About this file

This document is a Justification for Single Source Awards for a federal contract opportunity. The Department of Veterans Affairs, Network Contracting Office 01, located in Augusta, Maine, has a requirement for Olympus nCare connected medical recorders that capture full-HD images and videos and interface with VA's Computerized Patient Records System (CPRS) and Vista Imaging. The estimated value of the contract is $40,157.20. Olympus is the sole provider of the nCare devices and associated licenses required to integrate with the VA's systems, and there are no other vendors that can meet this requirement. The contracting officer has certified this as a sole source award under FAR 13.106-1(b). The related federal contract opportunity, Solicitation Number 36C24124Q0753, is a notice of intent to award a sole source contract to Olympus America Inc. for the required DICOM Vaultstream Interfaces and Content Management Licenses. The Government is providing public notice of its intent and is open to receiving evidence that competition may be advantageous, but this is not a request for proposals.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1

For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($2S0K)

Acquisition Plan Action ID: 36C241-24-AP-4239

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 01, located at 1 VA

Center, Augusta ME, in support of VISN 01 VA Boston Health Care System at 1400 VFW Parkway, West Roxbury MA 02132-4927.

2237: 523-24-3-7821-0096

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Olympus nCare are connected medical recorders that captures full-HD images and videos from up to two surgical devices simultaneously. This reliably and securely connects clinicians with the critical visual information they need at any time. These devices are utilized by ENT and Speech Pathology. Currently, only a select few devices can pull CPRS (Computerized Patient Records System) orders from the modality worklist and send exams directly to Vista Imaging. These licenses would cover adding more devices to the worklist/DICOM (Digital Imaging and Communications in Medicine) transfer workflow.

This workflow reduces user errors and ensures the exams are received into CPRS.

Estimated Amount: $40,157.20

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Olympus is the sole provider of the nCare devices and associated licenses to interface with VA CPRS and Vista Imaging. There are no VOSBs/SDVOSBs that can provide this equipment and licenses. A Sole Source Letter was provided by the Original Equipment Manufacturer

(OEM) Olympus.

4. Description of market research conducted and results or statement why it was not conducted:

A query of the SBA VetCert database using NAICS 339112 returned 654 results with no other search parameters available. A DSBS search using NAICS 339112 and keyword "Vaultstream" did not provide any results. I queried the GSA elibrary using keyword "Olympus" and returned 1 result, FSS

36F79721D0168, however the required item did not appear to be listed on the contract. A query of

FPDS using keywords "nCare" returned 15 results. Original Equipment Manufacturer (OEM) Olympus

America Inc. provided a "Sole Source Letter" and email identifying they are the exclusive authorized distributor for this item. The Rule of Two cannot be met because there is only one authorized vendor.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1{b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief
