About this file
This document is a Single Source or Brand Name Justification for a sole source requirement to renew licenses for the CoStar commercial real estate data and analytics platform. The Department of Agriculture's Farm Production and Conservation division (FPAC) requires access to CoStar's comprehensive property data, market analytics, and lease underwriting information to support their real estate leasing operations. CoStar is the largest and most robust commercial real estate data provider, with capabilities that FPAC has been unable to replicate through other available sources. FPAC publishes an average of 1,200 market analysis reports per year using CoStar data, which is critical for ensuring best value during lease negotiations. The justification outlines CoStar's unique qualifications, the lack of competitive alternatives, and the importance of maintaining access to CoStar's services to support FPAC's mission. The related federal contract opportunity is a solicitation to directly award a purchase order to CoStar for license renewal.

5. Supporting rationale demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
Costar is the largest commercial real estate information and analytics provider in the United States and empowers industry professionals with the most comprehensive data to make decisions with confidence. It is a Market Research Tool, approved by GSA, that provides up-to-date Building Availability and Average Rental Rate for said location.
LAAB has been unable to find any other products that provides the entire scope of information needed. CoStar has purchased other companies that provided free services (e.g. LoopNet).
Source Noice ID: 1830 was published December 2023, and there were no qualified responses.
As a GSA delegated agency, LAAB requires development of a Market Analysis Report for each leasing action (e.g., approximately 1,200 reports per year). LAAB uses information compiled from CoStar as well as comparable USDA lease information to determine the Negotiation Objectives for each lease and extension. The Negotiation Objectives help ensure the best use of taxpayer dollars during the lease negotiation process. LAAB specifically uses the following services in CoStar, but is not limited to those listed below:
Identifying rural agricultural land developments across the county and associated demographic data that may be relevant to policy decisions.
Analyzing market trends including, office/retail vacancies, tenants or businesses that are moving in or out of any given building to understand the commercial real estate market.
This can be done at a national or local level to provide granularity and determine how a specific area is performing relative to the surrounding areas.
Detailed underwriting reports when identifying potential acquisition opportunities for communities or for the companies own real estate assets.
Manage existing office space using market analytics to understand the rents in the area and to ensure that any future lease renewals meet LAAB’s budgetary needs.
Public record built into CoStar allows for easy access to all local municipality records to find information on over 40M parcels nationwide.
GSA requires scoring of all long-term leases prior to award. CoStar provides the average market rent/square feet (sf); market sale price per sf; and market CAP rate which are required when scoring a lease.
LAAB runs approximately 1,000 CoStar reports per year.
Costar Vs Reonomy Perceived Strengths
Coverage of 50M+ Properties True Owner Information
Weaknesses No research, only 147 employees Relies on feeds and public record for CRE data (Costar also includes a public record database in addition to everything mentioned in the previous breakdowns) 50M+ Properties = Parcels, much of it is land o There are not 50M+ properties in the US No Sale or Lease listings Limited Building photos and other details
Costar Vs Crexi Building Records
Crexi is a small company with limited resources and can’t conduct in-depth research whereas Costar has the largest research organization outside of the US Census Bureau.
Crexi relies primarily on data feeds and public record information for their property data.
Costar takes a census level approach to data collection, and we track every commercial property on or off market. Giving our clients the most accurate, up-to-data and verified data. Complete with true ownership info, detailed building characteristics and building level analytics.
Availability With no research staff, Crexi relies on brokers or data feeds for listing information. CoStar clients have access to 1.2M listings, regularly updated, verified and maintained by our research staff. Crexi only has around 400k listings.
Sales Comps Crexi again relies on sale comps only sources from public record which Costar also provides.
With no research, Crexi does not verify or provide the whole story to a transaction – just the recorded price.
CoStar provides verified, researched sale comps, as well as the details behind the sale. The full story behind the transaction allows you to correctly price your own assets or potential acquisitions.
Lease Comps
Crexi gets their lease comps from deals that flow through their platform, so brokers relying on Crexi data are only seeing a fraction of transactions in the market.
CoStar clients get access to over 8.1M lease comps, the most robust transaction database in the industry.
With CoStar, real time, verified leasing data gives you a more complete view of your market.
Allowing you to track leasing activity and ensure you are not overpaying on your rents.
Analytics CoStar’s real time listing data and in-depth property data coupled with 90+ economists, market analysts and quants provide powerful analytical insights.
Crexi’s analytics rely on data isn’t updated as often as CoStar data so base level analytics won’t be as accurate or provide the same level of insight.
6. A description of efforts made to ensure offers are solicited from as many potential sources as is practicable.
Solicitation of Sources Source Notice ID: 1830 was published December 2023 and one response was received. The interested party is management and labor based and is unable to provide Licenses.
Similar requirements are anticipated in the future.
7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Without the requested licenses, LAAB is unable to meet GSA requirements and it would affect the USDA’s Mission to provide program delivery throughout the United States.
8. A description of the market research conducted and the results or a statement of the reason Market Research was not conducted.
Market Research Conducted LAAB contacted other Government personnel who work with Real Property GSA delegated leasing to determine what sources they use to obtain market information. They could not provide an alternative source.
LAAB performed several Google searches and found two competitors Reonomy and Crexi.
Clarifications as to why they cannot provide all services that LAAB requires are listed under Item 5.
9. Any other facts supporting the use of other than full and open competition.
See Item 5
10. A listing of the sources, if any, that expressed a written interest in the acquisition.
RV Global Solutions Inc responded to Notice ID 1830
11. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition if subsequent acquisitions are anticipated.
LAAB will conduct additional market research in the future to determine potential changes to Government requirements or if alternate products are capable of meeting the Government’s needs in a different manner. LAAB will notify CO and/or COR if requirements change or if an alternative product is available.
