About this file

This is a Limited Sources Justification for a federal emergency construction services procurement under FAR Part 8.405-6. The Department of Veterans Affairs, VISN 17, South Texas Veterans Health Care System (STVHCS) is seeking emergency construction services to repair damage to the North Texas VA Medical Center caused by an internal water leak resulting from severe freezing temperatures in Texas on or around January 27, 2026. The estimated contract value is $372,946.00, and the proposed contractor is Warrior Dynamics, located at 606 Mockingbird Street, Bonham, Texas 75418 (phone: 403-422-7699). The requirement is being placed as a delivery order or task order on an existing contract.

The justification is based on FAR 8.405-6(a)(1)(A), which addresses urgent and compelling need resulting in unacceptable delays if normal ordering procedures were followed. The widespread water damage has significantly impacted VA operations and patient care, necessitating immediate repair execution. Market research was conducted using the VA Streamlined Market Research Report Template per VHAPG Part 810.001 and FAR Part 10, with the engineering team selecting the closest and most available contractor willing to begin work immediately. The document is signed by Horacio Fernandez, Senior Contract Specialist with Network Contracting Office 17, dated January 31, 2026, and approved by Jennifer Parker, Branch Chief, confirming the justification meets requirements for other than full and open competition under the $750,000 threshold.
