About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the procurement of 33 Meta Quest 3 virtual reality headsets and accessories. The Department of Veterans Affairs (VA) Office of Healthcare, Innovation, and Learning (OHIL) has a requirement for these VR headsets to conduct VA Firearm Safety Training under an existing Performance-Based Task Order (36C10B21N10150056). The training software was developed to be immersive and optimized for the Meta Quest 3 device. The statutory authority cited is FAR 6.302-1(c) for brand name acquisitions, as the application is configured specifically for the Meta Quest 3. Market research identified four authorized resellers for the Meta devices, and the VA contacted these vendors to obtain pricing information. The Contracting Officer will determine the pricing to be fair and reasonable prior to award. Future procurements are anticipated to enable the use of multiple VR devices to meet the agency's requirements.
