About this file

This document is a Single Source Justification for a simplified acquisition of 16 Midmark barrier-free patient examining chairs for the Edith Nourse Rogers Memorial Veterans Hospital in Bedford, MA. The justification cites the need to maintain consistency with the existing fleet of Midmark equipment used at the facility, as well as the availability and compatibility of Midmark accessories. Market research was conducted across various government procurement platforms, but only Midmark was identified as a suitable single source.

The related federal contract opportunity is a Request for Quotation (RFQ) for the 16 Midmark barrier-free examining chairs, with an NAICS code of 339113 and a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Quotes are due by May 8, 2024, and award will be made to the most advantageous offer based on price, technical acceptability, delivery, and past performance. The total estimated value is not provided.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($2S0K)

Acquisition Plan Action ID: 36C241-24-AP-3308

• Contracting Activity: NCO 1 / RPO East Contracting Office on behalf of the Edith Nourse Rogers Memorial Veterans Hospital, 200 Springs Road, Bedford, MA Medical Center; 518-24-3-7077-0014.

• Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Procurement, delivery, unboxing, construction, and placement of 16 patient examining tables.

Estimated amount:-

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Edith Nourse Rogers Memorial Veterans Hospital (Bedford VAMC) is requesting the procurement of 15 patient examining tables to replace equipment that is end-of-life.

Specifically, Midmark model 626-001 barrier-free examining chairs are being requested for this requirement, due to their current use within the facility, their high level of adjustability, and their availability of accessories such as drop-down wheels, stirrups, and paper roll holder.

The current fleet of patient examining tables at the Bedford VAMC are all Midmark-manufactured tables. Ordering examination tables from a new manufacturer would require unnecessary training of end-users and would require a new relationship be formed for service, repairs, and other requests.

4. Description of market research conducted and results or statement why it was not conducted: A search was conducted on DSBS with keyword "exam chairs" and one Tier 1 vendor was identified.

An additional search on dsbs with keyword "Midmark" was conducted and one Tier 1 vendor was identified. A search was conducted on Sam.gov with NAICS code 339113 and 1,000+ Tier 1 vendors were identified. A further search was conducted on FPDS with keywords "barrier free exam tables" and 10+ vendors were identified. An additional search was conducted on SCMC with keyword "Midmark" and 7 vendors were identified who hold FSS contracts. Finally, a search was conducted on GSA Advantage with keyword "Midmark" and 3 Tier 1 vendors were identified.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1{b}. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
