About this file

This document is a justification for a single source award over the micro-purchase threshold but not exceeding $250,000. The Department of Veterans Affairs, Network Contracting Office 21 on behalf of the VA San Francisco Medical Center requires an Ascom Unite/Telligence nurse call system for a newly renovated wing in the amount of $38,846. The incumbent contractor, Rab-Com Limited, recently completed renovations on site and is familiar with the facility's needs. Installing a compatible system is necessary to ensure patient safety as the current system is incompatible with the hospital-wide system. Issuing a new solicitation would delay installation and be detrimental to patient care. Market research of FPDS data showed two similar recent nurse call system awards to the same vendors for comparable pricing, supporting price reasonableness. The contracting officer certified that the single source award is in accordance with FAR 13.106-1.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C261-23-AP-2970

Contracting Activity: Department of Veterans Affairs, NCO 21 on behalf of VISN 21, VA San Francisco Medical Center, 4150 Clement Street, San Francisco, CA 94121

PR: 662-23-3-096-0241

Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Ascom

Unite/Telligence, Nurse Call System –

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This action is an emergency out of scope modification of 36C26121P1621 which sole sources emergency added work directly to Rab-Com Limited. Ongoing renovations on the current contract are recently complete; however, the installed Nurse call or code blue system is not compatible with the current hospital wide system. The Ascom Unite/Telligence system will need to be installed. This action is out of scope of the original contract, but it is necessary to swiftly procure this system in order to secure patient safety. The newly renovated wing is inoperable without a nurse call system, there is no way to call out medical emergencies. Patient care is critically affected. It is necessary to sole source this action to the incumbent contractor, RAB-COM Limited. The contractor is well acquainted with the station’s needs and has already performed the renovations on site and is aware of the Station’s needs. The amount of time needed to construct a solicitation and award a new contract would be detrimental to patient care and in opposition of VA’s mission.

Description of market research conducted and results or statement why it was not conducted:

Award data was utilized from FPDS to determine price fair and reasonableness. There have been similar nurse call/paging systems procured by the Government recently. Reviewing FPDS revealed two awards. An Nurse Call system was procured by Veterans Affairs under in the amount of on 07/07/2022 awarded to Additionally, was awarded to . for “Ascom Telligence nurse call system upgrade and integration with Vocera” in the amount of on 03/31/2022 for VA Fresno.

Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
