About this file

This is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs. The Erie, Pennsylvania VA Medical Center Police Service is procuring Motorola dual-band VHF/UHF police radio equipment to replace aging inventory that no longer adequately supports daily operations, facility expansion, or interoperable emergency communications. The requirement consists of thirty Motorola APX NEXT portable radios, two Motorola APX 8500 mobile radios, and one Motorola APX 8500 base station, along with associated accessories, software licenses, and encryption capabilities. The estimated total cost falls over the micro-purchase threshold but does not exceed the $350,000 SAT limit.

The justification identifies unique compatibility, interoperability, security, and performance characteristics that limit the requirement to Motorola brand equipment only. The APX Next platform integrates advanced encryption, ASTRO digital operations, CPS enablement, secure provisioning, and mission-critical durability required to meet VA Police operational and safety standards. Market research conducted through GSA Advantage, FSS, SAC, NAC, and consultation with Erie VA Medical Center Police Service leadership confirmed that no alternative manufacturer provides a completely compatible and approved solution meeting operational, interoperability, and security requirements. The existing radio infrastructure, programming, encryption protocols, and interoperability agreements are built around Motorola systems, and transitioning to another manufacturer would require reprogramming, retraining, potential infrastructure modifications, and unacceptable operational safety risks. The Contracting Officer, Andrea Aultman-Smith, certified approval on January 22, 2026.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K)

Acquisition Plan Action ID: 36C244-26-AP-1356

1. Contracting Activity: Department of Veterans Affairs, VISN 4, Erie, Pennsylvania Medical

Center, Police Services

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount:

The Erie, PA VA Medical Center Police Service requires a brand name only procurement of Motorola dual-band VHF/UHF police radios, including portable, mobile, and base station equipment, to replace an aging inventory of police radios that no longer adequately support daily operations, facility expansion, or interoperable emergency communications.

The requirement consists of thirty (30) Motorola APX NEXT portable radios, two (2) Motorola APX 8500 mobile radios, and one (1) Motorola APX 8500 base station, including associated accessories, software licenses, and encryption for full operational deployment. These radios are required to support daily law enforcement operations, officer safety, emergency response, and secure interoperable communications with local law enforcement and community emergency response agencies operating on varying frequency bands.

The radios will be used throughout the Erie, PA VA Medical Center by VA Police Officers to ensure continuous, secure, and reliable communications during routine patrols, incident response, and emergency situations.

Estimated Total Cost:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The requested Motorola APX Next and APX 8500 radio systems possess unique compatibility, interoperability, security, and performance characteristics that limit this requirement to brand name only.

Motorola APX radios are specifically designed and validated to operate across dual band VHF/UHF frequencies, enabling seamless interoperability with local law enforcement and emergency response agencies. The APX Next platform integrates advanced encryption, ASATRO digital operations. CPS enablement, secure provisioning, and mission critical durability, all which are required to meet VA Police operational and safety standards.

The requested configuration includes portable radios, mobile units, base station equipment, control heads, antennas, software license and accessories ensure standardization across the police force, reducing training complexity and supports officer safety during high-risk

Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID# 36C244-26-AP-1356 incidents. These radios are engineered for public safety grade reliability, submergibility, and secure communications, which are essential for law enforcement use in a medical facility environment.

Use of alternative manufacturers or mixed radio platforms would introduce interoperability risks, encryption incompatibility, operational inconsistencies, increased training burden, and potential officer safety hazards during emergency response or multi agency coordination.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted through review of GSA Advantage, FSS, SAC, NAC and consolation with Erie, PA VAMC Police Service leadership. The market research confirmed that while other radio manufacturers exist, no alternative brand provides a completely fully compatible, and approved solution that meets VA Police Service operational, interoperability, and security requirements for this application.

Consultation with VA Police Service leadership confirmed that Motorola APX radios are the established and operationally approved standard for the facility. The existing radio infrastructure, programming, encryption protocols, and interoperability agreements are built around Motorola systems. Transitioning to another manufacturer would require reprogramming, retaining, potential infrastructure modifications, and increased risk, which is operationally impractical and inconsistent with VA Police standardization objectives.

Market research supports the determination that only Motorola APX Next and APX 8500 radios meet the Government’s minimum needs without introducing unacceptable operational safety risks.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief
