STATEMENT OF WORK – DRAFT

Naval Oceanographic Office – Autonomous Electro-Magnetic Current Velocity Profiler

28 December 2020

1. Item

Conductivity, Temperature, Depth (CTD), Currents Autonomous Electro-Magnetic Current Velocity Profiler.

2. Description

An autonomous underwater electro-magnetic profiler must be capable of operating in the open sea and providing underwater profile salinity, temperature, pressure and current measurements. The main carbon fiber housing of the profiler encloses the batteries, circuit boards, satellite transmitter, and all other pertinent electronics. Internally, the electromagnetic subsystem has a compass, accelerometers, magnetometers, and a processor to measure velocity components relative to depth. The primary function of the subsurface profiler is to provide a platform that has the capability to drift at a depth where the profiler is neutrally buoyant and cycles vertically from an operator-specified depth to the surface, then returns to an operator-specified depth on a programmable schedule. The profiler will telemeter oceanographic current velocity, temperature, salinity, and pressure profile data via Iridium satellite communications.

3. Scope

The objective is to procure autonomous profilers capable of performing operational oceanographic data collection. The profilers must collect and send water current velocity, temperature, salinity, and pressure data at high vertical resolution throughout the water column.

4. Period of Performance

The proposed performance period for this indefinite delivery indefinite quantity contract is one (1) base year and one (1) option year.

5. Profiler Comprehensive Salient Characteristics

5.1. Pre-deployment

5.1.1. The current velocity profiler must be capable of being stored in a climate-controlled warehouse or aboard U. S. Navy vessels for at least 1 year.

5.1.2. Each individual profiler must be pre-ballasted for a specified area of the ocean before delivery.

Potential deployment areas include, but are not necessarily limited to, the South China Sea, the Mediterranean Sea basins, and low-density inland seas. The user must be able to specify various depth-sampling intervals for different areas of the ocean.

5.1.3. The current velocity profiler must be capable of running self-diagnostic tests initiated by the user.

5.1.4. The current velocity profiler must be capable of being re-programmed to change operating parameters at the user's facility. The profiler must also include the capability to connect directly to a government laptop in an approved manner.

The following specifications will be provided by NAVOCEANO if a solicitation is issued:

Depth settings and sampling frequencies Data formats

Ballasting specifications

5.1.5. The vendor must provide any necessary software and software updates to the U. S. Navy no later than delivery of the profiler for decoding the transmitted data stream as Government Off-the- Shelf (GOTS) software, applying calibration coefficients, and producing an output file containing: temperature (C), pressure (dbar), conductivity (S/m), salinity (PSU), current velocity measurements, and positional information.

5.1.6. All source code must be included as GOTS software. This software must be compatible with the Red Hat Enterprise 7 (or later) Linux operating system for a PC, and the software must be delivered to run on a DOD system as a single, specific, non-privileged user. Root privileges must not be required to execute or build the software and the software must use relative paths. The software must be directly supplied to the U. S. Navy and be DISA Security Technical Implementation Guides (STIG) compliant (reference https://iase.disa.mil/stigs/Pages/index.aspx).

5.1.7. The vendor must provide a digital copy of any pre-deployment, deployment, testing, operational software, and user guide technical specifications (including ballasting and calibration details) with each delivery order.

5.1.8. The vendor must provide a basic user-friendly software utility to perform mission parameter verification checks and notifications prior to posting the commands for implementation. The utility should run on a Windows and Linux platform. The output should indicate whether the mission parameters are accepted or rejected, and if rejected, which parameter values were responsible.

5.2. Deployment

5.2.1. The current velocity profiler must be an instrument capable of operating in the open sea and providing underwater profile measurements of current velocity, salinity, temperature, and pressure.

5.2.2. The current velocity profiler data must be routed directly to NAVOCEANO after deployment.

After the user has activated the EM profiler platform, the manufacturer must not collect, nor process, nor archive any of the data.

5.3. Performance

5.3.1. Upon demand, either alkaline or lithium-thionyl chloride (Li-SOCl2) will be specified as the power source for each individual profiling float. When alkaline is specified, the profiling float unit must not contain any lithium power source(s).

5.3.2. The vendor must also provide the proper Material Safety Data Sheet (MSDS) containing, but not limited to hazardous ingredients descriptions, the number of watt-hours, and required transport/shipping information for float units containing a lithium power source.

5.3.3. The current velocity profiler must be capable of operating unattended for at least 150 profiles to a depth of at least 1,200 meters at pre-programmed or operator-specified intervals.

5.3.4. The current velocity profiler must be capable of collecting data according to a user-approved sampling interval (spot-samples) or in a continuous, high-resolution mode.

5.3.5. The Short Burst Data Iridium current velocity profiler must be capable of being commanded to remain at surface and to transmit position until instructed to resume normal operating cycle.

5.3.6. The current velocity profiler must be capable of collecting data from multiple profiling cycles in less than 24 hours.

5.3.7. The current velocity profiler must be capable of obtaining the first profile independent of the user-specified park and profile cycle interval.

5.3.8. The current velocity profiler must be equipped with a Conductivity Temperature Depth (CTD) module as recognized and approved by the international Argo Program.

5.3.9. The current velocity profiler must be capable of automatic pressure activation.

5.3.10. The current velocity profiler must be capable of operating over a water density range of at least 10 sigma-t.

5.3.11. The current velocity profiler current velocity measurements must be accurate to at least 2 cm/sec.

5.3.12. The current velocity profiler must support in-water operations from sea state 0 degrees through sea state 6 degrees as per the International Sea and Swell scale.

5.4. Communications

5.4.1. The autonomous electro-magnetic current profiler must report through the DoD Defense Information Systems Network (DISN) Enhanced Mobile Satellite Services (EMSS) for data dissemination and platform position determination. The EM-APEX profiler must use a GPS receiver for position determination. The vendor’s IMEI must be DoD-approved and not a commercial IMEI and must transmit data via the DoD EMSS Gateway. The vendor must provide the same IMEI to the U.S. Navy for activation and provisioning by the U.S. Navy as necessary.

5.4.2. The Iridium current profiler must be capable of reporting detailed engineering data (including all necessary parameters to control and troubleshoot the current profiler especially in shallow water operations), along with the current velocity data to U.S. Navy servers.

5.4.3. The Iridium remote control commands must include the ability to, at a minimum, and while they are operational at sea:

Modify the park/drift depth Modify the amount of time spent at the specified park/drift depth Modify the ascent rate Modify the park/drift pressure sampling rate Receive a file over air containing commands that will change the settings of the current velocity profiler operating parameters.

Be capable of being re-programmed after delivery to communicate current, temperature, and salinity data as well as engineering information from the surface more than once within 24 hours to accommodate shallow-water and rapid-cycle operations.

5.4.4. Federal Information Processing Standard (FIPS) 140-2, Level 1 encryption will be a required capability for individual profiling floats. All float vehicles must comply with the following cybersecurity policies and guidance to ensure the protection of U. S. Navy unmanned systems:
