About this file

This is a Sole Source Justification document for a simplified acquisition under FAR 13.5 issued by the Department of Veterans Affairs, VISN 9, Tennessee Valley Healthcare Services (TVHS) Nashville Medical Center. The procurement seeks a 6-month firm fixed price service contract for Boiler Plant Operators with an estimated value of $575,280.00, covering the period from January 1, 2026 through June 30, 2026. S.M. Lawrence Company, Inc. (SAM UEI: G3KJLXAG4F21), located at 1330 Murfreesboro Pike, Nashville, Tennessee 37217-2619, is the sole source being awarded this contract as a new stand-alone agreement with no options evaluated.

The justification cites "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as the basis for restricting competition under 41 U.S.C. § 1901. BPO employees must operate three Cleaver Brook boilers and associated equipment to provide uninterrupted 24/7 service, requiring operators to be fully qualified and capable of performing start-up/shutdown procedures, equipment operation and maintenance, safety device testing, emergency generator operation, and facility monitoring. Employees must complete mandatory 90-day training per VHA directive 1810 Section 4.F, pass comprehensive federal background checks, and obtain PIV cards. Market research using SBA search (NAICS 238220, keyword "Boiler") yielded zero results, indicating the "VA Rule of Two" does not apply. Fair and reasonable pricing was determined through comparison with prior purchase order 36C24924P0819 ($665,700.00 for July 1, 2024 through December 31, 2024, with extensions at $665,700.00 and $579,360.00 for subsequent periods). The justification identifies the critical need for fully capable contracted operators immediately upon expiration of the current purchase order on December 31, 2025, and recommends future acquisitions plan 6 months to a year in advance to allow adequate lead time for competition and contractor training.
