6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

Because Rhode Island Hospital is one of the academic centers associated with Brown University, an academic affiliate of the Providence VA, other offers were not solicited. They have provided this service for many years in the past via a yearly PO# and most recently a 5 yr contract # VA241-16-D- 0007.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The IGCE includes price comparison from CMS and MGH.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons

Market Research Was Not Conducted Specimen integrity must be maintained and this testing requires the specimen be examined and tested immediately. Therefore service needs to be provided locally. Our primary reference lab, Quest , does not perform all of the required testing, and is not in close enough proximity for the specimen to be viable for examination and testing upon receipt in their laboratory which presents a patient safety issue since this specimen type cannot be recollected. The Providence VA has been using services from Rhode Island Hospital for over 10 years with no quality issues and therefore no reason to jeopardize patient care by changing testing laboratories.
