About this file
This document is a Justification for Single Source Award for the Department of Veterans Affairs (VA) for a 12-month Firm Fixed Price Emergency order for a Mikroscan Controlled Telepathology System. The procurement is for the Corporal Michael J. Crescenz Philadelphia VA Medical Center (CMJCPVAMC), valued at $234,219.81, with a performance period from 05/15/2025 to 05/14/2026. The system will provide a real-time video link for cytology slides from ten procedure rooms to the Pathology and Laboratory Medicine Department, including an SL5-20 System with Autoloader, software licenses, and remote installation and training.
The justification highlights an Unusual and Compelling Urgency to procure this specific system, noting it is the only FDA-approved scanner for slide scanning and live remote pathology. Market research conducted through SBA DSBS, FPDS, eCMS, and GSA confirmed no alternative sources, with Mikroscan Technologies being the only vendor capable of meeting the specific requirements for fine needle aspiration cytology. The procurement aims to address limited pathologist coverage and reduce patient anesthesia time, which poses potential life-threatening risks to veterans. The contract will be awarded directly to Mikroscan Technologies after obtaining an SBA waiver, as no small businesses or Veteran-Owned Small Businesses could meet the requirement.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The CMJCPVAMC has an Unusual and Compelling Urgency to procure the Mikroscan Dual-Mode Scanner and Live Controlled Telepathology System for cytology. This requirement is to address the need for expedited results for clinic cytology procedures. Currently the CMJPVAMC laboratory is a 24-hour operation with limited pathologist coverage due to many factors. This instrument will allow the pathologists to remain at their post in the lab while while consulting on a live case in the clinic. The scanner is needed at once because it will also decrease the amount of time patients will need to be under anesthesia due to the delay. Prolonged time under anesthesia puts our Veterans at unnecessary life threatening risks. This https://www.acquisition.gov/?q=/browse/far/13

4. Description of market research conducted and results or statement why it was not conducted: Market research was completed utilizing SBA DSBS search with NAICS code 334516 and keyword Mikroscan. There were no positive results. The contract specialist additionally utilized FPDS, eCMS, and GSA to review past contracts awarded for Mikroscan Telemicroscopy Systems. GSA Advantage identified several models by Mikroscan Technologies with one authorized distributor, Government Scientific Source, Inc. A quote was requested from Government Scientific Source, Inc. and they have removed the requested item from the schedule and offered an Open Market Quote. OEM, Mikrosan is a Large Business and also provided a quote. SBA waiver is available for NAICS 334516. No two or more small businesses or VOSBs are available. The SBA and VA rule of two cannot be met with this procurement. As was noted by the CMJCPVAMC, the robotic microscope must be capable of use for fine needle aspiration cytology an the Mikroscan L5 is the only known unit capable of performing those. It is the best interest of the government to award this urgent requirement to Mikroscan Technologies.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
