About this file
This document is a Statement of Work for replacing outdated transformers at the St. Albans VA Medical Center in Queens, NY. The project involves replacing two existing pad-mounted transformers (T1 and T2) with new 500 kVA dual-stage transformers that meet UL and DOE 2016 efficiency standards. The work must be completed within 52 weeks, with contractors required to phase the replacement by swapping one transformer at a time to maintain operational continuity, using generator rental backup to ensure continuous power supply.
Key requirements include providing all necessary labor, materials, and equipment, complying with VA master specifications and infection control protocols, and conducting independent third-party testing. The transformers must be custom-built to match existing size and design, ensuring compatibility with current infrastructure. Contractors must submit itemized costs, provide an English-speaking supervisor with at least five years of experience, and follow strict safety regulations. The project aims to modernize the facility's electrical infrastructure, improve reliability, and address critical system deficiencies identified in the Facilities Condition Assessment (FCA).

Justification:
These two transformers at the St Albans VAMC are part of a critical system and have failed. This project would correct and replace this FCA deficiency. The current transformers, T1 and T2, are outdated and may not meet current standards or load requirements. Replacing them with 4160/120/208V, 500 kVA dual-stage transformers will modernize the facility's electrical infrastructure, improve reliability, and enhance performance. Performing these replacements one at a time maintains operational continuity and addresses crucial peak demands.
