About this file

This document is a Justification for Single Source Award from the Department of Veterans Affairs for the procurement of Steris Amsco 400 Steam Sterilizers for the VA Sierra Nevada Healthcare System (VASNHCS). The single-source justification is for brand-name medical sterilization equipment with a total estimated value that is redacted, to be used for cleaning and sterilizing surgical and medical equipment across multiple departments. The Steris Amsco 400 Series 60" Medium Steam Sterilizer has unique characteristics including a high-capacity chamber validated to sterilize up to 15 instrument trays, 12 programmable cycles, a 15-year warranty, and an ergonomic design.

Extensive market research was conducted across multiple platforms including GSA Advantage, SAM.gov, FPDS, and others. A sources sought notice was published from 07/25/2025 to 07/31/2025, and an informal market research inquiry was sent to Steris Corporation. The research confirmed that the sterilizers are manufactured in Mexico and have three authorized distributors. No alternative domestic items were found, and the Contracting Officer determined that a brand-name small business set-aside on the open market is appropriate. The procurement will leverage the existing Steris maintenance contract, compatibility with ancillary equipment, and staff's familiarity with the equipment to justify the single-source selection.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C261-25-AP-4249 JOFOC Tracker ID: FY25 - NCO 21 - 1863

1. Contracting Activity: Department of Veterans Affairs, NCO 21 on behalf of VISN

21, VA Sierra Nevada Healthcare System (VASNHCS) at 975 Kirman Ave, Reno

NV 89502.

2237: 654-25-3-055-0152

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The requested action is for a brand name procurement of the Steris Amsco 400 Steam Sterilizer at VASNHCS. These sterilizers will be used to clean/sterilize surgical and medical equipment in use at multiple departments on site.

Estimated Value

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Medium Steam Sterilizer features a high capacity chamber that has been validated to sterilize up to 15 25lb instrument trays. 12 programmable cycles include Prevac 4+1, Gravity and Liquids. Cycle names are customizable. The chamber is constructed of solid 316L stainless steel and carries a 15 year warranty. The pressure vessel has a full jacket design to minimize the formation of excess condensation on the chamber interior. Steam activated gasket requires no lubrication and is warranted for 2 years. The unique door design features a patented singlehand, low-effort handle that makes operating easier on the user. The enhanced display is located at an ergonomic height and features a large cycle countdown visible from 15 feet away.

There is pre-existing Steris ancillary equipment that the new sterilizers will need to be compatible with, as well as an ongoing maintenance contract that would be voided with another brand of sterilizer. Staff on site is already trained on Steris equipment. Refitting the space and going with another manufacturer would cause a burden on the Government and its stakeholders.

esponded on 07/30/2025 with a capability statement and authorization letter. also responded with a capability statement and authorization letter on 07/31/2025. No alternative domestic items were offered.
