About this file
This document is a Single Source Justification (SSJ) for a federal contract issued by the Department of Veterans Affairs (VA) San Diego Healthcare System. The contract is for a one-year, firm-fixed price renewal of UDITracker software licenses and data services for Government-owned UDITracker cabinets, with a total estimated value of $109,981.00. The software provides comprehensive tracking features including tissue and implant tracking, barcode scanning and label generation, reporting, Global Unique Device Identification Database (GUDID) library integration, VistA inbound case integration, recall tracking, and system-wide visibility.
The justification indicates the contract is being awarded to InVita Healthcare Technologies as the sole source due to unique licensing agreements and urgent service needs. Market research was conducted, revealing the vendor's pricing for a base year plus four option years totals $579,426, representing approximately a 40% increase over five years. The VA has authorized only the base year of the contract, with authorization to proceed issued on 5/28/2025. The contract complies with a Memorandum of Understanding and Interconnection Security Agreement, and the pricing is deemed fair and reasonable given the urgent categorization and market conditions.

The vendor will comply with Memorandum of Understanding/Interconnection Security Agreement Review Form E-727 InVita Healthcare Technologies; BAA is on file (InvitaHealthcare Technologies VA System VIIATS MOU ISA 2023.05.05).
The total estimated value is $109,981.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Only one source is reasonably available due to unusual urgency and exclusivity of licensing agreements. The service provider/ manufacturer is the exclusive provider of proprietary software, license renewal, and service needs. Authorization to proceed was issued to the vendor on 5/28/2025.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted for a long-term contract; however, due to the urgent categorization the immediate authorization for continuous service was required.
Total obligation from September 2019 to February 2025 is $392,290. The vendor provided pricing for a base plus 4 option years for the renewal requirement, valued at $579,426. This is an approximate 40% average increase comparing the span of five years. However, this requirement is for one year, authorizing only the base year of the offer. Given the market conditions and urgency status, the pricing is determined fair and reasonable. Another evaluation will be conducted pre-performance/end.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
