E shall also be required to establish a preliminary construction schedule indicating the entire length of time estimated for the completion of the construction contract. This schedule shall include pre-construction activities (such as submittals and mobilization), specific construction activities/events, special phasing requirements and final activation of the new space by the VA users. The schedule shall be developed to a level of detail such that the duration of construction activities is measured in weeks. Although a complete and detailed network analysis using the Critical Path Method (CPM) is not required, key relationships between certain construction activities should be indicated.

III. DESIGN SUBMISSIONS - MINIMUM REQUIREMENTS

A. General Requirements There will be four (4) formal design review submittals. The first will be a preliminary submittal (15%). The second will be the schematic design (35%). The third will be the completed design development (65%). The fourth will be at the 95% stage of construction documents. A backcheck submittal will be required prior to printing the final bid sets. Submit review documents and bid documents to the Contracting Officer based on the scheduled durations listed in Section H – ‘Design Schedule’. Assure that adequate quality control and coordination between disciplines has been provided prior to submitting review materials. The purpose of VA design submission reviews is not to provide quality control for the A/E. In each submittal, the A/E shall incorporate the material provided in response to the prior submittal and make revisions in accordance with the comments made at the prior review meeting. The specific requirements listed below for each submission are minimum requirements. The A/E shall be responsible to evaluate the design process and to include all information for design submission reviews which they feel is necessary for the overall successful and timely completion of the project design. Any deviation from the design submissions minimum requirements stated below must be approved by the contracting officer in advance of submission deadlines. The “A/E Submission Instructions”, PG-08-15C, referred to throughout the submission requirements is provided as SOW Attachment 2, as a guide to indicate specifically what items and level of development is expected at each design submission.
