About this file

This document is a limited source justification from the United States Department of Agriculture for the procurement of a Sokkia GPS survey system. The National Resources Conservation Service office in Bangor, Maine requires a base and rover survey GPS system to provide ground surveys for design, layout, and monitoring of conservation practices. Due to limited cell phone coverage in the area, an RTK system is needed based on the Sokkia GRX3 receivers which run Magnet software. A local Sokkia service provider can perform expedited maintenance and repairs, significantly reducing downtime compared to shipping equipment elsewhere for service. Market research identified three Sokkia dealers in SAM.gov interested in providing quotes. The related solicitation is for the Sokkia GPS survey equipment and software for the NRCS Maine office.

Control No. FY 23-FPAC-Justification_081

United States Department of Agriculture Limited Source/Brand Name Justification

FAR 13.106-1(b)(1) – Simplified Acquisitions

1. Identification of the agency and the contracting activity.

USDA- NRCS State Office, 967 Illinois Ave., Ste 3, Bangor, ME 04401

2. Description of supply or service required to meet the agency’s needs.

NRCS in Bangor, Maine has requirement to replace their existing and obsolete survey GPS system. Survey equipment is needed to provide ground surveys for design, layout, & monitoring of conservation practices. The necessary system must be base and rover due to limited cellphone coverage. NRCS requires a Survey GPS GNSS RTK system based on the Sokkia GRX3 receivers which run Magnet software. Sokkia supplier and service centers are located closer to the Bangor, ME NRCS, which reduces downtime.

3. The rationale or circumstances for limiting competition.

NRCS in Maine has used Topcon survey equipment in the past, however the local equipment service provider is no longer capable of servicing existing equipment. Any repairs to Topcon equipment need to be shipped to a regional service center, which results in a 2-to-3-month delay and additional shipping costs. Operational equipment that can undergo expedited maintenance and repair service is critical to NRCS conservation work.

Local Sokkia equipment service contractors are in-state and perform services in an expedited manner. By procuring Sokkia equipment, the local servicing options significantly reduce downtime and shipping costs. The Sokkia equipment utilizes the same software on existing equipment, thus additional training for government personnel is not needed.

NRCS – Bangor procured Sokkia equipment in FY 2022 (12FPC422P0095) and the Brand Name justification for that purchase was approved on August 23, 2022 (12FPC422Q0028).

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

A search of GSA Advantage readily identified one contractor that provides Sokkia GRX3s. In order to ascertain if the field computer and necessary software are available through GSA, a sources sought was posted on July 5, 2023. There was one response from a large business (Topcon Positioning Systems Inc.).

A sources sought was also posted to SAM.gov and no responses were received.

Sokkia dealers located through the Sokkia site revealed 3 contractors who are registered in SAM.gov.

All three contractors indicated they were interested in providing quotes for the equipment and software.

Two of these contractors have expired SAM registrations, but both stated they would update SAM so they are eligible for award.

5. Estimated price, including all options, if applicable.
