About this file
This is a Single Source Justification document for a federal contract award under the Simplified Acquisition Threshold (SAT). The Department of Veterans Affairs, VISN 22, Loma Linda Medical Center, seeks to procure the Zoll Defibrillator Dashboard Software Upgrade for existing licenses and subscriptions to support continued patient care operations. The estimated contract value is $35,100.00, with the acquisition plan action ID 36C262-26-AP-6553 and purchase request number 605-26-3-077-0397.
The contracting officer justifies the single source award to Zoll Medical Corporation, the original equipment manufacturer (OEM), based on exclusive proprietary licensing agreements and technology constraints that render alternative products incompatible with existing equipment and potentially void warranties. Market research conducted via RFI 36C262260320 posted on January 28, 2026, identified one Service-Disabled Veteran-Owned Small Business (SDVOSB) proposing a Japanese software alternative (Asahi Kaisei), though an SBA Dynamic database query identified 996 SDVOSB/VOSB vendors by applicable NAICS code 513210. Despite this availability, the contracting officer determined that exclusive licensing agreements, urgency, and time constraints necessitate sole source procurement to Zoll Medical in accordance with FAR Part 12. The justification was digitally signed by Anette Doan on July 10, 2026, at 09:31 UTC.

Single Source Justification for MPT up to SAT
Revision: 02 Effective Date: 12/30/2025 Page 1 of 2 Acquisition ID#
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C262-26-AP-6553
1. Contracting Activity: Department of Veterans Affairs, VISN 22, in Loma Linda Medical
Center, seeks to procure the supplies / services listed in purchase request 605-26-3-077-0397 for the VA Loma Linda Healthcare System
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount:
VA Loma Linda Healthcare System requires the Zoll Defibrillator Dashboard Software Upgrade for existing licenses inventory and subscriptions for continued patient care support.
Estimated cost is $35,100.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Due to exclusive licensing agreements of proprietary software / technology, urgency, time constraints, and item being unique to one manufacturer, Zoll Medical Corporation – the original equipment manufacturer (OEM); use of any other product(s) would be incompatible, void warranties, and render vital medical equipment useless. Purchase is in accordance with FAR Part 12. Circumstances of contract action deem only one source reasonably available based on exclusive licensing agreements of proprietary software / technology, and time constraints, and no other supplies or services will meet agency need.
4. Description of market research conducted and results or statement why it was not conducted:
RFI 36C26226Q0320 posted on 1/28/2026 returned 1 SDVOSB proposing a Japanese software, Asahi Kaisei. However, results of SBA Dynamic database query by applicable NAICS code 513210 identified 996 SDVOSB / VOSB vendors. Due to exclusive licensing agreements of proprietary software / technology, the contracting officer determined circumstances of contract action deem only one source reasonably available due exclusive licensing agreements of proprietary software / technology, urgency, time constraints, and no other supplies or services will meet agency need. CO recommends sole source to Zoll Medical, OEM IAW FAR Part 12.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief, and the price offered is determined to be fair and reasonable.
