About this file
This is a Limited Sources Justification document for a federal supply schedule delivery order issued by the Department of Veterans Affairs, Network Contracting Office 09 in support of James H. Quillen VA Medical Center in Mountain Home, Tennessee.
The acquisition (ID: 36C249-26-AP-1822) is a firm-fixed-price delivery order under the Multiple-Award Schedule Program for the procurement of brand-name Stryker ProCuity ZX hospital beds equipped with Isolibrium and Secure Connect technology, along with 9-year service maintenance. The beds are specifically engineered for the Medical-Surgical department and include key features such as a 500-pound safe working load, three-position siderails, integrated bed scales, iBed Watch technology, wireless capabilities, built-in pump holders, accessory outlets, centrally located brake pedal, nurse call interface, and bed extender. The performance period extends from June 22, 2026, through June 21, 2036, comprising a base year and nine option years. The justification cites GSAR 538.7104-3(b)(1)(ii) as the primary authority, asserting that only one source is capable of providing the supplies at the required quality level due to unique and highly specialized features proprietary to Stryker. Market research conducted via GSA eBuy from May 10-13, 2026, as a "brand name or equal" solicitation resulted in a question from Hill-Rom regarding proprietary features including foot-of-bed electronic controls, adaptive bed exit algorithms, and microclimate management, prompting the facility to re-evaluate and determine that restrictive specifications are essential for operational requirements. The procurement will be conducted as a brand-name-only requirement available exclusively to FSS contract holders, with quotes evaluated using Lowest Price Technically Acceptable methodology.

GSAR 538.7104-3(b)(1)(i): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:
GSAR 538.7104-3(b)(1)(ii): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

GSAR 538.7104-4: Items peculiar to one manufacturer:
A patent, copyright or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
(5) Describe Why You Believe the Order Represents the Best Value consistent with GSAR 538.7102-2(b)(4) to aid the contracting officer in making this best value determination: By investing in Stryker ProCuity ZX beds, the government is choosing equipment that not only meets but exceeds industry standards for patient safety. These advanced features are proven to minimize falls, pressure injuries, and other adverse events, ultimately resulting in better patient outcomes, decreased length of stay, and cost savings from reduced complications and liability. This best-in-class technology reflects wise stewardship of government resources by improving the safety and quality of care for Veterans. The Request for Quote (RFQ) will be issued and openly competed among all GSA contract holders as a brand name only solicitation. Quotes will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology to ensure the best value for the government.
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.
A Request for Quote (RFQ) was posted in GSA eBuy from 05/10/2026 through 05/13/2026 as brand name or equal hospital beds. During the solicitation period, a question was received from Hill-Rom regarding the salient characteristics, specifically foot-of-bed electronic controls, adaptive bed exit algorithms, side-rail ergonomics, standalone use, microclimate management, and integration with Vocera Smart Badges.
These features are proprietary to Stryker.
Following this inquiry, the facility re-evaluated the salient characteristics and determined that the restrictive specifications are essential for operational requirements. Accordingly, this procurement will be conducted in GSA eBuy as a brand-name-only requirement, available exclusively to FSS contract holders.
(7) Any Other Facts Supporting Justification: The offeror is required to complete and adhere to the requirements set forth in VAAR 852.219-75 and VAAR 852.219-76.
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: In the future, if another vendor becomes authorized
GSAR 538.7104-3 Sole Source Justifications Page 4 of 5 to provide the required products and possess an active FSS contract for these items, their qualification will be assessed accordingly.
(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, is accurate and complete to the best of my knowledge. I understand that processing of these limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by GSAR Subpart 538.71.
