DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-24-AP-0101

1. Contracting Activity: Department of Veterans Affairs, VISN 06, on behalf of Durham VA Medical Center; 2237# 558-24-1-122-0020

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The

Durham VAMC is requesting (1) Artec Leo 3D Scanner, to build biological structures such as custom defect fit structural bone grafting for orthopaedics and OMFS/dental, vascular tissue, and other living tissue for initial research and for downstream clinical translation. Total Estimated Cost:

$43,588.10.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Artec 3D scanners: In keeping with the VHA’s mission to enhance veteran care with patient-matched solutions, the Artec battery-powered portable 3D scanner and associate software is necessary to create large custom prosthetics. The Artec scanners does this by obtaining high resolution scan of the veteran’s arm or leg in under 5 minutes. Then, it converts the scan to a 3D model to guide printing of a perfectly fitted orthosis/prosthetic. The scanner will also be used to create external breast prostheses for breast cancer patients, matched to the contralateral breast or to the affected breast pre-mastectomy. The scanner will be used for rapid dental modeling versus the traditional plaster modeling. This scanner is compatible with the BioAssemblyBot400 3D printer that is currently in use. The Artec Leo 3D Scanner is the only totally portable, battery-powered 3D Scanner on the market, and a proven fit for this specific purpose at the Durham VAMC. The acquisition of this scanner is essential to the Durham VAMC, due to the frequent traveling to and from veteran patient rooms daily.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted on VetCert using NAICS code 339113, producing 871 results. No results were produced using the mandatory sites NSSL and NAC. GSA resulted one (1) contract under schedule with Computer and Peripherals Group, INC. (small business) - MAS/333249, contract # GS- 35F-0211Y. FPDS provided two (2) results for the same company (Computer and Peripherals Group, INC- small business). Trimech Solutions, LLC. (large business) and Computer and Peripherals Group, INC. (small business) are capable in fulfilling this requirement. Also, there were no SDVOSB’s who could fulfill this requirement and the VA Rule of two could not be met. It has been determined that the required service and the needs of the Government can be met by items customarily available in the commercial marketplace without modification. Based on the above information, the Contracting Officer believes that the most advantageous acquisition strategy for the government is to pursue an unrestricted firm-fixed-price award, via open-market in accordance with FAR 13.
