About this file
This document is a Single Source Justification form for a Department of Veterans Affairs (VA) procurement of specialized firefighting equipment. The VA Finger Lakes Healthcare System in Bath, NY seeks to purchase five sets of Honeywell HFRP Tail Coat and Tail Pant structural firefighting gear for newly hired fire department personnel, with an estimated total cost of $22,994.15. The justification for single-source procurement centers on safety and operational consistency, emphasizing that the Honeywell brand is currently used by the Bath VA Fire Department and offers unique safety features like an integrated repelling harness.
The procurement document includes detailed market research across multiple platforms including FPDS, GSA, SBA, SAM, and ADDSUP, which revealed no alternative vendors for the specific gear requirements. The VA conducted searches using various keywords and NAICS codes, finding a few potential vendors but no ideal alternatives to Honeywell. The justification highlights that standardizing on one brand can be critical in emergency situations, as consistent gear reduces potential confusion and ensures predictable fit and function for firefighters. The procurement is being conducted under Simplified Acquisition Procedures and will be executed by Contracting Officer Corey Swinton, with an effective date of 11/15/2024.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 2, VA Finger Lakes
Healthcare System, VAMC 76 Veterans Avenue, Bath, NY 14810, Fire Department
2237: 528-25-3-6881-0098
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The purpose of this requirement is to outfit five (5) newly hired fire department personnel with the National Fire Protection Association (NFPA) 1971-compliant turnout gear, ensuring they are equipped with structural firefighting protective garments that meet the highest industry standards for thermal protection, durability, and mobility.
Five (5) each Honeywell HFRP Tail Coat (Structural Firefighting Coat) – Brand Name:
NYBATM00021 / NY23614NYBATM
Five (5) each HFRP Tail Pant – (Structural Firefighting Pant) Brand Name:
NYBATM00022 / NY23614NYBATM
Estimated amount: $22,994.15
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Due to operational and safety concerns we are requesting the Brand Name purchase of Honeywell turnout gear for the five (5) newly hired fire department personnel. The Honeywell brand is currently what is used by the Bath VA Fire Department.
Structural turnout gear has nuances that vary between manufactures even though the materials may be the same. The gear may move and fit differently because of the way it is manufactured. Having a predictable fit and function ensures there is no awkward mismatches that could slow a firefighter down during a call.
The current Honeywell gear in use has an integrated repelling harness built in for safety and use of rapidly escaping a dangerous environment by going through a second story or higher window. Other brand’s harness system poses a safety concern with the option not being built in into the gear. For example, the external exposure of leg loops to support a harness system increase chance for the firefighter to get entangled in a fire.

It is important that every firefighter has the exact same setup for all their gear, primary and backup. In an emergency situation, even small inconsistencies between different brands can cost precious seconds-so standardizing on one brand can be a life-saving decision. Also, sticking to the brand Honeywell would streamline training. All firefighters learn the same gear operation which reduces confusion under stressful situations.
