4. Statutory Authority Permitting Other Than Full and Open Competition.

FAR 16.505(b)(2)(i)(C) (10 U.S.C. 2304(c)(1)) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.

5. Rationale Justifying Use of Cited Statutory Authority.

The requirement described above necessitates the highly specialized knowledge of a contractor deeply familiar with NAVOCEANO's systems. BAH has provided Cybersecurity support to NAVOCEANO since 2018, and is deep into the process of assisting

The highly specific surge support identified in this requirement’s Performance Work Statement (PWS) has been performed since its inception in 2018 by BAH under task orders (N0018918F0686 and N6230618F0112) placed by Naval Information Forces (NAVIFOR) Command, FLENUMMETOCCEN’s operational TYCOM and NAVOCEANO. Task order N6230618F0112 was competed and awarded off of the Alliant GWAC contract . Task Order N0018918F0686 was awarded off of an IDIQ which has since ended .

It would be impossible for another contractor to step in at this stage without causing significant and crippling delay to the ongoing efforts. BAH is the current contractor that is sufficiently familiar with NAVOCEANO's

BAH's current progress, efficiencies and learning curve would be lost with a new contractor and would delay

Competitive acquisition will be more feasible at a later date,

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practical.

Market research was performed through a review of previous acquisitions for the same or similar services, and discussions with the requiring activity and Technical Point of Contact. The GSA’s Information Technology IDIQ contract, Alliant 2, was a identified as a potential vehicle for the services sought. GSA Alliant 2 GWAC resulted from a competitive procurement and is a multiple award contract (MAC). BAH is an industry partner under the Alliant 2 contract GS00Q09BGD0019.
