VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C24622AP4290
1. Contracting Activity: The Department of Veterans Affairs, NCO 06, Hampton Medical Center.
Purchase Request Number: 637-22-3-996-0217
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Charles George, VA Medical Center has an urgent and compelling requirement for a Sonomed Vumax is a A-Scan/UBM (glaucoma tool) combined Imaging System used by the Ophthalmology Clinic to conduct daily A-Scan procedures and preform cataract surgeries.
Estimated Value: $36,455.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The OEM Sonomed Vumax is currently being utilized in the eye clinic and is no longer operable. The facility finds the OEM Sonomed reliable as they had beyond life expectancy and one that is Diacom capable would ease the viewing capabilities in patient care area or OR. The staff is familiar with the OEM equipment and has utilized the equipment which will eliminate the training requirement of a new equipment.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research indicates that the OEM Sonomed Escalon has identified One (1) SDVOSB and Two
(2) SB’s authorized distributors for the VUMAX Ultrasound Machine. While conducting market research the facility had contacted the contracting to inform them that they were working on routing a request to have this requirement upgraded to an emergency due to the current VUMAX being used at the facility to conduct daily cataract procedures and surgeries and has broken down resulting in patient care to be either post pone, referred out or cancelled. Due to the urgency of need and to limit the amount of additional cost to refer patient care off station for care. With not being able to meet the Rulue of Two it has been determined that it is in the best interest of the government to process this requirement as a SB Set-aside IAW FAR 6.302-2 and FAR 19.502-2.
