About this file
This document is a Brand Name Justification for the procurement of Katalon Studio Enterprise (KSE) and Katalon Runtime Engine (KRE) licenses for the USDA Farmers.gov Systems Team. The Katalon licenses are required to automate testing and provide faster paths to production releases, which will save time and reduce the risk of bugs in the production environment. The justification notes that using Katalon is the only solution that meets the government's needs, as it is the only U.S.-based SAM-registered vendor that offers the required TestOps integration capabilities. The contract is expected to be awarded through the NASA SEWP contract vehicle, with the licenses expiring on 6/23/2024 and the government seeking to renew for the 6/24/2024 to 6/23/2025 period of performance. The justification cites the need to maintain relationships with business owners and avoid delays to planned commitments if an alternative solution were used. It also notes that the pricing is based on pre-negotiated fair and reasonable rates under the SEWP contract.

3. A learning curve will have to take place with the current resources if Farmers.gov uses an automated testing software other than Katalon OR resources procured who have experience with Katalon. Both options are time consuming and adds expense for Farmers.gov
4. Using another automated testing software other than Katalon would cause Farmers.gov to miss planned commitments and agreements with business owners (FSA & NRCS) identified during Program Increment (PI) Planning. If commitments our missed, Farmers.gov overall development velocity and schedule will be negatively impacted, and equally as important, relationships with business owners will be adversely affected
5. There is a short window to procure Katalon licenses for Farmers.gov because the licenses will expire on 6/23/2024. Farmers.gov seeks to renew the licenses for the upcoming period of performance of 6/24/24 to 6/23/2025.
SEWP shows there is at least one authorized reseller for the Katalon licenses that is a small business.
6. Katalon TestOps is specific and peculiar to Katalon and is not found or utilized with other automated testing platforms. This is only software of this nature that meets the governments need for automated testing software.
6. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Price reasonableness will be based on competitive pricing from multiple vendors under NASA SEWP. The awarded delivery order prices are based off the pre-negotiated prices that were determined to be fair and reasonable at the conception of the award through price analysis techniques conducted in accordance with FAR 15.305(a)(1).
7. Any other facts to support the justification.
NA
8. A statement of actions, if any, the agency may take to remove or overcome any barriers to competition if subsequent acquisitions are anticipated.
